1341. Scientists in Time of War: World War II, the Cold War, and Science in the United States and France

Abstract:
Before addressing its central concern––the convergence of science, war, institutions, and politics in the postwar period in France and the United States––, this essay evokes how scientific knowledge had been of importance to warfare and economic elites in the preceding centuries. In the 1940s and 1950s, scientific activities were profoundly redefined. A culture of laboratory solutions, of calculus, and management won the day. For the scientists, that meant versatility and a willingness to work between disciplines and métiers and to confront the nation's main concerns. It also led to increasingly technocratic versions of politics. Due to science, the state became a managerial apparatus, a "modernizer" arbitrating among different scenarios. Contrary to what happened in the United States, science was not center stage in France in the 1940s and early 1950s. The habitus of scientists was that of the prewar period, and they were still not technique- oriented. They had a more cultural definition of their trade and were not opportunists whose aim was to become pragmatically efficient in the world of business and military action. From the mid-1950s, things started to evolve due to a strong economic recovery and because French scientists had now caught up with the latest developments. The final break, however, occurred in France only when de Gaulle abandoned the Algerian war and elected for an autonomous nuclear deterrence system. By putting la stratégie de l'arsenal at the core of national development, de Gaulle significantly transformed French science, society, industry, and the military.

1342. Law and Politics in Interwar France: Pierre Laroque's Search for a Democratic Corporatism

Abstract:
Pierre Laroque, the architect of French social security, emerged during the 1930s as an advocate for the corporatist management of industrial relations. Laroque's corporatist views were an outgrowth of his educational background and his experiences as a young civil servant. A member of the Conseil d'État, he came under the influence of the main doctrines of French public law. During the first half of the twentieth century, legal thinkers such as Léon Duguit and Maurice Hauriou elaborated theoretical justifications for the growing interventionism of the state. As a student of the law, Pierre Laroque became concerned with maintaining the balance between the necessity of state intervention and the preservation of individual and collective rights, thus explaining his interest in administrative decentralization. By the mid-1930s, after being assigned to the Conseil National Économique, he became interested in industrial conflict and applied a similar approach to the issue of collective bargaining. Impressed by the social achievements of Fascist Italy, Laroque advocated the corporatist management of industrial relations, an objective that he promoted in a succession of political and intellectual forums associated with the nonconformist movement. A new collective bargaining mechanism would bring together the state, business, and labor in order to mediate and resolve industrial disputes. Unlike the Fascists, however, this form of corporatism did not break with democratic or republican principles; rather, it was a decentralized administrative structure that compensated for the weaknesses of the collective bargaining process while providing a new forum for the cultivation of social solidarity.

Abstract:
Senator John Edwards was the Democratic 2004 nominee for Vice President (Senator John Kerry's running mate) and a one-term former Democratic Senator from North Carolina. He defeated the incumbent Republican Lauch Faircloth in North Carolina's 1998 Senate election. Senator Edwards is now the Director of the Center on Poverty, Work, and Opportunity at the University of North Carolina at Chapel Hill. Senator Edwards addressed the Asia Society on The Future of US-China Relations as part of the series entitled "American Political Leaders on the Future of US Relations with Asia". Senator Edwards addressed the Asia Society on October 31st, and gave this interview to Nermeen Shaikh following his speech.

1344. Living with Hugo: U.S. Policy Toward Hugo Chávez's Venezuela

Abstract:
The popularity of the new political and economic model being developed in Venezuela has been a consistent source of aggravation for the U.S. government. Since first winning the presidency in December 1998, Hugo Chávez has been able through repeated electoral victories and radical constitutional reform to dominate Venezuela's government and public institutions. Undaunted by stiff U.S. opposition, President Chávez has launched what he calls a Bolivarian revolution, named after Simón Bolívar, a nineteenth-century leader of Latin America's independence wars. Chávez has reasserted the role of the state in the Venezuelan economy and developed extensive social programs to advance an anti- U.S., anti-capitalist crusade. New or newly reinvigorated alliances with established U.S. adversaries have helped internationalize Chávez's aims. Most alarming to those concerned with the health of Venezuelan democracy, Chávez and his allies have concentrated political power in the hands of the executive, curtailed the independence of the judiciary, shown limited tolerance for domestic critics, and openly intervened in the electoral politics of neighboring states.

1345. Challenges for a Postelection Mexico

Abstract:
After two decades of profound yet incomplete economic and political reforms, Mexico stands at a crossroads. Its economy is now one of the most open to international trade and capital flows among emerging markets, in stark contrast to the insular development model on which Mexico relied for more than half a century. Mexico also carried out a transition to democratic politics during the last decade, after seventy-one years under single-party, authoritarian rule. Many commentators heralded the 2000 election of an opposition leader to the presidency as the capstone of this process, but it was only an important step in a long, gradual transition. President Vicente Fox promised additional steps that would consolidate previous economic and political advances and place the country on an irreversible path to becoming a fully competitive market democracy. The last six years in Mexico have been characterized instead by political stalemate, leaving an unfinished agenda of structural change that is essential for long-term economic growth, job creation, and a deepening of democratic practices.

1346. Modelling the Multifunctionality of Czech Agriculture

The transformation of Czech agriculture since 1990 under the different stages of agricultural policy has resulted in the emergence of a strong, dual farm structure with a high share of leased land and profit-maximising (vs. family) farms. This working paper assesses the current situation concerning the multifunctional aspects of Czech farms. Applying a non-linear optimising model (FARMA 4), this study simulates the effects of different policy scenarios up to 2010 on the selected set of indicators of multifunctionality for eight farm categories (differentiated into three regions and by profit/income orientation). Under all the scenarios, there is a tendency towards a more extensive level of production with lower labour input, particularly by the profit-oriented farms that prevail in Czech agriculture.

1347. Minorities and Protest in Japan: The Politics of the Fingerprinting Refusal Movement

Abstract:
In 1985, 10,000 foreign residents of Japan refused to be fingerprinted by the Japanese state. Why did this protest take place when it did, and why have we not seen a movement of similar size and intensity since the end of the fingerprinting refusal movement? This article argues that the fingerprinting refusal movement occurred because a convergence of factors—including demographic change, Japan's ratification of human rights treaties, ideational changes within the Japanese state and the Korean community in Japan, and local political developments—opened a window of political opportunity for activism. Moreover, the reforms that Japan made in the 1970s and 1980s closed that window because they satisfied many of the demands of foreign activists, and activists subsequently had a difficult time finding an issue on which to focus community outrage.

Abstract:
According to the frequent polling on the generic ballot for Congress, the Democrats hold a large advantage leading up to the vote on November 7. But does this Democratic edge mean that the Democrats will win a majority of House seats? Doubts are often expressed about the accuracy of the generic ballot polls. And even if the polls are correct in indicating a majority of votes going to Democratic candidates, further doubts are expressed about whether the Democrats' vote margin will be sufficient to win the most seats.

Abstract:
This article describes the impact of the Italian electoral reforms of 1993 on the structure of political alliances. The reform, which moved Italy from a pure proportional representation system to a mixed largely majoritarian system, was designed to increase transparency, reduce corruption, limit the number of political parties, and create the conditions for a politics of interests, rather than a politics of influence. Paradoxically, moving to a mixed electoral system had the opposite effect. In this article, the authors demonstrate this impact, by modeling the structure of political alliances at multiple levels (municipal, provincial, and regional) of the Italian polity from 1986 to 2001, from data on roughly 441,000 persons elected to serve in almost 3 million positions.
