Abstract:
This article is a descriptive and analytical text. The investigation of which the article is a product is about the presidential re-election in Colombia. That research began as an analysis of eighteen editorials published by the most important newspaper in Colombia: El Tiempo. The method of analysis was ACD (Critical Analysis of speech) by Teun A. Van Dijk. The investigation concluded that El Tiempo changed radically its position about the immediately presidential re-election because the editorial did not support it at the begging but at the end it supports the re-election with own name: Alvaro Uribe Velez.

Abstract:
Participants at a recent USIP working group meeting on infrastructure development in conflict environments discussed the viability of revitalizing State-Owned Enterprises (SOEs) in Iraq. The meeting, held on February 1, 2007, focused specifically on Deputy Undersecretary of Defense for Business Transformation (BTA) Paul Brinkley's effort to revitalize a selection of the nearly 200 SOEs that once produced consumer and durable goods, but which have been shut down since the beginning of the stabilization and reconstruction (S) effort in 2003. Brinkley is attempting to rescue what is salvageable through this controversial SOE revitalization project. In January 2007, after eight months of research and investigation, Brinkley announced that ten factories had been selected to initiate his SOE revitalization project and would be open within two to three months.

1303. Constituent Assembly Elections and Security in Nepal

Abstract:
This USIPeace Briefing highlights the findings regarding the security situation in Nepal in the run up to constituent assembly elections scheduled for November 22, 2007. Since February 2007 the United States Institute of Peace (USIP) has held individual meetings and group dialogue sessions on strengthening security and the rule of law in Nepal. These events have taken place in Washington, D.C., Kathmandu, Banke, Siraha, Kailali, Jhapa, Chitwan and Rupandehi Districts. During the sessions and meetings, including with members of the security sector, challenges and solutions to strengthening security and the rule of law were identified and discussed. While election security for the upcoming Constituent Assembly Election was not the primary subject of the discussions, various participants offered a number of recommendations and raised several concerns. Additionally, general security issues, many of which are related to election security, were discussed and can be included in a broader long-term security strategy.

Abstract:
Sudan's elections, scheduled to take place by July 2009, are a major milestone of the Comprehensive Peace Agreement (CPA). Domestic and international institutions are already planning for the elections, although many legal and logistical issues must be resolved before they take place. The U.S. Institute of Peace convened a meeting of the Sudan Peace Forum on July 13, 2007 to discuss the major tasks remaining in the organization of elections. The following USIPeace Briefing summarizes the status of electoral preparations and identifies critical conditions to ensure their timely organization.

The recent and widespread sense of crisis in the European Union (EU), with competing demands for a more social Europe, limiting further enlargement, greater protection of the environment, and less immigration, for example, suggest that new lines of political contestation are challenging conventional ways of thinking about EU politics. The EU Internal Dynamics (EU ID) unit at the Danish Institute for International Studies is launching a project, subject to external research funding, to analyse the extent and ways in which new political issues such as climate change, immigration, security and enlargement, are leading to new lines of political contestation in the EU. The objective is to understand if and why the two conventional lines of contestation over more or less integration and left or right politics in the EU need to accommodate emerging lines of political contestation over a more cosmopolitan versus a more communitarian EU. The project is intended to assess in a systematic manner the relevance of three existing models of the relationship between 'integrationist' (more/less EU), 'horizontal' (left/right politics), and 'new politics' (cosmopolitan/communitarian) in the 21st century European Union.

In April 2001 the People's Union for Civil Liberties (PUCL) approached the Supreme Court of India arguing that the government has a duty to provide greater relief in the context of mass hunger. The litigation has now become the best known precedent on the right to food internationally. This paper reviews the litigation with a view to understand various strategies used by the litigants to create and enforce far-reaching entitlements in a near legal vacuum on the right to food. This is followed by a discussion on the lessons from this case for a rights-based approach to development at large.

Abstract:
From a French perspective, the relationship between the state and religion in the United States may seem paradoxical. On the one hand, the American nation was the first one to have established, by constitutional means, a separation between religious bodies and the political realm. On the other hand, religious and political spheres in the US still seem to overlap to some extent. While French approaches tend to regard US laïcité as uncertain and incomplete, this article discusses whether laïcité is in the US incomplete or aware of tensions to be lessened among religious, political and social forces. I focus on legal regulation and consider the notion of accommodation as a particular form of legal laïcité.

Abstract:
Nicolas Sarkozy's victory in the 2007 French presidential elections represents a true rupture: rupture with years of political apathy, rupture with what was an escalating rise of political protest, rupture with a “law” that since 1981 seemed to require that every outgoing majority be beaten. Sarkozy's electoral victory was substantial. It was built on a notion that what the French were looking for was a strong sense of direction, and it gave rise to a dynamic of striking change right after the election (a political opening to the left, a shift in presidential style, disarray in the Socialist Party, and the marginalization of the National Front).

1309. Can We Reform the Welfare State in Times of ”Grey“ Majorities? The Myth of an Electoral Opposition between Younger and Older Voters in Germany

Abstract:
Is there an antagonism between young and old in the electoral arena that could lead to the obstruction of welfare-state reforms? This article argues that this notion is a myth and lacks empirical evidence for the case of Germany. It is true that (a) there are imminent majorities of voters aged 50 and older; (b) older voters benefit from many welfare state programs and (c) life-cycle interests shape some attitudes towards single public policies. However, these facts alone do not represent an antagonism between young and old in the electoral arena. Firstly, differences in party preferences between age groups are due to generational effects associated with early political socialization. Secondly, life-cycle interests do not shape the German party competition because age is not a political division line (cleavage). Young age/old age is only a transitional boundary that all of us aspire to cross, meaning that material old-age interests are important to everyone. Finally, grey interests parties are notoriously weak and try to become parties for the interests of all age groups.

1310. Iraq's New Political Map

Abstract:
In 2006, a new group of Iraqi leaders came to power through elections. In the absence of strong bureaucratic and military institutions, the qualities and skills they bring to bear and their capacity and willingness to cooperate, especially across ethnic and sectarian lines, will determine whether Iraq collapses into chaos or moves forward toward stability. Three characteristics of these leaders are striking. First is how new and inexperienced most of them are. Rapid political mobility and change in ministers was prevalent in previous cabinets, but it has intensified in this government. This degree of change has made it difficult for leaders to acquire experience in national governance, create institutions, establish networks across ministries, and cultivate constituencies outside the central government. Second, the current leadership is still dominated by “outsiders”—exiles who have spent much of their adult life outside Iraq, or by Kurds who have lived in the north, cut off from the rest of Iraq. Most of these exiles have spent time in Middle Eastern, not Western, societies. “Insiders” who lived in Saddam's Iraq and endured its hardships are still a minority. This fault line between insiders and outsiders helps explain some of the lack of cohesion in the government. Third, and most important, many of the current leaders have spent the best part of their adult life engaged in opposition to the Saddam regime, often in underground or militant activities. Those who had any affiliation with, or simply worked under, the old regime have still found it very difficult to gain entry. The result has been a profound distrust between the new leadership and those with some association with the old regime. The continuation of the insurgency has helped this political struggle metamorphose into an ethnic and sectarian war. A fourth parameter is emerging as significant: the development of political parties and groups, often accompanied by militias. While ethnic and sectarian divisions in Iraq have grabbed most of the headlines, it is these parties and their constituencies that are shaping the political agenda and are likely to be determinative in the future. The most important of these parties now occupy seats, not only in the assembly but in the government. They include the Supreme Council for the Islamic Revolution in Iraq (SCIRI), Da'wah, and the Sadrist movement in the dominant Shi'ah United Iraqi Alliance (UIA), the Kurdistan Democratic party (KDP) and Patriotic Union of Kurdistan (PUK) in the Kurdistan Alliance, Tawafuq (Iraqi National Accord) among the Sunnis, and the weaker Iraqiyyah (Iraqi) ticket among the secularists. Each of these parties has different positions on issues and different constituencies to satisfy; in a number of cases these cross ethnic and sectarian divides. Among the most important of these common interests are (a) economic development, (b) oil legislation, (c) management of water resources and the environment, and (d) the role of religion and the state. Even more divisive issues, such as federalism and a timetable for withdrawal of multinational forces, find allies on one or another side of these issues among different ethnic and sectarian groups. This suggests that despite ethnic and sectarian strife, a new political dynamic could be built in Iraq by focusing on one problem at a time and dealing with it by encouraging party, not communal, negotiations. Although such agreements will take time, they may provide a means of gradually building much-needed trust and a network of people and institutions that can work across ethnic and sectarian boundaries. Such a process will have a far better outcome over the long term—an intact, more durable Iraqi state, than the ethnic and sectarian divisions now being pushed by events on the ground and by some outside policy analysts.
