1231. The Politics of Incirlik Air Base

Abstract:
The adoption of the Armenian Genocide Resolution in the US House of Representatives Foreign Affairs Committee, doubled with the highly criticized US policy towards the Kurdistan Workers Party (PKK) has placed the İncirlik Air Base at the top of the Turkish political agenda. The İncirlik Air Base has always played a key role in the Turkish-US relations due to its strategic location in the region. The base has been used by the U.S. in many regional events and operations. In every case, its use has brought the status and functions of İncirlik to the fore. However, it is difficult to find any research that particularly focuses on the İncirlik Air Base and its history. Hence, there are many speculations on the status and the functions of the base. The purpose of this article is briefly trace the history of the İncirlik Air Base and describe the obligations of Turkey and the rights of the US under the existing agreements. In the final part, the last crises will be analyzed to assess its impact on Turkish-American relations.

Abstract:
This paper aims to analyse the basic parameters of the new draft constitution in Turkey. Having outlined the radical amendments to the current Constitution in terms of both fundamental rights and state organs, the paper takes up the procedural and substantial criticisms directed against the draft Constitution. It also contains a number of policy recommendations for taking necessary measures to ensure the broadest possible participation of the Turkish people in the constitution making process. The paper concludes that adoption of the proposed constitution will remove the physcological obstacle to democratisation of the Turkish political regime by disproving the deeply embedded belief that civilians in Turkey cannot make a new constitution under truly democratic circumstances.

1234. It's One World Out There: The Global Consensus on Selecting the World Bank's Next President

In May 2007 CGD launched an online survey of the global development community on three issues: the selection process for the next World Bank president; criteria for rating the candidates; and actual ratings for nine candidates who had been named by the international media. Between May 22 and May 31, CGD received nearly 700 responses from people whose characteristic s reflect the diversity of the international development community. Survey participants represent 71 nations; all world regions; high-, middle- and low-income countries; a variety of professional affiliations; and all adult age groups. About 30% of respondents are women.

Why do some global health initiatives receive priority from international and national political leaders while others receive minimal attention? We propose a framework for analyzing this question consisting of four categories of factors: the strength of the actors involved in the initiative, the power of the ideas they use to frame the issue, the nature of the political contexts in which they operate, and characteristics of the issue itself.

Abstract:
One of the popular stories told (and taught) in development circles is how corruption was slashed in Uganda simply by publishing the amount of monthly grants to schools. This paper takes a deeper look at the facts behind the Uganda story and finds that while information did indeed play a critical role, the story is much more complicated than we have been led to believe. A dramatic drop did occur in the percentage of funds being diverted from Uganda's capitation grant. But to attribute this leakage solely to the monthly release of grant data by the government risks ignoring the major funding in which this transparency campaign was imbedded.

1237. A Collapsing Façade – The Russian Duma Election in perspective

Abstract:
The Duma election and its results reinforce the prevailing undemocratic trends in Russia. The changes in electoral laws, the election campaign and its biased coverage in the Russian media, the Russian authorities' hostile attitude towards international election observation and the so-called Putin's Plan leave very little hope of democratic pluralism developing in Russia anytime soon. Russia's political system has been built gradually over the years. The system aims at controlling the competition for power and securing the political elite's interests. The system is characterised by non-transparent and manipulated political processes, misleading doublespeak on democratic norms, and the misuse of soft and hard administrative resources. Putin's overwhelming popularity does not compensate for the lack of democratic accountability. Likewise, his possible premiership would not strengthen parliamentarism in Russia because the decision is driven by instrumentalism towards political institutions. Instead, it would create a dangerous precedent for an ad hoc separation of power. Western actors should be more aware that the stability that Putin is often praised for bringing about is not build on solid ground, and they should change their policies accordingly. Promoting democracy – and thus longterm stability – in Russia is in western actors' interests.

Abstract:
After the events of 9/11/01, the United States rallied around President George W. Bush. An administration that was initially weak and semi-legiti-mate came to directly control the executive and legislative branches of government and gradually strengthen its influence over the judiciary. Bush and the Republican majority in Congress attained hegemony domestically as well as internationally. Having acquired the power to ignore the rules, they often proceeded to do so. A semi-idealistic “winning is everything” approach to foreign policy led the United States into a quagmire in Iraq. An unempirical “winning is everything” approach to domestic policy, which often distorts the rules (law, science, and standard economics) and ignores the “referees” (the GAO, the CBO, the IMF), has created potentially disastrous medium and long-term problems for the United States.

Abstract:
It is very much in the Russian and, even more so, Soviet political tradition for rulers to deprecate their predecessors. As they climb up the power ladder, the would-be Kremlin occupants must profess complete loyalty to the current leader in order to succeed. Once in power, the country's new masters bolster their authority by dissociating themselves from previous leaders. Along with the weakness of the country's political institutions, which undermines the legitimacy of the transitions, such repudiations almost inevitably result in the personalization of power, as the new occupants mold the political, social, and economic systems to their liking. Hence, Russian and—again and especially—Soviet history have often looked like a succession of very distinct personal political regimes—indeed, sometimes different states under the same name.

Abstract:
Part I of this Russian Outlook dealt with what might be called the errors of commission, or false attribution, in the "chaos-of-the-1990s" stereotype, which became a major theme of the Putin Kremlin's propaganda. The economic crisis of that era, mostly inherited from the decaying Soviet economy, was laid at the revolutionary regime's door. Yet the "chaos" legend also contains errors of omission, for, on closer inspection, there was a great deal in the 1990s besides the alleged "chaos."
