21. UN 2030: Rebuilding Order in a Fragmenting World

Abstract:
As the world faces a slew of complicated challenges and the international community comes together to select the next UN Secretary General, there is renewed debate about the role of the UN in international affairs. In UN 2030: Rebuilding Order in a Fragmenting World, Asia Society Policy Institute (ASPI) President Kevin Rudd argues that the UN continues to matter. The report makes the case that if the UN fails, falters, or fades away, it would fundamentally erode the stability of an already fragile global order. At the same time, Rudd contends, we tend to take the UN for granted, overlooking the reality that its continued existence is not inevitable. The UN, while not yet broken, is in trouble. The report concludes, however, that the UN is capable of reinventing itself. This requires not one-off reforms but a continual process of reinvention to ensure the institution is responding to the policy challenges of our time.

Abstract:
The concept of ‘institutional completeness’, which refers to the organizational influence of a minority group and the degree to which it can provide its members with all necessary services, has recently enjoyed renewed interest in Canada. ‘Institutional completeness’ could represent an interesting avenue of ‘non-territorial autonomy’ for European minorities, one that might curtail some of the issues associated to current arrangements delegating power and autonomy to minorities, which often remain more ornamental than substantial. This paper exposes the recent jurisprudential developments in Canada pertaining to the modernization and revival of the concept of ‘institutional completeness’, most notable in the sphere of education for Francophone minority groups living outside of the province of Quebec, and encourages an in-depth exploration of the concept and of its potential not only for the autonomy of minorities, but also as a means of compensation for past harms and injustices.

Abstract:
Can governments improve aid programs by providing information to beneficiaries? In our model, information can change how much aid citizens receive as they bargain with local officials who implement national programs. In a large-scale field experiment, we test whether mailing cards with program information to beneficiaries increases their subsidy from a subsidized rice program. Beneficiaries received 26 percent more subsidy in card villages. Ineligible households received no less, so this represents lower leakage. The evidence suggests that this effect is driven by citizen bargaining with local officials. Experimentally adding the official price to the cards increased the subsidy by 21 percent compared to cards without price information. Additional public information increased higher-order knowledge about eligibility, leading to a 16 percent increase in subsidy compared to just distributing cards. In short, increased transparency empowered citizens to reduce leakages and improve program functioning.

Abstract:
José Eli da Veiga critically examines the socioeconomic measures already established, like the GDP and the Human Development Index (HDI). The author contextualizes the creation of such measures and points out the limits of those, which can measure the economic performance of a given society, but are not intended to measure welfare and sustainability. With a keen eye, Eli da Veiga addresses the major issues related to the development and adoption of new indicators, selecting four emerging indicators to be examined in detail. These indexes – all created by renowned international institutions – seek to overcome the notion of wealth based on the production of commodities and on physical capital and propose a narrative of progress that is more compatible with the 21st century, focusing on people’s quality of life and on environmental sustainability.

Security sector reform (SSR) is increasingly put forward as a solution for a broad spectrum of African states facing security challenges. Yet, for a variety of reasons, there are relatively few examples of successful SSR implementation. The case of Burundi’s Security Sector Development (SSD) program, while still a work in progress, is noteworthy for having advanced both security sector effectiveness and democratic account­ability since its inception in 2009. The success of SSR programs depends heavily on the ability to address politically sensitive issues. For the most part, SSR programs have fared poorly in this regard. Ongoing attacks by Boko Haram and other violent Islamist groups coupled with an at times arbitrary response by Nigeria’s security forces have contributed to a deteriorating security situation in the north. Increasingly frequent attacks and bombings also mask longer-running radicalization dynamics. A sustained approach targeting every stage of the radicalization spectrum, from addressing socioeconomic grievances, to cross-cultural peacebuilding initiatives, to rehabilitating radicalized members of violent Islamist groups, as well as a more measured use of force are needed to reverse this broader trend.

28. The Tensions between Serbia and Kosovo - A Major Generator of Instability in the Region

Abstract:
In March 2007, after seven years of Kosovo being a United Nations protectorate, the UN Special Envoy Martti Ahtisaari proposed independence. The United States supported this proposal but Russia categorically did not, nor, of course, did Serbia. The United States proposed a three-part plan to stabilize an independent Kosovo. First, all high government posts would be distributed based on religion and ethnicity, second, a new Constitution must specifically safeguard the rights of the Serbian minority and, third, a substantial peacekeeping force must be in place to protect the Serbs and the minorities. Notwithstanding the seven years of the UN protectorate, hundreds of Orthodox Christian churches have been destroyed and thousands of Serbs have left Kosovo. For example, before the UN took over there were 40,000 Serbs living in Priština compared with about a hundred today. In 1971 Kosovo was 75% Muslim compared to at least 92% today
