441. Nepal's Future: In Whose Hands?

Abstract:
Nepal's peace process is in danger of collapse. The fall of the Maoist-led government, a mess largely of the Maoists' own making, was a symptom of the deeper malaise underlying the political settlement. Consensus has steadily given way to a polarisation which has fed the more militaristic elements on both sides. While all moderate politicians still publicly insist that there is no alternative to pursuing the process, private talk of a return to war – led by generals of the Nepalese Army who have never reconciled themselves to peace – has grown louder. Outright resumption of hostilities remains unlikely in the short term but only concerted efforts to re-establish a minimal working consensus and a national unity government including the Maoists can avert the likelihood of a more dangerous erosion of trust. Strong international backing, with India eschewing short-term interference in favour of longer-term guardianship of the process it itself initiated, will be essential.

Abstract:
The Obama administration has arguably inherited the toughest national security environment since the end of World War II. Instability in Afghanistan and Pakistan has propelled South Asia to the top of a U.S. national security agenda already crowded with a long list of major problems that includes North Korea, Iran, and Iraq. The political, security, and economic trends in Afghanistan and Pakistan have taken a turn for the worse, as the two countries confront an increasingly violent Taliban-led insurgency and al Qaeda–linked militant jihadist groups. To make matters even worse, Pakistan's relations with India have been damaged by the November 2008 Mumbai terrorist attacks.

443. Somalia: The Trouble with Puntland

Abstract:
The semi-autonomous north-eastern Somali region of Puntland, once touted as a success of the “building blocks” approach to reestablishing national stability and widely viewed as one of the most prosperous parts of Somalia, is experiencing a three-year rise in insecurity and political tension. At its roots are poor governance and a collapse of the intra-clan cohesion and pan-Darood solidarity that led to its creation in 1998. Intra-Darood friction has eroded the consensual style of politics that once underpinned a relative stability. The piracy problem is a dramatic symptom of deeper problems that, left untreated, could lead to Puntland's disintegration or overthrow by an underground militant Islamist movement. A solution to the security threat requires the Puntland government to institute reforms that would make it more transparent and inclusive of all clans living within the region.

Abstract:
Following the end of violent conflicts, whether by military victory or negotiated settlement, international actors such as the European Union and the United Nations play an increasing role in peace building, through a range of security, governance, and development activities. These may or may not be mandated by a peace agreement or other formal settlement, and may or may not follow or work in tandem with a peacekeeping mission. International, regional, national, and local actors may work in a more or less collaborative, or coherent fashion. Nonetheless, many of the key challenges of peace building remain the same, and a familiar set of policies and strategies have emerged in contemporary practice to address these. Chief among the challenges of contemporary peace building is that of addressing demands for some form of accountability, often termed transitional justice (discussed in section 3). However, as this guidance paper explains, the demands of transitional justice and its relation to broader peace building activities, involve not just decisions about accountability, but a complex set of policy and institutional choices about security and governance as well. Thus, this guidance paper examines peace building and transitional justice as a set of linked policies and strategies regarding not just accountability, but security sector reform (SSR), disarmament, demobilization and reintegration (DDR) of ex-combatants, and development of the rule of law.

Within the military, the Air Force has been especially and increasingly criticized for being too enamored with a Cold - War era conventionally minded force structure and for not shifting aggressively to meet the threats of COIN - style conflicts that many predict will be pervasive throughout the Global War on Terror.

446. Indonesia: Noordin Top's Support Base

More than a month after the 17 July 2009 hotel bombings in Jakarta, Noordin Mohammed Top remains at large, but his network is proving to be larger and more sophisticated than previously thought. Not only was it responsible for coordinated bombings at two luxury hotels in the heart of Jakarta's business district, but it also was apparently contemplating a car bomb attack on President Yudhoyono's residence. As more information comes to light, it looks increasingly likely that Noordin sought and received Middle Eastern funding. While the extent of foreign involvement this time around remains unclear, recruitment in Indonesia has proved disturbingly easy. The salafi jihadi ideology that legitimises attacks on the U.S. and its allies, and Muslims who associate with them, remains confined to a tiny fringe, but that fringe includes disaffected factions of many different radical groups and impressionable youths with no history of violence.

448. Nurturing Instability: Lebanon's Palestinian Refugee Camps

The vast Palestinian refugee population is routinely forgotten and ignored in much of the Middle East. Not so in Lebanon. Unlike in other host countries, the refugee question remains at the heart of politics, a recurrent source of passionate debate and occasional trigger of violence. The Palestinian presence was a catalyst of the 1975-1990 civil war, Israel's 1982 invasion and Syrian efforts to bring the Palestine Liberation Organisation (PLO) to heel. Virtually nothing has been done since to genuinely address the problem. Marginalised, deprived of basic political and economic rights, trapped in the camps, bereft of realistic prospects, heavily armed and standing atop multiple fault lines–inter-Lebanese, inter-Palestinian and inter-Arab–the refugee population constitutes a time bomb. Until the Arab-Israeli conflict is resolved, a comprehensive approach is required that clarifies the Palestinians' status, formally excludes their permanent settlement in Lebanon, significantly improves their living conditions and, through better Lebanese-Palestinian and inter-Palestinian coordination, enhances camp management.

Six months after the collapse of autonomy negotiations between the Moro Islamic Liberation Front (MILF) and the Philippines government, low-intensity conflict continues but moves are under way to resurrect talks. It is not clear whether negotiations will resume and if they do, with what agenda. Certainly no settlement is likely during the remaining tenure of President Gloria Macapagal Arroyo; the two sides are too far apart, the potential spoilers too numerous, and the political will too weak. The best that can be hoped for is progress around the edges.

450. Timor-Leste: No Time for Complacency

A year after the near-fatal shooting of President José Ramos-Horta, security in Timor-Leste is strikingly improved. Armed rebels are no longer at large. The atmosphere on the streets of Dili is far less tense. The government does not seem to be facing any serious political threat to its survival. It has, at least temporarily, been able to address several of the most pressing security threats, in large part by buying off those it sees as potential troublemakers. Nevertheless, the current period of calm is not cause for complacency. Security sector reform is lagging, the justice system is weak, the government shows signs of intolerance towards dissenting voices, and it has not got a grip on corruption. These problems, which have been at the root of the instability facing Timor-Leste since independence, must be tackled if the country is to escape the cycle of conflict.
