121. American Force: Dangers, Delusions, and Dilemmas in National Security

Abstract:
While American national security policy has grown more interventionist since the Cold War, Washington has also hoped to shape the world on the cheap. Misled by the stunning success against Iraq in 1991, administrations of both parties have pursued ambitious aims with limited force, committing the country's military frequently yet often hesitantly, with inconsistent justification. These ventures have produced strategic confusion, unplanned entanglements, and indecisive results. This collection of essays by Richard K. Betts, a leading international politics scholar, investigates the use of American force since the end of the Cold War, suggesting guidelines for making it more selective and successful. Betts brings his extensive knowledge of twentieth century American diplomatic and military history to bear on the full range of theory and practice in national security, surveying the Cold War roots of recent initiatives and arguing that U.S. policy has always been more unilateral than liberal theorists claim. He exposes mistakes made by humanitarian interventions and peace operations; reviews the issues raised by terrorism and the use of modern nuclear, biological, and cyber weapons; evaluates the case for preventive war, which almost always proves wrong; weighs the lessons learned from campaigns in Iraq, Afghanistan, and Vietnam; assesses the rise of China and the resurgence of Russia; quells concerns about civil-military relations; exposes anomalies within recent defense budgets; and confronts the practical barriers to effective strategy. Betts ultimately argues for greater caution and restraint, while encouraging more decisive action when force is required, and he recommends a more dispassionate assessment of national security interests, even in the face of global instability and unfamiliar threats.

Seit einiger Zeit stehen Regionen (wieder) auf der Agenda der Theoriediskussionen in den Internationalen Beziehungen. Es ist u.a. von einer „emerging regional architecture of world politics“ die Rede und von der Zukunft eines „multiregional system of international relations“ oder sogar einer „world of regions“. In dieser Perspektive geht es gegenwärtig nicht mehr allein um die Frage, welche Strukturvorgaben des internationalen Systems für eine neue Weltpolitik zu berücksichtigen sind. Vielmehr ist mit Blick auf die regionalen Ordnungen erforderlich zu fragen, wann und unter welchen Umständen die Strukturen und Akteurskonstellationen für regionale Kontexte überhaupt Bedeutung haben. Allerdings ist der politiktheoretische Status der Regionen in den Internationalen Beziehungen alles andere als klar. Mit diesem Beitrag werden zwei Ziele verfolgt: Einerseits wird die bisherige Diskussion mithilfe von drei Schlüsselkonzepten – Kooperation, Regionale Sicherheitskomplexe und Externalitäten – strukturiert; andererseits wird das konzeptionelle Verhältnis von Regionen, politischen Räumen und regionalen Ordnungen diskutiert. Dabei werden Kriterien – geografische Lage, politische Entscheidungen, Drittwirkungen dieser Entscheidungen – vorgestellt, die eine weiterführende Analyse verschiedener Typen regionaler Ordnungen ermöglichen.

123. Conflict Prevention: Principles, Policies and Practice

Abstract:
Conflict prevention is widely endorsed in principle—including in the 2010 U.S. National Security Strategy—but too rarely put into serious practice. It is thus important to narrow the gap between rhetoric and action in preventing violent conflicts. The interest of elites in exploiting ethnic differences for political gains, the absence of well-established mechanisms for prevention in certain regions, and the destabilizing role of external meddling continue to impede the development of effective prevention strategies. Yet, much progress has been made in the field of conflict prevention, both at the normative and the operational levels. As a crucial actor in conflict prevention, the United States should work with others to forge a consistent approach to countries at risk, urge countries to deal with arbitrary borders through negotiation rather than violence, and support greater cooperation between regional organizations.

124. International Relations in Australia: Michael Lindsay, Martin Wight, and the first Department at the Australian National University

Abstract:
Although he was an original member from 1951 of the Department of International Relations at the Australian National University (ANU), Michael Lindsay's contribution to the discipline and to the ANU is rarely acknowledged. He is probably best known from the brief account given in the official ANU history of the second appointment to the chair. The candidate in question was Martin Wight, then reader at the London School of Economics. Having accepted the position, Wight later withdrew in controversial circumstances. In the official history it is claimed that Lindsay 'wrote to him in terms that scared him away'. In the contemporary international relations discipline, Wight, by contrast, is regarded as one of the most influential figures of his generation. For those with any awareness of this episode, Lindsay's role as, apparently, the person responsible for this path not taken is generally regarded as negative. The account offered in the official history has obscured two important points. First, setting aside issues of personality, it can be shown that Lindsay's correspondence with Wight and any differences they might have had were based upon a coherent view on Lindsay's part of the discipline and also of the work that was most appropriate to the new institution. Second, the record shows that, as he was the acting head of the Department for much of the 1950s, Lindsay played a large role in establishing its character, and was indeed immensely active, despite his junior status, in fostering interest in the discipline in the ANU and the wider community. This paper shows Lindsay to have played a strong and creative role in the discipline, one which should be more remembered and celebrated today.

Collective memories have long influenced domestic politics and especially international affairs—a fact most recently exemplified by the terrorist attacks on the United States on September 11, 2001. The events and the memories resulting from them became powerful motivating forces for Americans almost overnight. At home, an infrastructure of commemoration quickly arose—in films like United 93 ( 2006 ); memorials including one unveiled at the Pentagon in September 2008 and the Tribute World Trade Center Visitor Center opened in 2006; and even in political campaign discourse, as at the 2008 Republican National Convention. 1 Yet, as with other collective memories worldwide, there is no consensus as to the overall meaning and lessons of September 11 over time. Instead, the continued vehemence of discussions about 9 / 11 reveals still-unresolved struggles over the construction, content, and power of the memory. What degree of prominence should this memory have in American political culture? What historical narratives are offered as explanations? Most importantly, what values and policy implications—both domestically and abroad—ought to follow?

Since the end of the Cold War, members of the international community have undertaken more than 20 major operations to stabilize post-conflict societies, yielding mixed results. Stability operations are tremendously complex and demand successful direction of multiple, simultaneous transitions that range from transforming violent conflict to a sustainable, peaceful environment, to the process of forging sustainable governing institutions from fragile or nonexistent infrastructure. Yet, the very notion of transition eludes policymakers, professionals, and scholars because the concept lacks precise meaning, and its application varies according to context and conditions. At no other time has understanding transition been more critical, especially as “clear, hold, build, transition” becomes the dominant theme for ongoing operations in Iraq and Afghanistan. Together, professionals and academics share the challenge and opportunity to improve how the international community conducts stability operations—through the comprehensive understanding and implementation of transition.

Abstract:
War powers have been contested between governments and parliaments throughout the history of democratic politics and political theory. On the one hand, the authorisation of standing armies, of conscription and of taxes for the purpose of waging war has been the raison d'être of early modern parliamentarianism ever since the English nobility reached a constitutional settlement in the Glorious Revolution of 1688. Moreover, as few decisions potentially have a more severe impact on the lives of citizens than decisions regarding military missions, one can argue that no meaningful notion of democracy could possibly exempt them from parliamentary control (see Lord, 2008). On the other hand, theorists of democratic politics have been concerned that parliamentary influence over military deployments would threaten to undermine executive flexibility and thus hamper the effectiveness of military operations. Machiavelli, Locke, Montesquieu and de Tocqueville all argued that the executive should be able to decide autonomously over the deployment of armed forces (see Damrosch, 2002: 43; Owens and Pelizzo, 2009). Both arguments have survived significant changes in the nature of armed conflict, with self-defence and peace-support missions replacing war as legal and legitimate forms of military force (Neff, 2005).

Abstract:
This article analyzes, through the lens of feminist theories, the motivations of women who engage in acts of suicide terrorism and question whether they are different from those of men. Their role in these organizations and their objectives are also examined. Finally, the article attempts to determine if the phenomenon of female suicide terrorism reflects increasing equality in their social context or is merely a way of exploiting the stereotypical image and traditional roles of women. In the course of research, three cases where women's participation is of note were analyzed: the palestinian-israeli conflict, the Black Tigresses of the Liberation Tigers of Tamil Eelam and the so-called “black widows” of Chechnya.

Abstract:
Novice Lee (“Frank”) seeks world peace and thinks he has found it in the liberal world order. He informs the Learned One, head of the monastery. Through their discussions, Frank discovers that the liberal world order, despite its promises, offers neither “democracy” nor “peace.” Turning to the Confucian world order of “all-under-heaven” (tianxia), they find it similarly top-down and one-way. Finally, Frank and the Learned One, now joined by their brother monks and sister nuns, consider the life of the 7thcentury monk, Xuanzang. He inspires Frank to imagine a “worldly world order” where humility and learning drive one's engagements with others, rather than what we have today: hegemony and imperialism.
