11. A Viable Libyan Government Must Be Built From The Bottom Up

Abstract:
Hampered by a combination of a historical absence of strong and centralized state institutions and a recent destruction of the institutional pillars underpinning the Gaddafi-regime, Libya’s transition government that took office on 17 December 2015, remains at a loss. Like previous transition governments, the internationally recognized Government of National Accord (GNA) has failed to re-establish central authority. In a new DIIS brief, Senior Researchers Rasmus Alenius Boserup and Hans Lucht and Non-resident Fellow at the Atlantic Council, Mohamed Eljarh, analyse the constraints for the current government. They propose a way forward based on an acknowledgement that power resides in the peripheries of Libya, not at the centre.

Despite the general impression that the US president-elect Donald Trump has given us very little clue to predict his foreign policy doctrine, a guiding framework behind his scattered statements does exist. In this DIIS Policy Brief, Senior Researcher Vibeke Schou Tjalve takes a closer look at the surprisingly consistent philosophy of power and interest that Trump has aired during the past two decades. Trump is labelled a ‘nationalist’ and an ‘isolationist’. These are understandable labels, and yet: Trump is not your classical cultural-conservative nostalgic with deep veneration for old alliances or shared norms. His American nationalism does not linger on the memories of the New World European roots. Rather, it is founded on a deeply Darwinist conception of the world as a cutthroat competition, in which raw strength - not cultural characteristics – matters. As such, Trump will have no sentimentality for NATO or Europe, and he will view the world through largely value-neutral eyes. This leaves Europe with a defining set of questions, and to influence a Trump presidency, we should understand and appreciate this not-so-simple nationalism, Tjalve writes.

15. Too Late for Two States: The Benefits of Pivoting to a One-state Solution for Israel and Palestine

Abstract:
As a result of the 70-year conflict between Israel and Palestine, the United States should reconsider its support for a two-state solution and instead pivot to a one-state solution. Policymakers have assumed that deep hatreds can only be settled through separation. However, this policy has caused a stalemate and does not take into account fluctuating developments in the region. A more adaptive strategy is necessary. Using theories of ripeness and conflict mediation, this bold flip in policy can pave the path towards lasting peace. Exercising the instability created from Syria’s civil war, the United States. can ripen the Israel-Palestine conflict by exposing the mutual security benefits gained from uniting against a common enemy: ISIS. The Islamic State of Iraq and Syria offers the parties a unique opportunity for peace as a rallying cause. As a close ally of Israel, the United States is in the ideal position to lead mediations centering around talks of permanent ceasefires, economic integration, and eventually political power sharing of a unified, binational state. In conjunction with Qatar acting as the Arab broker for Palestine, the United States should leverage its power to get the parties to the table in order to create the framework for a pocket of peace in an ever-rickety Middle East.

Abstract:
This paper examines the origins of political violence in Iraq. It argues that, in the wake of the democratic transition process in from 2004 to 2005, Iraqi exiles, who were chiefly Shiite Muslims and Kurds appointed by Paul Bremer, Iraq’s U.S. civilian administrator, moved to write a constitution and set up a political system that deliberately marginalized minorities. Since then, the Sunni minority began and continues to engage in or support violence against the state. It suggests that violence and instability in Iraq are to be understood in terms of local contexts of meaning, notably the nature of struggle for political power.

In the midst of the Ebola crisis, Guinea is preparing for the presidential election due in 2015. The exact election date is just one of many points being contested by the government and opposition. The political debate is increasingly held along ethnic lines, rallying the vast majority of the Malinké behind President Alpha Condé's coalition and the Peul behind former Prime Minister Cellou Dalein Diallo's alliance. Violent protests around elections in 2012 and 2013, with highly contested results, brought both sides to the negotiating table, but the July 2014 talks about a future electoral framework quickly failed, marking the parties' deep suspicion and unwillingness to compromise. A highly flawed judiciary adds to the climate of uncertainty and the government is reluctant to listen to calls for a new round of dialogue and international mediation.
