11. Political Participation Patterns of the Emerging Middle Classes in Peru and the Philippines

Abstract:
The growing middle classes in middle-income countries may play a key role in current trends of democratic backsliding, online activism and lifestyle politics. This contribution uncovers which modes of political participation are prevalent among the middle classes in Peru and the Philippines, including new forms of online participation and lifestyle politics for sustainability. Drawing on household surveys conducted in 2018, we use latent class analysis and logit regressions to analyse, first, the characteristics of online vs offline participation, and second, the role of political consumption and online activism for political participation dynamics. The latter analysis contributes to the gateway/getaway debate of lifestyle politics. In both countries, we find four comparable classes: a substantial disengaged class that is not engaging in any political participation, an all-round activist class, an online activist class and a class that mostly engages in civil society activities. Further classes with specific participation patterns and socio-demographic characteristics could be identified for each country. Although the online activists in both countries are unlikely to engage in any other form of political participation, a clear empirical case for lifestyle politics as a separate mode of participation only exists among young Peruvians with a steady job. In the Philippines, political consumption as a form of lifestyle politics blends in with other types of political participation.

Abstract:
Through the testing of a newly developed analytical framework, this study has tried to understand the structure and dynamics of the social contract in Pakistan, with the youth at its centre. It is therefore through the eyes of youth representatives and experts on youth-related issues in Pakistan that this report tries to define whether a social contract for Pakistani youth exists, its main features and challenges, and how it could be improved. The structure of the report follows the three main sections of the Analytical Framework as they apply to Pakistan, starting with the “Fundamental components of Pakistan’s social contract”. It then looks in more detail at the “Specific characteristics of Pakistan’s social contract”, and finally presents “Current youth concerns and expectations” in the country.

13. Becoming political: How marching suffragists facilitated women's electoral participation in England

Abstract:
Previous research identifies that women politicians facilitate other women’s political participation. Can women’s political activism also spur women’s electoral participation? Through the study of the British suffragists, we argue that women activists paved the way for other women’s political participation at the time when women politicians were virtually absent. Constructing a novel micro-level dataset of geocoded data from electoral registers, we leverage a unique historical case of the 1913 Women’s Suffrage Pilgrimage. Using a Differences-in-Differences strategy that compares polling divisions based on the proximity to the Pilgrimage across England, we provide evidence that exposure to the suffragists marching for parliamentary suffrage increased registration of women eligible to vote in local elections. Analyzing contemporary news articles, we then document the pathways through which the suffragists incited other women’s political interest and therefore electoral participation. These findings have implications for the realization of substantive representation after suffrage.

14. The politics of policy reform: Experimental evidence from Liberia

Abstract:
Public service reform often entails broad benefits for society and concentrated costs for interest groups. These groups’ political responses determine whether electoral incentives exist to improve public services. This paper examines the electoral effects of a randomized Liberian school reform which increased student learning but antagonized teachers. On average, this policy reduced the incumbent party’s presidential vote share by 3 percentage points (10%). It had no significant impact on legislative races, consistent with correct attribution by voters; information experiments with candidates and voters further suggest a well-informed electorate. The policy also reduced teachers’ job satisfaction by 0.18σ and lowered their participation in political activity by 0.22σ. I use the policy’s pairwise randomization to study how its electoral effects varied across the (orthogonal) distributions of treatment effects on student learning and teacher political activity. The policy increased vote share more where it caused greater student learning, and reduced vote share more where it caused greater political disengagement of teachers. (Treatment effects on student learning and teacher political involvement were uncorrelated.) Back-of-the-envelope calculations suggest that the policy could have won votes on net if the floor on learning effects had been the 27th percentile, and the floor on teacher political involvement effects had been the 30th percentile. This paper shows empirically that electoral rewards correlate with the size of public service improvements, but that politically feasible reforms must balance voter rewards with the costs of alienating interest groups.

15. Black empowerment and white mobilization: The effects of the Voting Rights Act

Abstract:
The 1965 Voting Rights Act (VRA) paved the road to Black empowerment. How did southern whites respond? Leveraging newly digitized data on county-level voter registration rates by race between 1956 and 1980, and exploiting pre-determined variation in exposure to the federal intervention, we document that the VRA increases both Black and white political participation. Consistent with the VRA triggering counter mobilization, the surge in white registrations is concentrated where Black political empowerment is more tangible and salient due to the election of African Americans in county commissions. Additional analysis suggests that the VRA has long-lasting negative effects on whites’ racial attitudes.

Abstract:
2022 marks a series of historic anniversaries for women in British politics. Forty years since the election of Harriet Harman, the Mother of the House; thirty-five years since the election of the first Black woman MP, Diane Abbott; thirty years since the first woman, Betty Boothroyd, was elected Speaker of the House; and twenty-five years since the election of more than a hundred women MPs for the Labour Party. At its landmark Breaking the Glass Chamber conference from 15 to 17 September 2022, the Mile End Institute brought together historians, political scientists, and sociologists to explore what politics meant to and for women in the second half of the twentieth century. In this video, Professor Khursheed Wadia delivers a keynote lecture, entitled 'Becoming Muslim women becoming political'. Khursheed analyses women in the British Muslim community's political engagement through the postwar period and describes a 'hidden history' of Muslim women's activism on picket lines, in anti-poverty campaigns and in community networks. She argues that academics should pay more attention to community activism to fully capture the diversity of women's political engagement in the second half of the twentieth century.

Abstract:
As we approach the second quarter of this century, millennials have firmly established themselves as the mainstream of society. The subsequent generation, often referred to as Generation Z, has taken their initial steps into the workforce. This trend is also evident in the political landscape of democratic countries in Asia. As time passes, the proportion of new generations among voters naturally increases, prompting political parties to consider their demands when formulating election strategies and policies. Several Asian countries underwent democratization during the third wave of democracy in the 1980s and 1990s. This wave allowed the new generations in these countries to embrace democracy as an inherent value and norm. As democracy has progressed towards consolidation, it has not only become “the only game in town” but also “the only game in a lifetime” for the new generations. Furthermore, significant advancements in information and communication technologies have opened up new avenues for accessing information and taking into actions for political change. This has led to a widespread belief that younger citizens are generally more pro-democratic compared to their elders. On the flip side, there are concerns that younger generations are relatively less engaged and apathetic towards politics. These concerns often stem from worrisome indicators such as lower voter turnout and occasionally result in a skeptical outlook on the future of democracy. Therefore, it has been increasingly important to delve into the perspectives of the younger generation on democracy, as well as the factors influencing their attitudes toward politics. This brief article reviews previous research conducted through survey analysis and examine youth participation in the Asian region as a case study.

Abstract:
African youths have long represented a significant constituency for electoral mobilization across the continent. The question of youth political participation in Africa has continued to gain traction over the years, following the increased rate of electoral violence experienced across the continent since the 1990s. It has been argued that youths have been at the center of these violent electoral encounters because of their demographic majority and hopeless and disadvantaged status (Ojok & Acol, 2017). Although the dominant political elite utilizes youths’ underprivileged and demographic dominance to safeguard their interests, some young men and women still utilize their creativity and agency to maneuver through the bottleneck systems created by states and political elites (Honwana, 2012; Mugisha et al., 2016). In contemporary times where Africa is experiencing a burgeoning youth population, youths’ political engagement is becoming increasingly more important than ever before. It has been argued that African youths tend to vote less and express less interest in partisanship than older citizens (Resnick & Casale, 2011). This correlates with the suggestion that young people are less involved in politics in young democratic systems than matured democracies (Freeman, 2013; Gaby, 2016). Youths’ poor manifestation of civic engagement across the African continent is linked to the democratization process plagued with several political, governance, and socio-economic challenges (UNECA, 2017).

19. Breaking Barriers to Women’s Participation in Politics in Georgia, Moldova, and Ukraine

Abstract:
For Georgia, Moldova, and Ukraine, the long road to EU membership requires not only economic convergence and approximation of their laws with the EU acquis communautaire but also the adoption of EU fundamental values, including progress toward gender equality. In the context of their efforts to pursue reforms and to build democratic institutions, these countries have no choice but incorporate a gender lens into their political discourse and practice. However, their common underlying characteristics, as well as a similar level of external pressure from donors and international organizations, are not necessarily leading to similar results for their gender-related reform attempts, in particular when it comes women’s participation in politics. This paper examines the barriers that still inhibit women’s political participation in Georgia, Moldova, and Ukraine. It explains the main roots of women’s underrepresentation, first looking at public attitudes in the three countries regarding the efficiency of women politicians and the male-dominated political environment. Based on interviews with women politicians in the three countries, the research focuses on the use of gender quotas for participation in elections at the national and local levels. It describes the path to introducing gender quotas and explores the factors that determine the limits of their effectiveness. The paper then looks at other instruments for mainstreaming gender-balanced policies and their enduring limitations. The most tangible positive results related to these reforms are the introduction of gender quotas in elections in all three countries, a shift to full proportional representation in the electoral system that resulted in a rapid increase in the proportion of women in parliament in Moldova, and the introduction of a rule mandating the replacement of elected women by other women in case of leaving their seat early in Georgia at the local and national level. Women politicians continue to face many gender-related challenges. Non-transparent recruitment in political parties, loopholes in legislation that allow parties to circumvent gender quotas, and the weakness and ineffectiveness formal institutions intended to mainstream gender equality are key obstacles for women in starting and developing a political career. At the societal level, much of the public still holds deep-seated gender stereotypes that act as barriers to women taking more active part in the political decision-making process. The numerous persistent factors that hamper women’s political participation prove that Georgia, Moldova, and Ukraine still have much to do to create a level playing field for men and women in politics. The paper offers recommendations for domestic and external actors—including lawmakers, political parties, the media, and foreign donors—on possible ways to enhance women’s participation with policy approaches concerning female leadership and gender-balanced decision-making.

20. WeChat’s role in Australian democracy: A grassroots view

The social media messaging app WeChat is often portrayed in expert and media commentary as being inherently incompatible with democracy in Australia because the platform is subject to the scrutiny and censure of China, an authoritarian one-party state. This study provides the first in-depth snapshot of how politicians and everyday Chinese-Australians use WeChat at the grassroots level during council elections. It finds that WeChat, in these circumstances, can be broadly compatible with liberal democracy and significantly enhances democratic participation in a multicultural society. Using the December 2021 New South Wales (NSW) local elections as a case study, this paper analyses qualitative data collected from private group chats, interviews with Chinese-Australian politicians, and editors from media outlets on WeChat. The study finds that, overall, the app expanded, rather than restricted, Chinese-Australian voters’ access to quality news content to better inform their choices at the ballot box. The platform was used to bridge gaps in the provision of public services and information to Chinese-Australian communities and facilitated their civic engagement. Despite its benefits, WeChat is afflicted by issues relating to censorship, transparency, online polarisation, and mis- and disinformation. Australia’s stark political differences and fraught bilateral relations with China add additional layers of complexity to managing these challenges. However, improved oversight and governance arrangements, alongside enhanced funding for reliable Chinese-language online media, would help offset the risk of foreign influence and better harness the platform’s utility for bolstering the participation of Chinese-Australian communities in Australia’s democracy.
