Abstract:
The call to industrialize and modernize Africa has become popular in recent years, and the African Union’s Agenda 2063 and the Common African Position on Agenda 2030 identify science, technology and innovation (STI)1 as key enablers. Many African countries fail to achieve their development targets partly as a result of underdeveloped and underused science and technology as well as limited invention and innovation by both the private and the public sectors. For most African countries, the major proportion of domestic contribution to research and development (R&D) activities is provided by the government, with little from the private sector. The Africa Capacity Report 2017 (ACR 2017) found that underdevelopment in Africa is closely linked to the limited capacity to deploy STI for inclusive sustainable development and transformation. The Report helps policymakers draw conclusions critical to STI issues, and derives policy recommendations that strengthen the policy formulation, implementation, and impact of STI.

In response, Africa adopted a 10-year Science, Technology, and Innovation Strategy (STISA– 2024). The ACBF’s STI Survey (2016) confirms the importance of STI strategies and capacity development. This policy brief highlights the role of African governments in building STI capacity and the key capacity messages pertinent to STI. African governments are responsible for building STI capacity through the policies and processes that guide investment decisions in STI, innovation capacity, and STI products and services.

53. Infrastructure Development and Financing in Sub-Saharan Africa: Toward a framework for capacity enhancement

Abstract:
Of the world’s developing regions, Sub-Saharan Africa has the worst infrastructure deficit, with studies pointing to lost growth opportunities. This study presents in one document information previously dispersed on the region’s infrastructure stock and modes of financing. It assesses infrastructure’s role in the region’s economic growth. It identifies specific capacity constraints that have hindered the private sector’s participation in infrastructure financing. And it suggests a framework for advancing institutional and human resource capacities to boost infrastructure financing. The authors first reviewed documents addressing the region’s infrastructure. They then conducted case studies of private sector involvement in infrastructure financing in Kenya, Mauritius, and South Africa. And, using the generalized method of moments (GMM), estimated an infrastructure-augmented growth model.

Globalization is a framework for describing many affiliated worldwide developments. Globalization isn't simply more of the ongoing process of internationalization; rather it describes the increasing ease with which technologies, people, goods, services and capital move transnationally. But the term is also widely used to convey such elements as universalization and changes to sovereignty. While many embrace it, others fear it. Former Federal Reserve chairman Alan Greenspan has suggested that opposition to globalization could have the effect of reversing progress on free trade. The International Forum on Globalization is one organization that seeks to reverse globalization. The readings in this course pack focus on the many facets of globalization.

55. A Deeper Look at China’s “Going Out” Policy

In recent years, the world has seen rapid growth in China’s financial reach beyond its borders. Following the announcement of a “going out” strategy at the turn of the century, many Chinese enterprises have ventured to invest and operate abroad. After three decades as primarily a recipient of foreign direct investment (FDI), China has now emerged as a major FDI-originating country as well. Much of China’s foreign aid is closely entangled with its outgoing FDI, and it has also been rising. Since 2013, the Chinese government has been pushing for a new One Belt, One Road (OBOR) initiative, aiming to connect China with countries along the ancient Silk Road and a new Maritime Silk Road via infrastructure investment. In addition, since 2009, China has actively promoted the internationalization of its currency, the renminbi (RMB). There has been a great deal of anxiety about the motivations behind China’s going out policy and its possible international consequences. Many view it as an expression of China’s international ambition and a strategy that threatens the existing international order; however, that is not the whole story. An equally important but often less understood issue is the role of China’s domestic politics and political economy in shaping its new activism in foreign financial policy. Moreover, it is unclear how successful the going out policy is. The complexity of China’s going out policy was the topic for a recent round table discussion hosted by the Centre for International Governance Innovation and the Foreign Policy Institute at the School of Advanced International Studies of Johns Hopkins University in Washington, DC.[1] Participants discussed a number of issues around two broad themes: the impact of domestic political economy on China’s foreign economic policy and the challenges for China’s external financial strategy — in particular, its OBOR initiative.

Abstract:
The world’s oceans are crucial to human life. They cover 71 percent of the earth’s surface and contain 97 percent of the earth’s water (Oceanic Institute 2016); provide vital ecosystem services; serve as a growing source of renewable energy and make crucial contributions to global food production and food security, through the provision of food, minerals and nutrients. Fish provide 4.3 billion people with about 15 percent of their intake of animal protein (UN Food and Agriculture Organization [FAO] 2014b). Over 3.1 billion people live within 100 km of the ocean or sea in about 150 coastal and island nations (FAO 2014a), and global ocean economic activity is estimated to be US$3–5 trillion (FAO 2014b). Oceans and seas serve as waterways for global trade, with more than 90 percent of global trade carried by sea (International Maritime Organization 2012). Some 880 million people depend on the fisheries and aquaculture sector for their livelihoods (ibid.). Recognition of the services and resources provided by oceans has accelerated in recent years, spurred by the opportunities and challenges posed by a rapidly growing global population, increasing global demand for food and energy, advances in technology, and changes in patterns of global trade and human consumption. Developed countries have expanded fisheries, tourism and other oceanic and maritime industries; extended mineral exploration and extraction; and scaled up ocean-related scientific, technological and industrial research. Using increased knowledge of marine biodiversity, they have developed new value chains in pharmaceuticals, health care and aquaculture; and many have established integrated national ocean economy strategies, bringing together the regulatory, environmental, spatial, policy, institutional, industrial and other factors influencing their ability to exploit maritime resources.

57. Canadian Trade Negotiations in an Era of Deep Integration

Abstract:
The Canada-European Union Comprehensive Economic and Trade Agreement (CETA) is noteworthy for the expanded role that Canadian provinces and territories played in the negotiation. In this particular instance, these sub-federal actors had a seat at the negotiating table at the request of their European Union partners. However, this paper argues that CETA is exceptional in this regard. Despite the fact that regional trade agreements increasingly contain provisions that relate to areas of provincial and territorial jurisdiction, each trade negotiation is distinct. The CETA experience should not create the expectation that provinces and territories will always participate in the same capacity. Any enhanced role will depend on the federal government’s strategic assessment of any specific trade negotiation.

58. The Final Few: Completing the Universal Membership of the IMF

The International Monetary Fund (IMF) has 188 member countries. The United Nations has 193. The difference is not economically or politically trivial. Although none of the members missing from the IMF is a large country, two of the five are potentially important in their regions: Cuba and North Korea. What would it take to complete the process to have both countries included as IMF member countries? What are the obstacles to becoming members, and how can they be overcome? For three years, 1997 to 2000, tentative moves toward membership for North Korea were encouraged by South Korea and were tolerated by most Western powers. The détente did not last, but the episode offers a model for a resumption of progress if conditions improve. Notably, the IMF could provide technical assistance and training, collect economic data and provide information on its membership requirements and obligations. Cuban membership faces additional hurdles because of US laws that were targeted specifically at the government of Fidel Castro. Moreover, to this date, neither country has applied to join the IMF. Because every other country in the world, aside from the very smallest and those not generally recognized as states, has joined the IMF, it is virtually certain that Cuba will apply eventually, as will North Korea, unless that prospect is preempted by reunification of the Korean Peninsula. When they do apply, a concerted political commitment will be needed to overcome the remaining technical obstacles.

59. Aligning Unevenly: India and the United States

In the early and mid-2000s, US policymakers anticipated India becoming one of America's top global partners. Have New Delhi's policies on key strategic issues actually aligned strongly with US objectives, as would be typical of close partners? An analysis of twelve prominent issues in US-India relations indicates that New Delhi's policies mostly converged moderately, rather than to a high extent, with US objectives. Specifically, the alignment between New Delhi's policies and US objectives was high or moderate-to-high on three issues—UN peacekeeping, nonproliferation export controls, and arms sales. It was moderate or low-to-moderate on six issues—China, Iran, Afghanistan, Indian Ocean security, Pakistan, and bilateral defense cooperation. And it was low or negligible on three issues—nuclear reactor contracts for US firms, nuclear arms control, and the war in Iraq. To be sure, despite the low or negligible convergence, New Delhi did not take an anti-US position on these issues. Four factors explain why New Delhi's policies aligned unevenly with US objectives across the issues: India's strategic interests (that diverged from US interests on some issues); domestic political and economic barriers (that prevented greater convergence between India's policies and US objectives); incentives and disincentives (that induced New Delhi to better align with US objectives); and certain case-specific factors. This analysis suggests that, rather than expecting India to become a close ally, US policymakers should consider it a friendly strategic partner whose policies would align, on the average, moderately with US strategic interests.

60. Beyond Manufacturing: Developing the Service Sector to Drive Growth in the PRC

Abstract:
As demand from global markets declines, slowing exports of manufactured goods from the People's Republic of China means the country must increasingly rely on domestic markets for growth. Unlike manufactured goods, services—those "intangible" products that include everything from transportation to scientific research to real estate services—are geared more toward domestic markets. Services, then, will be key to the rebalancing process. However, while the service sector has grown rapidly in the PRC, it continues to lag behind other countries at similar stages of development. In addition, the sector is dominated by traditional low-end types of services, rather than knowledge-intensive services. Heavy regulatory burdens, barriers to trade in services, and an unfavorable policy environment have been major obstacles to upgrading the sector and improving its competitiveness. Policy reform should focus on strengthening competition to raise productivity, with the goal of increasing not only the number of jobs and contribution to GDP, but also of positioning the service sector to compete internationally and spur export growth.
