301. Caught in the Middle: China and India in Sudan's Transition

Abstract:
Sudan is at an important, historic moment. The upcoming referendum vote may very likely result in the South becoming an independent state. Since the landmark signing of the Comprehensive Peace Agreement in 2005, China, and to a lesser extent India, have become even more important political and economic partners of the ruling National Congress Party in Khartoum. Generally, commentaries and studies covering China and India's relations with Sudan focus on their interactions with the central government in Khartoum. However, this paper finds that both have also followed a necessary hedging strategy by establishing quasi-diplomatic relations with the Sudan People's Liberation Movement-run Government of Southern Sudan in Juba. Both have expanded economic and political relations beyond investment in Sudan's oil sector and beyond merely engaging Khartoum. Chinese and Indian engagement with the GOSS in Juba marks a major shift in policy from dealing exclusively with the central government. The adaptation of both to political developments, however, does not leave them invulnerable to present uncertainties revolving around Sudan's potential split. Due to its economic role in Sudan, China in particular is in a unique position to promote a peaceful transition.

Abstract:
There have been 40 peace operations deployed to 14 African states since 2000. To be successful, peace operations must be part of an effective political strategy and peace process, not a substitute for them. Policymakers need to move beyond a preoccupation with the number of personnel deployed for each mission and focus on what capabilities are needed to generate the desired political effects. Maintaining legitimacy is a crucial part of achieving success.

304. LRA: A Regional Strategy beyond Killing Kony

Abstract:
The Lord's Resistance Army (LRA) has become a regional problem that requires a regional solution. Operation Lightning Thunder, launched in December 2008, is the Ugandan army's latest attempt to crush militarily the one- time northern Ugandan rebel group. It has been a failure. After the initial attack, small groups of LRA fighters dispersed in the Democratic Republic of Congo (Congo), South Sudan and the Central African Republic (CAR), where they survive by preying on civilians. National security forces are too weak to protect their own people, while the Ugandan army, with U.S. support, is focused on hunting Joseph Kony, the group's leader. The Ugandans have eroded the LRA's numbers and made its communications more difficult. But LRA fighters, though disorganised, remain a terrible danger to civilians in this mostly ungoverned frontier zone. National armies, the UN and civilians themselves need to pool intelligence and coordinate their efforts in new ways if they are to end the LRA once and for all.

305. Command and Control? Planning for EU Military Operations

Abstract:
This paper assesses the effectiveness of the European Union's capability for the planning and conduct of military operations. Given the fact that the planning and conduct phases of an operation can never be fully isolated from each other, the paper does include some references to the conduct dimension, i.e. command and control (C2). However, it is with planning issues that this paper is most directly concerned. It argues that the lack of a permanent planning and conduct capability cripples the Union's planning and C2 performance as well as the development of the European Security and Defence Policy (ESDP) more broadly. This capability, though, need not adopt the form of a fully-fledged Operational Headquarters (OHQ). The paper explains that the nature and evolution of the Union's planning and C2 capability is largely the result of compromises between France, Britain and Germany (the Union's 'Big Three') and argues that a coincidence in British-German objectives – the 'awkward alignment' – is particularly responsible for the continuing absence of a permanent military planning and C2 capability.

In recent decades, international peacebuilding and reconstruction after civil wars have managed to promote stability and contain conflict in many regions around the world, ending violence and enabling communities to rebuild their lives and societies. However, the peacebuilding record indicates that there are problems related to the effectiveness and legitimacy of peacebuilding, especially related to the promotion of liberal democracy, market reform and state institutions. This brief considers these limitations and argues that a new human security-based approach may offer insights for a more sustainable form of peacebuilding.

307. Mediating Peace with Proscribed Armed Groups

Abstract:
Reforms to antiterrorism legislation are required to improve its effectiveness and fairness and make it possible to engage diplomatically with proscribed armed groups. The legal bases for proscription should be clarified and the criteria for delisting published. Listing and delisting instruments should be more nuanced and flexible. In addition, a separate legal and political component should facilitate engagement with proscribed groups in peace processes and humanitarian work. Political engagement with proscribed armed groups is possible and desirable when, first, the conflict parties (state and non state alike) are interested in exploring political solutions to a conflict; second, the parties are seen as legitimate representatives of social, political, or cultural interests by their community; third, parties have the capacity to deliver a ceasefire or peace agreement; fourth, engagement could generate significant behavioral change on the part of the actors involved; and fifth, strategic national interests favor engagement, or there is a strong demand by allies or the conflict victims to engage politically. Potential mediators working with proscribed groups should be aware of the risks of conferring legitimacy to a violent group, undermining moderates, and possibly extending the conflict if parties use negotiations to buy time or strengthen themselves militarily. Engagement also is not recommended when the position and demands of an armed group are so radical and outrageous that there is no possibility of finding an acceptable common ground. To enhance the chances of effective negotiations, mediators should thoroughly analyze the situation, set realistic expectations, and regularly evaluate the process and outcome of engagement. Various state and non state interveners should collaborate and divide labor among themselves. All significant armed groups and unarmed stakeholders should be involved in negotiations through multiple forms and tactics of engagement, recognizing that all conflict parties are entitled to continue pursuing their goals through nonviolent political means.

308. The African Union in Darfur: Understanding the afro-arab response to the crisis

Darfur, an arid region in western Sudan, has become synonymous with genocide, though many have been reluctant to describe the situation there in such terms, not least the African Union (AU). As the conflict between Government of Sudan and the Sudan People's Liberation Army/Movement (SPLA/M) raged on for over two decades, long-standing tensions in Darfur were neglected. Meanwhile, negotiations led by the Inter-Governmental Authority on Development (IGAD) culminated in the Comprehensive Peace Agreement (CPA) in January 2005, marking the end of Africa's longest running civil war; a conflict that had claimed the lives of approximately two million people and displaced millions more. However, the marginalisation of Darfur meant that the celebrations marking the end of the north-south conflict were short-lived, as news of mass murder involving government soldiers and their infamous militia allies, the Janjaweed, eclipsed the much celebrated deal. In Darfur, the Government and Janjaweed were pitted against the Sudan Liberation Army (SLA) and the Justice and Equality Movement (JEM), the two groups that had taken up arms against the Islamist government in early 2003.

On 28 May 2010, the United Nations Security Council made a critical decision on the future of the UN peacekeeping mission in the Democratic Republic of Congo (Monuc) – the largest and most costly such operation in the world. The Council decided to reduce the number of peacekeepers by 2,000, and to transform Monuc into a stabilisation force, renamed Monusco.

Abstract:
As a long-standing order breaks down, Turkey, Iran, and the Arab states of the Levant and the Gulf face both new competition and fresh opportunities for cooperation. The implosion of Iraq in the wake of the 2003 invasion removed an important buffer state, drawing Turkey, Iran, and the Arab states closer, creating friction between them, but also new common interests. The planned U.S. withdrawal from Iraq will force Iraq's neighbors to find new ways of managing those interests.
