11. Economic Priorities for a Sustainable Peace Agreement in Yemen

Abstract:
The sustainability of a peace agreement in Yemen depends on two critical economic issues. First, in a conflict that is largely over access to resources, the issues of distribution, control, and sharing of those resources can make or break peace. Therefore, these issues must be addressed head-on during negotiations. Second, where peace agreements lack provisions that create overall economic stability, warfare can resume during the fragile implementation period. The fears over the resumption of conflict after signing a peace agreement are substantiated by several historical events in Yemen, such as the failure of the GCC Initiative.

12. Peacekeeping and the Enforcement of Intergroup Cooperation, Evidence from Mali

Abstract:
Despite the abundance of evidence that peacekeeping works, we know little about what actually makes peacekeepers effective. Recent work suggesting that local agendas are central to modern conflicts make this omission particularly problematic. The article demonstrates that the presence of peacekeepers makes individuals more optimistic about the risks of engagement and the likelihood that members of outgroups will reciprocate cooperation. I use data from a lab-in-the-field experiment conducted in Mali, a West African country with an active conflict managed by troops from France and the United Nations (UN), to show that UN peacekeepers increase the willingness of individuals to cooperate relative to control and French enforcers. Moreover, I find that UN peacekeepers are especially effective among those participants who hold other groups and institutions in low esteem as well as those who have more frequent contact with peacekeepers. Follow-up interviews and surveys suggest that perceptions of the UN as unbiased rather than other mechanisms account for its effectiveness.

With a global recession looming due to COVID-19,the large blue-helmet UN missions will be harder to sustain, both financially and politically. So the UN is learning to “think small”. Recommendations ■ The Secretariat should work with member states to improve the UN’s mechanisms for deploying bespoke, case-specific peace operations and SPMs at short notice. ■ Member states should stand ready to deploy small numbers of military and police personnel to serve in more flexible forms of UN operations and to offer specialized expertise and training as requested. ■ Member states should pay their respective share of the UN peacekeeping budget on time and increase their voluntary contributions.

COVID-19 has had an immediate impact on UN peace operations. Troop rotations have been frozen, and interactions with local populations minimized. Yet the long-term economic and political consequences for peacekeeping look more severe. Recommendations UN leaders and member states should: ■ Sustain and where necessary boost funding for UN operations and other international actors to support host states’ efforts to manage the consequences of COVID-19. ■ Commit to maintaining current levels of UN deployments throughout 2020 and to ensuring that deployed personnel are not carrying COVID-19 in order to reduce uncertainty over the future of missions. ■ Offer specialists in public health management and related fields to strengthen planning within missions at UN headquarters and thus help manage the crisis.

15. The Price of Peace: Securing UN Financing for AU Peace Operations

The African Union is best positioned to send peacekeepers to the continent’s various war zones. But it often lacks the funds available to the UN’s blue helmets. A compromise over co-financing peacekeeping missions would serve the conflict prevention goals of both institutions. What’s new? Attempts to reach agreement upon a UN Security Council resolution on using UN assessed contributions to co-finance African Union (AU) peace support operations have ended acrimoniously, damaging relations between the Council and the AU Peace and Security Council. Discussions are now on hold, offering the parties an opportunity to clarify positions. Why does it matter? Access to UN financing offers the hope of predictable and sustainable funding for vital AU peace operations, whose offensive mandates are often better suited to current conflict dynamics in Africa. An AU summit in February 2020 could determine if and how the proposal is pursued. What should be done? The UN and AU should pursue a compromise. It could involve agreeing to treat AU troop contributions as in-kind payment, creating a joint mechanism for monitoring human rights compliance, and stipulating that a commander reporting to both institutions will lead co-financed missions.

As we move into this new decade, women peacebuilders from around the world are facing enormous challenges as they work to build more inclusive and safer societies. To better understand the peacebuilding landscape that these women are currently navigating, the Kroc School's Institute for Peace and Justice has conducted a network-wide research project with its Women Waging Peace members. This research brought together perspectives from over 1,000 women from 56 different countries who are working to end cycles of violence in their communities. In the fifth installment of our Kroc Insight series, we focus on the increased insecurity and threat women peacebuilders are facing from three main sources: state actors, non-state actors, and their domestic space.

17. Building a Safety Net: Explaining the Strength of Ex-Military Networks

The disarmament, demobilization, and reintegration of ex-combatants has become an integral part of peacebuilding. Although the main purpose of such interventions is to dissolve the military structures of armed groups, there is growing evidence that ex-combatant networks often remain intact. We investigate why such structures continue to thrive. We argue that ex-military networks are stronger when ex-commanders have weak links to elite patronage systems. Ex-combatants who are unable to rely on their former superiors for economic assistance must instead build denser ties to each other to gain access to a social safety net. To assess our argument, we conduct a comparative social network analysis (SNA) of two ex-military networks in Liberia. This innovative approach helps us uncover previously overlooked, but central, dynamics related to ex-combatant groups. We thereby show that SNA provides a range of underutilized tools and exact definitions that can increase our understanding of ex-military networks.

How do the Bahrain-Israel-UAE agreements signed on September 15 demonstrate a shift in the Arab-Israeli peacemaking paradigm? While the basic differences from past agreements such as the Egyptian-Israeli Peace Treaty (1979) are very significant, the new agreements also suggest a major shift for potential pathways to Israeli-Palestinian conflict resolution. Directly trading Arab normalization with Israel for Israeli concessions to the Palestinians is out; alternative pathways include everything from Palestinian surrender to Emirati persuasion to Israeli societal transformation.

Every student that takes a class on United Nations (UN) peace operations will be told on day one that, along with impartiality and the non-use of force (except in self-defense and defense of the mandate), the consent of the conflict parties is one of the three fundamental principles of UN peacekeeping. But students will soon realize that the principle of consent is just that—a principle. Which is often compromised. Host-state consent was compromised during the deployment of UN peacekeepers in the Ivory Coast when Laurent Gbagbo was in power. UN peacekeepers in South Sudan also face the challenge of compromised host-state consent. Peacekeepers in the Democratic Republic of Congo have occasionally also been confronted by government actors trying to undermine their work. The withdrawal of host-state consent has even led to the termination of peacekeeping operations in Chad, Burundi, and Eritrea/Ethiopia.

Diplomacy is one of the most enduring forms of international political interaction. Administered through embassies, consulates, and their political and bureaucratic support staffs, on-the-ground diplomatic relations are a key tool for international political negotiation, cooperation, trade promotion, dispute settlement, foreign intelligence management, and cultural exchange.
