151. Altruism and Imperialism: The Western Religious and Cultural Missionary Enterprise in the Middle East

Abstract:
The Western missionary enterprise in the Middle East, while in theory altruistic, has generally been considered part and parcel of Western imperialism and colonialism as it evolved in the nineteenth and twentieth centuries. However, deconstruction of this enterprise reveals that it was by no means monolithic, nor was it necessarily directly related to or supportive of Western imperial ambitions. This project, of which a conference at the Rockefeller Foundation Conference Center in Bellagio, Italy, in August 2000 is a part, seeks to examine all aspects of the Western missionary enterprise in the Middle East, focusing on its political and social impact on the region as well as on its entanglement with the political and social currents of the Western countries from which it came. Furthermore, the premise of the project is that the missionary enterprise was also the forerunner of the activities of Western nongovernmental organizations in the region, setting the agenda and establishing the categories of these activities in areas including human rights, education, and economic development.

These changes are dramatic for the societies and they cause personal crises through damaging the standard of life as well as changing people's system beliefs and mentality. Regardless the distress and hurdles presented by the environment these changes are not going along with serious conflicts and social and economic transformation continues to be implemented withstanding the difficulties and barriers.

Abstract:
The effectiveness of the world's development and reforms is directly linked to the quality of its human resources, the rate of human development and its optimal application at the world, regional and state levels. Within the system of the world development and reforms, Ukraine strives to build a civil society on humanitarian principles, which are a precondition for a democratic state. An important part of democracy formation is gender democracy, which proclaims the imperatives of social, political and human rights without gender discrimination. Gender democracy is a system of expressing the desires of the two sexes – men and women – in a civil society as equals in their rights and opportunities, which are guaranteed by the legislation and practically supported by political and legislative principles and acts, as well as by the construction of social and state structures with consideration for gender interests and needs. Gender democracy in practice is based on the principle of equal and equivalent dignity according to which social justice is provided for both. Gender democracy is a multifaceted phenomenon, it primarily serves as an inner principle, which is at the core of the system of real democracy in the society. Society, built on such an organizational and functional paradigm, can provide human and civil rights, build a fair and humanistic political system, reform the economy on a base which guarantees personal freedom for both men and women, and create a humanistic culture. The multi – directional development of real democracy in society makes it possible to establish and develop gender democracy and guarantee its future.

Abstract:
Today people from all over the world are discussing the situation in the Republic of Chechnya. Thousands of articles on this issue has been published, hundreds of speeches and programs have been broadcast on radio and television. They discuss political, economical, ethical aspects of the war. For the international community the issues of primary concern are violation of human rights and aggression against civil population of Chechnya. At the same time Russian media and population seem especially worried about the situation within the Russian Army and with economical consequences of the war. But all the vigorous discussions that go on about Chechnya often miss one very important point, which is its gender aspect.

156. Serbia's Embattled Opposition

Abstract:
The recent crackdown by the Belgrade regime on Serbia's independent media and political activists suggests that Yugoslav President Slobodan Milosevic is more vulnerable than it would appear. Since the Kosovo war ended, Milosevic has proven unable to expand his support base and must struggle with diminishing resources to keep restive constituencies intact. Despite its recognised weakness, the Serbian opposition is capable under certain conditions of removing Milosevic from power and offering better governance. The message of numerous public opinion polls over the past eight moths is that there is an anti-Milosvic majority in Serbia, but that the opposition must work together in coalitions to exploit it.

Since 1992-93, the EastWest Institute (EWI) has been organizing meetings of a 'Strategy Group for Strengthening Cooperation in Central and Eastern Europe'. The Strategy Group brings together representatives of the Central and Eastern European Associates of the European Union and Ukraine (and Western states and neighbouring countries where appropriate) to discuss the security challenges facing the region. The Strategy Group aims to foster the development of cooperative solutions to the problems facing Central and Eastern Europe. Participants in Strategy Group conferences and workshops come from diverse backgrounds, including governmental representatives, politicians, business people, academics and non-governmental representatives.

160. Democratisation from the Outside in: NGO and International Efforts to Promote Open Elections

Until recently, the monitoring of elections in a sovereign country by outside actors was extremely rare. The United Nations (UN) had significant experience in conducting plebiscites and elections in dependent territories but did not monitor an election in a formally independent country until 1989, when it reluctantly became involved in the Nicaraguan electoral process. At the regional level, the Organization of American States (OAS) occasionally sent small delegations to witness elections in member states, but these missions were too brief to permit any real observation of the processes, and failed to criticise fraud. Since the 1980s election-monitoring has become increasingly common in transitional elections from authoritarian to democratic rule. Non-governmental organisations (NGOs), domestic and international, were the first to become involved in election-monitoring in the 1980s followed by international and regional organisations like the UN, the OAS, and the Organisation for Security and Cooperation in Europe (OSCE) in the 1990s. Election-monitors played a crucial role in transitional elections held in the Philippines (1986), Chile (1989), Panama (1989), Nicaragua (1990) and Haiti (1990). In addition, elections began to form a crucial element of UN 'peace-building' strategies in countries torn apart by civil strife such as Namibia (1989), Cambodia (1993) and El Salvador (1994). By the middle of the 1990s, international election-monitoring had thus become widely accepted, and fairly universal standards established for defining the term 'free and fair' elections.
