In both conflicts and disasters, people anywhere have the right to the humanitarian assistance and protection that they need. When national governments are unable to provide it, or need support, the international community has a responsibility to help, including through funding humanitarian action by disaster-affected governments, local and national NGOs, the UN and others. Despite increased funding, new donors and initiatives the level and nature of funding remains inadequate.

Abstract:
Foreign military forces, including UN peacekeeping operations, should not provide relief or development assistance, other than in exceptional cases. Governments should follow the accepted international standards to judge those exceptional circumstances, and determine how military forces should act. These standards are the Guidelines on the Use of Foreign Military and Civil Defence Assets in Disaster Relief [the Oslo Guidelines] for natural disasters, and separate UN guidelines for conflicts.

The international community has become adept at responding to disasters. When a disaster hits — whether natural or as the consequence of human activity — humanitarian relief can be on the ground almost anywhere in the world in less than 24 hours. The international community has developed an elaborate network to respond to catastrophes involving the collaboration of international agencies, humanitarian relief organizations, national governments and concerned individuals. The collective ability to help save lives quickly is unprecedented in human history; the problem remains, however, that one never knows in advance where disaster will strike, what the immediate needs of those affected will be or what conditions the first responders will confront. Given these uncertainties, how can disaster-response planners best position themselves to take action?

Progress toward a better Haiti during President Michel Martelly's first year was undermined by a multitude of political crises.Confirmation of a new prime minister by Haiti's parliament provides an opportunity to rectify previous missteps and begin moving Haiti toward a peaceful and prosperous future. An important indicator of the new prime minister's agenda for improving conditions among Haiti's impoverished majority will be the success of new social programs.Increased foreign direct investment and augmented domestic revenue—the latter linked to an anti-corruption campaign—are important components of the new prime minister's strategy to revitalize Haiti's economy and society.

The devastation wreaked by Japan's worst-ever earthquake and the accompanying tsunami continues to widen. Officials put the death toll at thirty-five hundred (UPI), while some reports say more than ten thousand have died (AP) in Miyagi prefecture alone. Tens of thousands of people remain unaccounted for, and the number of casualties is expected to rise, as large numbers are believed buried under rubble. Millions of survivors struggle without electricity, food, and drinking water. Fears of a nuclear meltdown from reactors damaged by the quake prompted Japan's Prime Minister Naoto Kan to declare the disaster the country's "most severe crisis" (BBC) since World War II.

As the crisis deepens at the Daiichi reactors in Fukushima, Japanese authorities are working to cool the reactors and limit the spread of radiation. The severity of the situation is both unclear and fluid, since measuring gauges at the Daiichi reactors are unreliable and radiation levels have fluctuated greatly on-site. Speaking on NBC's Today Show, Carnegie's James Acton describes the Fukushima reactor crisis as worse than Three Mile Island, though less disastrous than Chernobyl. During the Chernobyl catastrophe, Acton said, a significant fraction of the reactor core explosively spread into the environment. In Japan, the primary threat comes from the melting of the reactor core, exposing fuel rods to the atmosphere. The amount of radiation that will be released from such melting is unclear, Acton concluded.

Protection of people from oppressive governments, civil conflict and disasters has moved to the top of the international agenda. The United Nations Security Council authorized all measures necessary to protect civilians in Libya as the airstrikes began. Humanitarian agencies—working in more places and under more difficult conditions than ever before—are grappling with the aftermath of Japan's massive earthquake even as they are also working with displaced people in Haiti and Ivory Coast and responding to hundreds of thousands of people fleeing Libya. And increasingly these agencies are not only trying to assist people through provision of relief items, but also trying to protect them. But with so many global organizations mobilizing to protect civilians when disasters strike and conflicts break out, the concept of protection has begun to lose its distinctive meaning.

In the aftermath of the 2010–11 floods, the path to recovery and reconstruction in Pakistan will be long and full of challenges. However, there is also an opportunity to tackle crucial structural issues such as crippling inequalities in people's rights and access to land. A failure to do so would not only condemn millions of Pakistanis to continued and deepening poverty, it would also undermine the scope and sustainability of the country's recovery from this disaster and its ability to cope with the next.
