Abstract:
Eline Rosenhart analyzes the way that the CAR has become an arena for the competition of interests between France and Russia. The Central African Republic (CAR) has been described as the “periphery of peripheries,” a country which seems to be of very little interest to the rest of the world. Although rich in natural resources such as diamonds, gold and uranium, the government of CAR is unable to make use of them in such a way that would benefit the economy of the country. Landlocked, ravished by bloody civil wars, and heavily dependent on foreign military support, CAR has become synonymous with disaster.

Abstract:
Russia and China share a number of interests in the Middle East: limiting US power and maintaining good relations with all players in the region while remaining aloof from the key conflicts, especially between Iran and Saudi Arabia, and Iran and Israel. Russia’s position has been based on political support for particular states, arms sales and the provision of civilian nuclear energy technology. Moscow has boosted its role by intervening militarily in the Syrian civil war. China has been strengthening its political position in the region for the last decade and its presence is more substantial from a financial-economic perspective. The current Chinese and Russian regional posture further marginalises the influence of the EU in MENA. In the Middle East, the EU is already a weaker economic actor than China and a weaker military player than Russia. However, the EU can cooperate with Russia and China on upholding the Joint Comprehensive Plan of Action on Iran’s nuclear programme.

The Washington Post’s publication of the Afghanistan Papers reveals that, although the official line was that the war was turning in favor of the US and its allies in Kabul, policymakers have long been aware that the situation was bleak, deteriorating, and unlikely to produce anything resembling a “victory.” Following 9/11, the US identified failed states as a key national security risk, in that these environments enabled terrorists, rebels, warlords, and other non-state actors to plot and plan operations against the US and the international community. Given that Afghanistan seemed to represent the prototypical weak state, the solution was obvious: Afghanistan needed to be transformed into a strong state that would resist non-state actors—particularly terrorist groups such as Al Qaeda. But in trying to achieve this lofty goal, the US has lost thousands of soldiers and contractors and spent several trillion dollars—and the costs will likely continue rising. The Afghans themselves have suffered even more, with over 100,000 deaths since 9/11. Despite all of this loss—and the open acknowledgment that the strategy is failing—there is little appetite among US policymakers for reversing course.

34. Developing a Containment Strategy in Syria

The Issue Some U.S. policymakers have argued that the United States should withdraw its military forces from Syria. But the United States has several interests in Syria: Balancing against Iran, including deterring Iranian forces and militias from pushing close to the Israeli border, disrupting Iranian lines of communication through Syria, preventing substantial military escalation between Israel and Iran, and weakening Shia proxy forces. Balancing against Russia, including deterring further Russian expansion in the Middle East from Syrian territory and raising the costs—including political costs—of Russian operations in Syria. Preventing a terrorist resurgence, including targeting Salafi-jihadist groups like the Islamic State and al Qaeda that threaten the United States and its allies. Our Recommendations: Based on U.S. interests in Syria, Washington should establish a containment strategy that includes the following components: Retain a small military and intelligence footprint that includes working with—and providing limited training, funding, and equipment to—groups in eastern, northern, and southern Syria, such as the Syrian Democratic Forces (SDF). Coordinate with regional allies such as Jordan and Israel to balance against Iran and Russia and to prevent the resurgence of Salafi-jihadists. Pressure outside states to end support to Salafi-jihadists, including Turkey and several Gulf states. As the war in Syria moves into its seventh year, U.S. policymakers have struggled to agree on a clear Syria strategy. Some U.S. policymakers have argued that the United States needs to withdraw its military forces from Syria. “I want to get out,” President Trump said of the United States’ military engagement in Syria. “I want to bring our troops back home.”1 Others have urged caution, warning that a precipitous withdrawal could contribute to a resurgence of terrorism or allow U.S. competitors like Iran and Russia—along with their proxies—to fill the vacuum.2 In addition, some administration officials have argued that the Islamic State has been decimated in Syria and Iraq. The National Security Strategy notes that “we crushed Islamic State of Iraq and Syria (ISIS) terrorists on the battlefields of Syria and Iraq.”3 But between 5,000 and 12,000 Islamic State fighters remain in Syria and continue to conduct guerrilla attacks, along with between 40,000 and 70,000 Salafi-jihadist fighters in Syria overall.4

Abstract:
U.S. strategy in the Eastern Mediterranean is long overdue for revision. Policies, priorities, and activities girded by U.S.-led alliance structures were developed to stabilize Europe and deter Soviet aggression at the dawn of the Cold War. Seventy years later, they are no longer fit for purpose. However, the region remains a linchpin for an array of vital U.S. interests. In the last decade alone, regional conflicts and state fragmentation have caused millions of migrants and internally displaced to flee their homes, creating one of the largest migration crises since World War II. The arrival of an unprecedented number of migrants has triggered political backlash and polarized domestic politics in Europe and in the Eastern Mediterranean. Many of the littoral states in the Eastern Mediterranean have faced destabilizing economic crises that have created deep political and strategic vulnerabilities. Significant natural gas deposits discovered off the coasts of Israel, Cyprus, and Egypt could boost regional economic prospects as a potential energy-producing region, but a divided Cyprus, historical animosities, as well as a lack of infrastructure connectivity hinder this regional economic potential.

The Defense Department is considering adjustments to its North and West Africa posture in response to a fatal ambush on a U.S. special operations forces team in Niger last fall.1 Without some historical context, it is difficult to assess if these adjustments reflect substantial changes in U.S. presence, and how they might affect U.S. Africa policy in the future. This brief provides such context.

Dear Readers, Welcome to the second edition of THE BERLIN PULSE! At times of turmoil, when the rules-based international order is put into question and traditional alliances become weaker, the majority of Germans still do not favour a more active stance in foreign policy: 55 percent of Germans prefer restraint rather than Germany engaging more strongly in international crises. Apparently, the demands by leading politicians and think tanks for Germany to take on greater international responsibility have not persuaded Germans to change their mind. THE BERLIN PULSE guides policy-makers and experts along the fine line between domestic constraints and international expectations. Political leaders such as the Polish Prime Minister Mateusz Morawiecki, German Foreign Minister Heiko Maas and the President of Estonia Kersti Kaljulaid express their hopes and expectations for German foreign policy in 2019. Their perspectives meet the attitudes of the German public – sometimes they overlap, sometimes they clash. This year’s issue brings together data, analysis and different perspectives on the most pressing challenges for German foreign policy today and in the years to come – including some trends and outliers that may surprise you. With its new focus topic “The Value of Europe”, Körber Foundation is contributing to the debate on the past, present, and future of the European project and is paying special attention to the question of how a new split along the former “Iron Curtain” can be avoided. We are witnessing a growing internal division in the European Union: 77 percent of Germans believe the cohesion between EU member states has recently weakened. A striking 46 percent of Germans believe the EU’s Eastern enlargement in 2004 was not the right decision. At a time when the transatlantic relationship is going through turbulent times, three out of four Germans describe US-German relations as “somewhat bad” or “very bad” and favour a more independent foreign policy from the US. However, this alienation is not mirrored in the US: even if they consider Germany not a very important partner, 70 percent of Americans believe the relationship between the US and Germany is somewhat good or very good. We thank our transatlantic partners from the Pew Research Center for fielding joint questions on the transatlantic relationship in the US together with us. The results of the representative survey commissioned by Körber Foundation in September 2018 should enrich the conversation about German foreign policy during and beyond the Berlin Foreign Policy Forum, which we are proud to host together with the German Federal Foreign Office. “Talk to each other rather than about each other” – the motto of our founder Kurt A. 38. Russian Forces in Syria and the Building of a Sustainable Military Presence: What About Iranian-backed Syrian Militias?

Abstract:
There is constant talk of the “soft conflict” between Iran and Russia in Syria. Most research and media reports focus on the areas of influence and control of each party. Without going into the relationship between Iranian and Russian forces on Syrian soil, in which the Iranian of influence weakened following the entry of Russian troops, it is important to distinguish the nature of these two forces to help identify the characteristics of this conflict, which are not limited to areas of influence. In fact, there is a clear difference between Iranian and Russian interests as well as strategy on two major issues. The first is the relationship with Israel. While Russia sees Israel as a strategic ally in the region, Iran gains its regional legitimacy by emphasizing the continuity of conflict with it. The second is the way each party sees the future of Syria, and its own role in it. Iran is not capable of establishing a centralized state in Syria because of its ideological hostility to the Sunni majority there. Therefore, a state based on sectarian militias will be the cornerstone of Iran’s continued presence on Syrian soil as it has the capacity to manage militias with no national project. Russia, on the other hand, has a vision of a centralized state that is based on the fundamental pillar of a disciplined and dutiful army. Thus, the “soft conflict” involves not only the geographical divvying-up of Syria, but also fundamental matters related to the structure of Syria’s security and military system. This paper is the second part of a broader study of Russia’s policy of establishing a military influence in Syria. It will look at the Syrian militias that Iran has fostered and supported, and Russia’s approach in dealing with them on the ground. However, it does not consider non-Syrian militias on Syrian soil brought by the Iranians, such as Hezbollah, the Fatemiyoun, the Zainabiyoun, and other Shia militias because of their close association with Iranian politics and their temporary posting in specific conflict areas, making them a foreign presence on Syrian soil.

39. Europe Is the Key Player in Syria: An Alternative Template for Transition

As long as military means prevailed in deciding the fate of Syria, the European Union could not alone induce any decisive change in the dynamics of the conflict, and Assad was vindictively seeking to prove that the European Union’s ability to influence the conflict was nil. Assad’s luck was that Putin was determined to prevent his fall and threw his full weight behind him to maintain his rule. When the guns finally fall silent, should the key countries of Europe and the EU itself simply accept as “a sad reality” the fact that the Syrian regime is back in full control of the country? Will they channel funds for humanitarian, post-emergency and early recovery purposes through the State’s financial system knowing full well that European tax payers’ money might be massively diverted to end in the pockets of Assad’s family and the kleptocracy around him,1 and serve to pursue his sectarian scheme of changing the demographics of Syria along religious and ethnic lines? Framing the discussion in terms of accepting Assad and rehabilitating him or not is disempowering for the EU. It assumes that military force alone is what determines the outcome of the conflict and the political fate of the country. If it follows this rationale, Europe would be annihilating everything it stands for; it would serve as a helping hand in Assad’s strategy to bury the civil society groups it helped organize and silence the democratic forces and all those within the different sectors of society who want a Syria that resembles Europe in terms of its values and its political system on the other side of the Mediterranean. The EU’s declared position that there will be no reconstruction without political transition in Syria is an honorable one, but this position still needs to be operationalized if the EU is to turn it into a policy and use its full clout to shape the resolution of the conflict.

The focus of this issue of the China Global Security Tracker is the growing threat that China’s rapid military modernization presents to Taiwan. The People’s Liberation Army has demonstrated its new capabilities through aggressive maneuvers over the last few months, simulating an attack on Taiwan. China’s party and state leader Xi Jinping has left no doubt that he views the reunification with Taiwan as key for China’s future national strength. The China Global Security Tracker is a semi-annual publication. It is part of the China Security Project, a cooperation between the Mercator Institute for China Studies (MERICS) and the International Institute for Strategic Studies (IISS). In her analysis of events during the first half of 2018, MERICS researcher Helena Legarda tracks China’s growing military expenditures as well as steps taken by the Chinese Communist Party to extend its control over the military.
