1. Is the Government Ready to Take the Lead? Transition of Migration Management in Bosnia and Herzegovina

Abstract:
Bosnia and Herzegovina (BiH) is approaching a critical tipping point as it assumes primary responsibility over migration management from the International Organization for Migration. However, few studies have examined whether the government has acquired the ability to take over this responsibility. Such an examination is crucial given the country’s turmoil since 2018, with increased migration inflows, casting doubt over the government's capabilities. Thus, this study explores the current state of migration management in BiH, both to determine whether the government has developed effective migration management capabilities as well as to highlight current migration challenges faced by BiH. Fieldwork at the Temporary Reception Center Usivak in 2023; interviews with 6 non-governmental organization (NGO) officers and 10 migrants in BiH; and analysis of literature and data provided by scholars, governments, international organizations, and NGOs suggest that authorities in BiH, primarily the Ministry of Security, have generally developed effective management capabilities and are ready to assume managing responsibility. Nevertheless, obstacles with providing living conditions in reception centers that meet international standards and with the implementation of coordinated responses among different institutions remain. As the transition proceeds, the Bosnian government should recognize these challenges and implement policies to address them through continued coordination with international organizations and NGOs.

Leading With Resilience: COVID-19 Learnings from the Institute of International Education is based on interviews with IIE team members about their experiences navigating the COVID-19 pandemic. This unique publication highlights lessons learned and best practices from three years of managing IIE programs through the COVID-19 pandemic, and brings a personal lens to IIE’s work and leadership in the international education field. The paper focuses on three primary areas: Initial Responses to the COVID-19 Pandemic, Program Learnings, and Organizational Perspectives. It highlights successes and opportunities for improvement across the Institute over the last three years, and brings to the forefront the creativity and flexibility of IIE’s teams in their approach to keeping programs running and participants safe as they navigated the constantly-changing landscape of the COVID-19 pandemic.

Abstract:
Shopgirl Betty Lou Spence was modelling a nightgown for a customer when she first noticed her handsome and wealthy new employer and heir to the “world’s largest” store in New York City, Cyrus Waltham Jr, passing through her department. Betty was just one among his many working-class female employees, and Cyrus was initially oblivious to her beauty and charm. But, upon introduction, Cyrus was quick to pursue her. Despite belonging to different social classes and company rank, Betty and Cyrus bonded on dates to Coney Island; their relationship quickly blossomed into a marriage proposal. Betty and Cyrus’s unlikely romance provided the plotline of the 1927 box office hit, It. The success of It marked the rise of the department store. Housed in ornate buildings selling a vast selection of desirable goods, stores attracted large clienteles of mostly elite women who shaped new habits of consumption in the early 20th century.1 The women who travelled downtown to department stores helped others to feel safe venturing out on their own to shop. On arrival, the women freely perused the pretty dresses and gowns, lace underwear and ribbons, shoes, silks, leather goods, hats, jewellery, furniture, appliances, carpets, rugs, table linens and anything else for sale. Reflecting their popularity among women patrons, neighbourhoods with rows of fashionable stores, like Broadway in New York City, became known as the Ladies’ Mile.2 Department stores not only offered virtually anything a customer might possibly want in one place; their bounteous interiors made a trip to the department store an enjoyable day out for the whole family, with such lavish facilities as a post office, barber shop, and theatre.3 Whether in New York City, Paris or London, the service and spectacle that these new stores offered helped coin the term “palaces of consumption”.4 Shopgirls like Betty Lou Spence kept these new and ambitious enterprises running. In 1875, 120 salespeople worked at Macy’s New York flagship store, of whom eighty percent were women. Across the United States, the number of women working as salesclerks ballooned from 8,000 in 1880 to over 58,000 in 1890.5 By 1900, saleswomen and store clerks constituted the second-most common occupations for native-born, single working women.6 In 1913, the National Civic Federation, a policy reform organisation of business and trade union leaders as well as reformers calculated that nineteen firms nationwide employed 33,000 workers, of whom two-thirds were women.7

Abstract:
As the volume of Korea's official development assistance (ODA) expands, the demand for systematic management of evaluations and improvement of their usefulness is increasing. This study focuses on developing evaluation methodology for technical cooperation (TC) which is an important part of Korea’s ODA. Based on the case studies of six multilateral organizations and four bilateral development agencies, we draw lessons for Korean ODA agencies in terms of selection criteria, types, and methodological aspects of evaluation of technical cooperation and propose a four-step project management and evaluation mechanism for TC activities.

Abstract:
This research aims to examine the factors that impact the profitability of commercial banks in Kosovo and Albania. Profitability is crucial in the financial sector as it directly affects policymakers, regulators, and bank management. The study focuses on several determinants of bank profitability, including the number of employees, loan interest rate, non-performing loans, and total loans. The study employed quarterly secondary data spanning from 2010 to 2020, resulting in 400 observations. The analysis used multiple linear regression, influenced by the huge number of observations and the applicability of ordinary least squares (OLS) for such studies. This method allowed for a thorough examination of the interactions between the dependent and independent variables, providing a more in-depth understanding of the factors driving bank profitability. The statistical significance was determined using software such as STATA and SPSS. The dependent variables in the analysis are return on assets (ROA) and return on equity (ROE). The findings reveal that the loan interest rate, total loans, and non-performing loans significantly influence the profitability of the analyzed banks in Albania and Kosovo. Furthermore, the total number of loans and employees are statistically significant determinants of ROE. These findings provide valuable insights for bank management and policymakers in enhancing bank profitability and stability.

Özgeci davranışlar, prososyal bir davranış olarak çıkar gözetmeden diğerlerinin yararına gösterilmektedir. Özgeci davranışların sosyal yaşama olduğu kadar örgütsel yaşama da katkıları bulunmaktadır. Özgeciliği örgütsel ortamlarda hangi unsurların etkilediğinin belirlenmesi örgütsel etkinlik için önemlidir. Bu etkinliğin sağlanmasındaki bir diğer husus da örgüt içerisindeki istismarcı yönetim algılarıdır. Çalışanlar aktif yaşamlarının büyük bir kısmının geçtiği işyerinde yöneticinin kaba ve istenmeyen söz ve davranışlarıyla karşılaşabilmektedir. Bu çalışanların stresini artırmakta, olumsuz iş tutum ve davranışlarına yol açabilmektedir. İstismarcı yönetimin adaletsizlik, aykırı iş davranışı, iş tatminsizliği, iş-aile çatışması ile pozitif ilişkisi söz konusuyken, iş performansı, örgütsel bağlılık ve örgütsel destek algılarıyla negatif ilişkisi mevcuttur. Psikolojik sözleşme veya psikolojik sözleşme ihlali yönetim ile çalışanlar arasındaki ilişkilerin dengesini değiştirebilmektedir. Bu araştırmada; istismarcı yönetim algısı ile özgeci davranış arasındaki ilişki ve bu ilişkide psikolojik sözleşme ihlali algısının düzenleyici rolü incelenmiştir. Araştırma verileri imalat sektöründe faaliyet gösteren beş farklı firmada çalışan 294 kişiden kolayda örnekleme yöntemiyle toplanmıştır. Hipotez testi için korelasyon ve regresyon analizi yapılmıştır. Sonuçlara göre istismarcı yönetimin özgeciliği negatif ve anlamlı bir şekilde etkilediği görülmektedir. İstismarcı yönetim algısı çalışan özgeciliği üzerindeki negatif değişimin %24’ünü açıklamaktadır. Ayrıca psikolojik sözleşme ihlali algısı istismarcı yönetim ile özgecilik arasındaki negatif ilişkiyi artırmaktadır. Bulgular istismarcı yönetim algısının azalan özgeci davranışlar ile ilişkili olduğu yönündedir ve çalışanların psikolojik sözleşme ihlal algılarının yüksek olması istismarcı yönetimin özgecilik üzerindeki negatif etkisini artırmaktadır.

Abstract:
This paper investigates the interplay between bureaucratic politics and decision-making processes within the Trump administration during the COVID-19 pandemic. The pandemic response was shaped by the pulling and tugging between key players, including Vice President Mike Pence, Treasury Secretary Steven Mnuchin, the National Security Council, and President Trump himself. Despite facing resistance from some officials, Trump often achieved his preferred policy outputs, such as undermining public health measures, by relying on a cadre of supportive aides. However, in areas like drug approvals, bureaucratic resistance proved more effective in countering Trump's demands. The paper concludes that the administration's overall pandemic response was abysmal, highlighting how Trump's inexperience and management style exacerbated the challenges posed by a complex crisis that threatened both human lives and economic stability.

The National Science Foundation (NSF) is an independent federal agency established in 1950 by Congress "to promote the progress of science; to advance the national health, prosperity, and welfare; to secure the national defense." NSF supports research and the fields of fundamental science and engineering, except for medical sciences, and helps the United States drive leading discoveries. In March 2022, NSF established the Directorate for Technology, Innovation, and Partnerships (TIP). TIP was created to focus on significant challenges and opportunities across the entire science and engineering enterprise and to strengthen and scale the critical research that will drive future technologies and solutions. The NSF required an assessment of the organizational and management structure of the NSF's Directorate for Technology, Innovation and Partnerships. 10. Responsible Management and Use of Data in UN Peace Operations

Abstract:
In recent years, the UN has embarked on an ambitious project to use data more extensively and effectively to improve the safety of peacekeepers and the implementation of peace operations’ mandates. The increasing availability of various types of data in UN peace operations and the development of new tools for its acquisition and analysis present novel opportunities, enhancing peace operations’ ability to predict and respond to violence; understand the population’s sentiments towards peacekeepers; and provide better analysis to senior mission leadership, UN headquarters, and the UN Security Council. However, UN peace operations’ greater use of data also increases their vulnerability to irresponsible handling of data, information leaks, and cyberattacks and raises ethical challenges over data ownership, host-state sovereignty, the potential to cause social harm, and algorithmic biases. This issue brief provides an overview of how UN peace operations acquire data and use it in their decision making. It also discusses UN policy frameworks on responsible data management and analyzes the challenges peace operations face in acquiring, using, and disseminating data. It concludes with recommendations for member states, UN headquarters, and peace operations personnel to manage and use data more responsibly and effectively: Improve the data-management skills of UN personnel; Strengthen the policy framework for the effective and responsible use of data; Provide adequate and predictable funding for data acquisition, analysis, and use; Enhance internal and external communication about the ways in which UN peace operations gather and use data; and Encourage the proactive use of data in strategic decision making.
