51. Military Spending: The Other Side of Saudi Security

Abstract:
The shifts in Saudi Arabia's power structure that have taken place since King Salman came to power in January 2015 have created a new set of Saudi priorities for shaping Saudi Arabia's future. These new priorities have led to major changes in Saudi Arabia’s national security structure and leadership, and to calls for major social and economic reform. They have changed the leadership of the Saudi Ministry of Interior, National Guard, and Foreign Ministry. These new priorities have led to participation in a major war in Yemen, efforts to isolate Qatar that have broken up an already weak and divided Gulf Cooperation Council (GCC), and deeper tensions with Iran over its military build-up and efforts to expand its regional influence. Most of the earlier changes at top levels of the Saudi government and security structure were motivated by new King's desire to consolidate power at the top of the government and royal family. In the process they have made Mohammed bin Salman bin Abd al-Aziz Al Saud (normally referred to as Mohammed bin Salman or “MBS”) the Crown Prince, First Deputy Prime Minister, Minister of Defense, and President of the Council for Economic and Development Affair – combining the responsibilities for Saudi Arabia’s security, civil sector, and economic development to one man. The more recent changes to the Saudi national security sector and military command made in February 2018 are harder to interpret. There is no way­­—as of yet— to put the changes in the Saudi national security sector and military command structure into perspective. One can speculate that these changes were either a further effort to assert control by a new regime, or part of a serious effort by the Crown Prince to improve Saudi military planning, budgeting & fiscal management, and military operations. Mohammed bin Salman may have been reacting to the lack of progress in the war in Yemen, Saudi tensions with Qatar, and MBS's feelings that too much of the Kingdom's security spending has been wasteful, poorly planned, and involved some element of corruption. Speculation aside, there are no credible reports that provide a reliable "inside" picture of what is happening. What is clear, however, is that the Kingdom has been spending far too large a portion of its economy on security priorities that have yielded uncertain results. This spending on security is large enough to compete with Saudi Arabia's ability to fund its 2030 plan to reform and modernize its economy and social structure. Saudi Arabia must better balance its civil and national security spending by reducing its security spending and using its resources far more effectively.

52. The People’s Liberation Army Strategic Support Force: Leadership and Structure

Abstract:
The People’s Liberation Army (PLA) Strategic Support Force (PLASSF) is one of the most significant components of the People’s Republic of China’s (China, PRC) ongoing military reform and reorganization. Based on limited sources available, the PLASSF appears intended to integrate the launch, tracking, and control of satellites with the operational units that apply the services that the satellites provide, such as command, control, communications, computers, intelligence, surveillance, and reconnaissance. This paper aims to provide an overview of the Strategic Support Force’s role within the PLA, its leadership structure, and the biographies of its core decision makers. In addition, it examines how the PLASSF’s presumed ability to provide “cross-domain fusion” helps to augment synergies among PLA assets, which could enhance the PLA’s capacity to further project power in the Indo-Pacific region.

53. Framing a Presidential Foreign Policy in a Parliamentary System: Erdoğan and Mukhtars’ Meetings

Abstract:
During the period between his election as the Turkish president in August 2014 and the constitutional referendum that introduced a presidential system in Turkey in April 2017, Recep Tayyip Erdoğan tried to demonstrate that he would not be a symbolic political figure in Turkish politics as many former Turkish presidents had been. Instead, he would keep shaping the domestic and foreign agenda of the country, as it would happen in a presidential system. One of the main ways he did this was through a series of mukhtars’ meetings, which began in January 2015. From that point, until the desired changes to the constitution were approved through public referendum, Erdoğan held thirty-seven mukhtars’ meetings. In these meetings he gave speeches about Turkish domestic and foreign policy directly to a group of mukhtars but, more importantly, indirectly to the Turkish public and foreign actors. This article will analyze Erdoğan’s foreign policy messages through his discourse in the mukhtars’ meetings and try to answer two controversial questions regarding his foreign policy ideology: Whether he is an Islamist and whether he is shifting the foreign policy axis of Turkey.

54. Leadership Targeting as a Counterterrorism Strategy: The Nigerian Experience

This paper examines the implications of leadership decapitation as a counterterrorism tactic using as case studies, the killings of al-Qaeda leader Osama bin Laden by the US and Boko Haram leader Mohammed Yusuf by Nigeria. It is based on Alex S. Wilner’s method of comparing the number of attacks a group successfully carried out before and after the removal of its leader as a means of ascertaining its weakness, demise, or renewed ferocity due to the death of its leader.12 This study gives an account of the unprecedented increase in the number of Boko Haram attacks and the high level of fear and attention—both local and international—due to the high-level targets chosen by the group after the killing of Mohammed Yusuf. This is complemented by primary data gathered through semi-structured interviews with selected security operatives who had contact with Yusuf and his successor Abubakar Shekau. For al-Qaeda, data was collected from secondary sources only. This study begins by summarizing the origin and agenda of violent Islamism, followed by arguments for and against leadership decapitation. Next, it considers accounts of the evolution of al-Qaeda and Boko Haram, their experience of leadership decapitation, and the ferocity of both groups in the aftermath of leadership decapitation. Finally, it examines the overall implications of leadership decapitation for counterterrorism efforts in light of the post-decapitation recovery and increase in reach of both al-Qaeda and Boko Haram. The two cases of leadership decapitation examined in this article are telling cases that invite closer attention to the implications of counterterrorism strategies.13

55. Contextualizing the "Trump Doctrine": Realism, Transactionalism and the Civilizational Agenda

Abstract:
This FIIA analysis situates President Donald J. Trump’s foreign policy in the discursive field of post-Cold War American foreign-policy debates, and assesses the possible perils it poses for US global engagement. The “Trump doctrine” has been built in contradistinction to liberal internationalism, contains civilizational tropes drawn from neoconservatism, and is underpinned by a zero-sum materialist worldview borrowed from realism. Trump’s approach to the international is also transactional, which means he intermittently draws upon (neo)isolationist themes. This Trumpian amalgamation of four American foreign policy traditions can be termed transactionalist realism with civilizational undertones. By embracing this approach to the international arena, Trump and his administration risk eschewing the importance of social relations that legitimize US international conduct, turning inter-cultural struggles into self-fulfilling prophecies, and undermining prudent long-term use of American power. If methodically carried out, the emerging “Trump doctrine” will prove detrimental for the future of US global leadership in a complex 21st-century world.

Abstract:
Israel’s party system has been characterized by the bipolar rivalry between the left-wing and right-wing blocks since the late 1970s. In recent years we could have seen at least two trends that seem to diverge from this model. For the last 9 years the Likud party has formed three successive governments which has made Benjamin Netanyahu the longest continuously serving prime minister in the history of Israel. Another new occurrence is the preservation of a significant representation of the center parties for four Knesset terms in the row. The aim of the paper is to verify whether Israel’s party system has departed from the two-blocs bipolar model. Based on the empirical data (election results, government formation, party’s political platforms) it examines whether the parties’ rivalry in the years 2009–2018 differed qualitatively from the previous period. To answer this question the pa- per investigates three hypotheses. First – Likud has become a dominant party in Israel. Sec- ond – a dominant and stable Israeli right-wing parties’ bloc has formed. Third – an enduring and relevant center sector has emerged in Israel’s party system.

Abstract:
The Saudi e-press coverage and treatment of the Operation Decisive Storm is examined through an analysis of media frames for the type of coverage, paths of persuasion, lexical choices, referential frameworks, framing strategies, and policy patterns for the Operation Decisive Storm campaign. Through content analysis of the op-ed pages of Al-Riyadh, Al-Madina, and Al-Youm, for the period from 26/03/2015 to 22/04/2015, the study concludes the following: political aspects formed a large proportion (90.3%) of the editorials covered in the Saudi e-newspapers, followed by the military developments, and the support for the legitimate Yemeni government. The supportive coverage reached (93.5%), indicating that the editorial policies of Saudi e-newspapers are in line with the policy of the leadership of Saudi Arabia. The results also revealed that fear/danger is commonly used as a strategy and Iran is used to create danger/fear not only for Yemen but for the entire Gulf region.

58. Leaders, Contexts, and Complexities: IFP Impacts in Latin America

Abstract:
The third report from our 10-year tracking study of the Ford Foundation International Fellowships Program (IFP), Leaders, Contexts, and Complexities provides an in-depth look at the lives and careers of IFP alumni in three Latin American countries: Brazil, Guatemala, and Mexico. Drawing on interviews and focus groups with 268 alumni, former IFP staff, community members, and other stakeholders, the fieldwork paints a complex picture that highlights the opportunities of the IFP experience against the challenges posed by local social and political realities. Myriad examples emerged from the fieldwork of ways the IFP fellowship has helped boost the individual lives and social justice careers of many members of Brazil, Guatemala, and Mexico’s most disadvantaged communities. IFP alumni in these countries are serving in leadership roles, most often in academia, government, and civil society organizations. They are directing research centers, serving as vice ministers of education, and leading organizations that work on a wide range of social justice issues such as cultural preservation, indigenous and human rights, and youth development. At the same time, home country contextual challenges have limited the extent to which some alumni have been able to advance their careers, their organizations, and social progress more generally. Several alumni have faced significant challenges because of continued discrimination and difficult labor market conditions in their home countries. In contrast, some alumni in Brazil have been able to leverage the introduction of affirmative action programs and other policies aimed at addressing inequities to advance their social justice aims. Taken together, these findings show that local environments matter.

59. General Shin Hyun-joon, Father of the Marine Corps

Abstract:
Founder and first Commandant Shin Hyun-joon led the Republic of Korea Marine Corps longer than any other officer. Created without American advisors or equipment, the Navy’s amphibious unit initially reflected his long association with the customs and practices of the Imperial Japanese Army and lessons learned on battlefields across Manchuria and China. Shin’s path to the Corps’ top position also included service with the Korean Coast Guard and Republic of Korea Navy. He led Marines in counterguerrilla operations on Cheju Island, during the Incheon-Seoul campaign, and in fighting along the east coast. As commandant, Shin transformed the rapidly expanding Corps, forging a relationship with the United States Marine Corps and instituting training and education practices modeled on the American system. He remained in uniform after serving as commandant, commanding the 1st Marine Brigade, advising the Chairman of the Joint Chiefs of Staff and Minister of National Defense, and forming the Marine Education Base. Avowedly apolitical, he was nonetheless close to the leaders of South Korea’s first three republics: respected by Syngman Rhee, beloved by Chang Myon, and esteemed and subsequently feared by Park Chung-hee. Shin is not only South Korea’s longest serving general officer, but the nation’s longest serving ambassador. Drawn from the memoirs of General Shin and his contemporaries, this essay provides insight into the relationships between the “Father of the Marine Corps” and the Republic of Korea’s early leaders in the establishment and evolution of this elite military service.

Abstract:
Leadership targeting, or decapitation, which involves the removal of an organization’s leader, has been utilized in various military conflicts. The use of drones has been particularly consequential in such schemes, earning themselves the reputation of being “Washington’s weapon of choice.” The existing literature on leadership targeting gravitates around the question of the practice’s strategic effectiveness, focusing on the targeted groups’ internal characteristics to explain their (in)ability to withstand decapitation. However, this literature overlooks a key feature of terrorist groups, namely their identity’s organizational dynamics. Highlighting the importance of group identities in determining the outcome of decapitations, this article fills this void. Looking at the cases of al Qaeda in Iraq and Ansar al-Sharia in Yemen, it argues that groups which have a global identity are likely to retain cohesion when their leaders are the victim of decapitation while groups whose identity stems from an ethnic or tribal lineage tend to fragment, therefore creating “veto players.”
