Abstract:
In the summer of 2019, Greenland received considerable media attention for two developments: Its large ice sheet saw record rates of surface melt with potentially devastating impacts on the oceans, and Donald Trump suggested that the United States should look into buying the island from Denmark. Although Greenland is not for sale, the Greenlandic government welcomes foreign investment and assistance in meeting the island's socio-economic challenges. The United States can also assist Greenland by improving international scientific cooperation on climate change research, helping Greenlanders adapt to a changing climate, and providing global leadership in addressing and mitigating the effects of climate change.

Abstract:
The upending of US foreign policy under the Trump administration, the revolt against establishment politicians, and the rise of the progressive wing in US politics has led many foreign policy experts to conclude that Americans want to retreat from the world. Much of Washington and its foreign policy elite believe that “Iraq and other debacles” have left Americans wearied, worried, and inclined toward either America First or retrenchment ideas.1 They believe the American public sees the rules-based international order established after World War II as bankrupt. But that is not what the American public actually thinks. Americans may be searching for a new way to make sense of the world. But the 2019 Chicago Council Survey demonstrates that retreating from the world, abdicating international leadership, and abandoning alliances and global institutions is not what the American public has in mind.

Abstract:
Religious issues and leadership play an increasingly important role in the lives of many Malians, but international actors are ill-equipped to understand and analyse this. Mali’s religious leaders are heterogeneous and defy easy characterisation, often collaborating with one another on important issues, such as public morality and religion’s role in society, even when their practices diverge. European policymakers should not view religious activism in Mali purely through the lens of counter-terrorism, extremism, and radicalisation. Instead, they should perceive such activism as related to the demands Malians make of religious leaders, religious movements, and the government. Malian religious leaders are active on political issues and often interact with the government, but their most effective forms of engagement often come from their independence from the authorities. There is currently little chance of large-scale representation of Muslim leaders in elected office in Mali – although this could change in the future.

Saudi Arabia is embracing a new nationalism that is transforming domestic politics and the country’s foreign policy. The state is actively nurturing this nationalism, and has radically reduced the influence of the long-dominant religious establishment. A core purpose of the new nationalism is to speed the rise of the crown prince, Mohammed bin Salman, and back his reform agenda. Social media and traditional outlets have swung forcefully in behind this, spreading ‘lines to take’ and exalting the state and its leadership above all else. But the leadership may have created a Trojan horse: already nationalists appear to be training their ferocity back on the state that created them.

Abstract:
The forms of global political transition contradict each other. The Western leadership of the world seems to be in decline, with the US political and military hegemony being challenged by the rise of China and other emerging powers and with global power structures evolving towards multipolarity. At the same time, however, there are increasing signs of a diffusion of state power. It involves a growing group of non-state actors challenging state power in very different forms and different capacities. This report focuses on the axis of state power considered the most important in terms of its global implications: the relationship between the US and China. This relationship is studied with the aim of assessing how the mutual interdependencies are evolving, and what the goals of the two actors look like in respect of their own global role. The im¬plications of this power transition in the key fields of global governance – also covering the simultaneous diffusion of power to non-state actors – forms another relevant topic under review in the global context. Lastly, the report analyses how the EU contends with these forms of power transition and safeguards its own influence in this changing environment. The project also addresses the international role and influence of one of the northernmost EU members, Finland. It investigates how the changes in the global and regional setting should be understood from the Finnish point of view and how Finland should act in order to consolidate its international role in economic as well as political terms.

Abstract:
Among the main legacies of the colonial period in sub-Saharan Africa, there’s the establishment of modern nation states and political systems alien to African traditions and cultures. The emerging ruling elites of the independence struggles sought to establish strong state structures under nationalist banners, where the preeminence of executive power and the centralization of power were the most common mechanisms for maintaining national unity. Thus, within artificial borders, the new governments took on the task of converting the multiethnic, multicultural and multireligious mosaics that made up their populations into cohesive political units, the case of Nigeria being a clear reflection of this journey.

Abstract:
The seizure of power in Afghanistan by the Mujahiddin (“war- riors of faith”), in 1992, opened a new but certainly not peaceful chapter in the modern history of the country. The new bosses in Kabul, who were linked at one point only by the common interest of overthrowing the pro- communist regime, were now not only unable to consolidate power, but could not get around an almost open split in their leadership. The result- ing wobbly system of rotating leadership was bound to be unable to sat- isfy everyone’s wants. The inability of the Mujahiddin to achieve consensus led to the col- lapse of their hopes to unify even in the face of a direct challenge from the Taliban in the early 1990s. In 1996, in the wake of the popular disappointment with the rule of these “warriors of faith” (with whom the Taliban were connected not only by an ideological umbilical cord, but by some active participants), the Taliban seized Kabul and usurped power with direct support from Pakistan. They pushed supporters of President Burhanuddin Rabbani out to northern regions along the borders with the former Soviet Central Asian republics.

49. The New Metropolitanism: The International Order and Sub-National Actors

Abstract:
The growth and international clout of cities and sub-state actors has been unparalleled in recent decades. These players seek agency in the international arena, forming networks at the sub-state level that help shape new organizing principles for international cooperation on Global Commons issues like climate, health, transnational crime, and migration. These types of issues will continue to create opportunities for sub-national leadership to help shape outcomes beneficial for all—not just cities and states—through systematic interactions, a stronger connection up and down between cities, states, national capitals, and international bodies, and a larger voice for sub-national actors on Global Commons issues. To explore sub-national activism and its effects upon the international arena, in late 2018 the Institute for the Study of Diplomacy convened a working group on “The New Metropolitanism.” Participants included experts and practitioners drawn from the ranks of local governance, academia, think tanks and research institutions, as well as the diplomatic community. They discussed whether the continuation and pace of this phenomenon is inevitable or a passing response to stalled nation-state leadership; and how this rising “metropolitanism” complicates—or complements—the work of central governments and “old-world” international relations. This report provides a set of policy guidelines and recommendations, aimed at multiple audiences: cities and other sub-national actors and those that work with and within them; national governments; nation-state level foreign ministries; and international organizations. The ultimate goal is to ensure that all the relevant players find ways to harness emerging sub-national activism towards processes, procedures, and relationships that can produce innovative solutions to global challenges.

50. Transformational Leaders and Social Change: IFP Impacts in Africa and the Middle East

Abstract:
The fourth report from our 10-year tracking study of the Ford Foundation International Fellowships Program (IFP), Transformational Leaders and Social Change provides important insights into the personal, organizational, community, and societal impacts of IFP alumni in Kenya, Nigeria, Palestine, and South Africa, drawn from the perspectives of 361 IFP alumni and local stakeholders. The results of this study show that the program had a positive impact on participants, with alumni saying that their IFP experience increased their confidence, awareness, self-identity, commitment, leadership, career advancement despite challenges upon re-entry at the end of the fellowship. Some alumni returned to face career barriers endemic to their community and home region, such as high unemployment rates and other labor market challenges. At an organizational level, alumni and community stakeholders said that these organizations now have a stronger work ethic, consistency, transparency, and accountability since alumni returned to their home communities. Stakeholders also said that the alumni they work with are more reliable and committed to getting the job done.
