41. Chinese investment in Uganda: new impetus for sustainable development?

Abstract:
Chinese investment is flowing fast into Uganda, and spreading into the agriculture and forestry sectors. The government needs to keep pace with these developments so the benefits can be shared by Ugandans. A new analysis shows that, while the jobs and new businesses created are well received, the working conditions and environmental practices of Chinese companies are often poor. Many people evicted from their land to make way for new projects have not been compensated. To hold Chinese companies to account, government agencies, with support from NGOs, must share information about these investments and introduce stronger regulation — in particular to uphold community rights. In turn, Chinese companies must be more transparent, responsible and legally compliant. With a proactive and accountable strategy for Chinese investment management, Uganda could make major gains for sustainable development.

Abstract:
China’s role as a global investor and financier has grown rapidly in recent decades, nowhere more so than in Europe. In 2017, a full quarter of China’s outbound foreign direct investment was destined for Europe. China has stepped up promotion of its signature Belt and Road Initiative (BRI), with Europe as its final destination, ever greater flows of investment in Eurasian connectivity are on offer. However, in recent years scepticism about rising flows of Chinese investment into the EU has grown. This report aims to carefully scrutinize the linkage between Chinese investment in Europe and China’s influence in the region and provides a nuanced and careful analysis that goes beyond the alarmism and polarization that dominates so much of the recent discussion about China’s role in Europe. It is based on a series of case studies examining a Chinese port investment in Greece, a Chinese-financed rail project in Hungary and Serbia, and two Chinese acquisition deals in the Netherlands. Thus, the authors shed light on the motives behind these individual Chinese investments and financial packages, including the interests of both the Chinese and the host governments and firms involved, evaluating what, if any, Chinese “influence” can be linked to the deals. According to the findings, the specific terms of each investment or loan package are dependent on the individual circumstances of the countries and firms involved. In each case there is an identifiable commercial basis for the Chinese investment, but economic and political viability of each deal varies.

43. The Impact of the Trump Administration's Indo-Pacific Strategy on Regional Economic Governance

The Trump administration's Indo-Pacific regional economic governance strategy addresses trade, investment, and infrastructure development. Its reception by regional states varies by issue area, with infrastructure and investment being positively received, and trade being negatively received. To alleviate policy clashes and lessen the “noodle bowl” effect of overlapping rules and regulations, this paper suggests that American and Asian governments should: (1) immediately pursue collaboration in the areas of investment and infrastructure; (2) advance investment cooperation via capacity training and investment treaty consolidation; (3) enhance infrastructure collaboration via the Better Utilization of Investments Leading to Development Act of 2018 (or BUILD Act of 2018), joint ventures, public-private partnerships, and capacity training; (4) push forward trade cooperation via formal and Track 2 (informal networks) dialogue to facilitate a policymaking process; and (5) encourage more inter-bloc dialogue.

44. Making the Millennium Challenge Corporation Compact Work for Sri Lanka

In April 2019, the Board of Directors of the Millennium Challenge Corporation (MCC) approved a compact program for Sri Lanka. This is a large five-year grant that was provided to Sri Lanka on the basis that it meets the MCC’s eligibility criteria of good governance, economic freedom, and investment in its citizens. It will be implemented by a team appointed by the Sri Lankan government, under the guidance of MCC. As the process has taken longer than expected, it is hoped that the MCC Board when they meet on 18 September 2019 will grant additional time for the MCC Sri Lanka Compact (MCC Compact) to be approved by Sri Lanka’s Cabinet. President Maithripala Sirisena has suggested that a decision would be taken after the upcoming Presidential elections in Sri Lanka in December 2019. Proponents argue that it can reduce bottlenecks in transport and commercial land administration. Meanwhile, critics of the MCC Compact raise a host of legal, environmental, and external political interference issues. As Sri Lanka prepared to make a decision on whether to proceed with the MCC Compact, a simple cost-benefit analysis of the MCC-Sri Lanka Compact from a national economic perspective is imperative.

The European Union is arguably the global power most devoted to the environmental conservation and combating climate change. However, isolated actions tend to prove ineffective in achieving these objectives. Central America has received little attention in the Russia Federation’s ‘return’ to Latin America. The region’s small population and underdeveloped markets make it relatively uninteresting for a far-off country like Russia. Yet, in recent years, Russia has intensified and diversified its engagement with Central America, expanding beyond Moscow’s traditional partner, the Republic of Nicaragua. Central American leaders want more trade and investment with Russia as Moscow seeks to bolster its presence in the Caribbean. However, tense relations between Managua and its neighbors could make Moscow’s defense cooperation with Nicaragua counterproductive. Seeking to become a significant player in the region, Moscow is set to expand its presence in Central America through bilateral and multilateral channels, a move that will likely affect the region’s conflicts.

The EU-China economic relationship is transitioning to a new era. Years of soaring Chinese investments in Europe are increasingly met with unease by EU leaders. Beijing’s influence on the activities of its global economic actors have resulted in economic security concerns about critical infrastructure and national security on the continent. A hectic debate about security risks of Chinese technology companies and a new EU regulation on a common investment screening regime are evidence of an ongoing policy response to perceived growing risks from economic interdependence. Europe is right to acknowledge these risks. But Europe is also divided. Lacking common priorities for action makes individual policies vulnerable and insufficient. A new EU strategy on China must start at home. Of course, Member States’ political expediency is the Union’s eternal handicap. This policy brief offers three lines of action in which policy reform can support Europe’s resilience and reinforce the foundation of an EU strategy on China

In 2017, the EU launched an ambitious programme of investment mobilisation in Africa and the Neighbourhood: the External Investment Plan (EIP). The EIP aims to increase the scale, impact, and coherence of EU-supported external investment by introducing various innovations to the European financial architecture, including a new guarantee mechanism and a unique “three-pillar” approach to investment support. The European Commission is proposing a significant expansion of the EIP under the EU’s new long-term budget, the Multiannual Financial Framework 2021–27, replacing the current plethora of investment tools and modalities with a single framework. This paper provides a comprehensive overview of the evolution of the EU’s complex external investment architecture. Based on interviews with stakeholders, it documents lessons learned during the EIP’s first year of implementation and proposes a series of options for the design and operationalisation of the new investment framework. To increase the additionality, development effectiveness, and efficiency of EU-supported external investment, it recommends that the European Commission improve the current architecture by providing greater policy steer to investors; increasing competition among institutions for investment support; clarifying linkages between the three pillars; setting clear guidance, fee structures, and standardised contractual terms; and strengthening management of investment tools.

50. Financing social investment for an economy of well-being: Moving from good practices to a paradigm shift

Growing socio-economic disparities in the EU, both within and between member states, pose a serious threat to the Union’s social model, political viability, and its economic strength. In the absence of adequate levels of public investment, and with the added pressures of an ageing population and societal changes, Claire Dhéret and Marta Pilati make the case for a paradigm shift in the financing of social investment. The latter is based on the idea that investing in human and social capital enhances individuals’ capabilities and enables them to successfully participate in society and the economy, resulting in a more skilled, resilient and healthy workforce. But where will the money come from? In this Policy Brief, Dhéret and Pilati investigate the unlocked potential of EU financial instruments in fostering social investment, and the unique opportunity provided by the next Multiannual Financial Framework (2021-2027) and the InvestEU programme. Although the Commission’s efforts have been commendable so far, they argue for additional EU measures to ensure the creation of a genuine market for the social economy, which will not only help re-invigorate Europe’s social model but also make it a global champion for an ‘economy of well-being’. The EU can do this by: (1) ensuring that financial regulation is not an obstacle to social investment; (2) supporting social innovation throughout the entire social policy production chain; and (3) integrating national social investment strategies into the larger European policy framework.
