Abstract:
Digital culture already is the present in which we live. The wounds of transition from the analogue model are being gradually left behind and a new model of culture has taken root in our societies. A model whereby users are no longer limited to consume what the media and cultural societies generate, but are now active elements in their circulation and, often, of creativity itself. Evidentently, this new model has generated disruptions and transformations, which, in the case of music, were initially dramatic. But right now the music market is taking advantage of the oportunities in the Internet, and has been growing during the last four years, with the digital market in Spain receiving in 2016 over one hundred million Euros -61% of its revenue. (Promusicae, 2017), while a new panorama is consolidating with new actors, new relationships among them and new ways of action from authors, industries, technologies and users. This work will explore the exisiting interweaving tensions, endeavoring to point out some ecommendations towards a horizon that brings together the potentialities of technologies, the fair remuneration of those whose way of life is music, and the daily practices of the listeners who make music so important .

62. Rent Seeking and Entrepreneurship: Internet Startups in China

Abstract:
Against all odds, China has developed one of the most vibrant Internet industries in the world. According to Atomico (2015), which tracked venture capital (VC)-funded startups in the world, there were 156 Internet startups that had been founded in 2003–14 and that had become billion-dollar companies (based on market capitalization) by the end of 2014 after initial public offerings (IPOs). The United States leads the list with 86 companies, followed by China’s 30, and Sweden’s 5. All Chinese billion-dollar startups are consumer-related, while billion-dollar startups in other countries include business applications, games, and others. Similarly, the Wall Street Journal tracked unlisted VC-funded startups and identified 78 of them whose market valuation (measured by financing terms in the most recent round of funding) had exceeded one billion dollars in March 2015 (Table 1). The list includes startups in the Internet as well as other sectors. Again, the United States leads the list with 50 ventures, followed by China’s 8. All Chinese ventures are Internet-related, if Xiaomi, which tops the list of all startups and sells smartphones on the Internet, is also counted as an Internet company (Dow Jones Venture Source 2015). In short, Chinese startups are numerous, vigorous, and most successful in Internet-based consumer business.

Abstract:
Cybersecurity has steadily crept to the top of the national security agenda. Simultaneously, a merger of the physical and virtual worlds is noticeably underway. A confluence of technologies has come together to make this possible under the rubric known as the Internet of Things (IoT). This merger will bring sensors and computing devices totaling in the billions to connect objects together in a network that does not require human intervention, along with which will come much vaunted benefits, knowable risks, uncertainties and considerable security dilemmas. Using the past as a predictor of future behavior, a vast increase in hackable devices will create equally vast vulnerabilities that will now touch the physical world. Yet the IoT will also present opportunities that are just now being imagined, likely making the Internet revolution seem small by comparison. While technological growth often appears to outpace policy, government retains the power to convene and ultimately to regulate. This article examines why policymakers should care about the IoT, the significant trends for the next five to ten years, and likely security implications stemming from those trends. The article finalizes with an overview of policy considerations.

Turkey is emblematic of the promise of the digital revolution that is now sweeping through similarly emerging middle-income democracies around the world. Yet its approach to expanding internet penetration is shaped by its own set of political and social conditions. Wider internet access and use could contribute to a more dynamic Turkish economy that is driven by greater online competition and entrepreneurship. Turkey could likewise provide more efficient, responsive government services to more of its citizens by harnessing information and telecommunications technologies. But the efforts to reap these rewards are hindered by wide disparities in internet access and online literacy, as well as by very different customs that divide men and women, the old and the young, and urban and rural citizens. These divides are evident in the nation’s digital disparities and have roots in the country’s recent political history and social norms. At first glance, Turkey’s rapid but uneven economic development over the past several decades—with all of the accompanying social fissures—is akin to the experiences of other developing nations such as Albania, Chile, or Brazil. And Turkey, like other emerging middle-income democracies, is grappling with the need to privatize the internet and communications industries, which are often powerful political players with deep ties to ruling parties and with little interest in fostering serious online competition. But Turkey’s challenge of providing more internet accessibility at more affordable prices—a key step to becoming a full-fledged developed democratic nation and a new member of the European Union—faces obstacles that are particular to Turkey’s political economy. The ruling Justice and Development Party—more commonly referred to by its Turkish acronym, AKP—must calculate the political gains and losses of more widespread internet access, particularly for those conservative working-class rural voters who are the backbone of its political strength.

65. Fostering Pro-social Behaviour Online: „Nudges‟ in the Right Direction

Abstract:
The internet penetration and the consequent creation of hyper-connected reality has exposed the Singaporean population to much more diversity of thoughts and influences. In this environment, efforts to maintain social cohesion and multicultural tolerance among the population is now even more challenging. In light of this, this paper attempts to explore the means available to maintain pro-social behaviour and build a culture of respect online. By assessing the current measures undertaken in Singapore, this paper argues that the majority of the strategies are “mind changing” such as education and awareness raising campaigns. However, by taking into account the specificity of the internet interaction, it is suggested that these strategies could be further enhanced by adopting a “context changing” approach in the online interaction by using specific behaviour influencers such as social norms, priming and messenger approach.

66. Toward a Social Compact for Digital Privacy and Security

Abstract:
On the occasion of the April 2015 Global Conference on Cyberspace meeting in The Hague, the Global Commission on Internet Governance calls on the global community to build a new social compact between citizens and their elected representatives, the judiciary, law enforcement and intelligence agencies, business, civil society and the Internet technical community, with the goal of restoring trust and enhancing confidence in the Internet. It is now essential that governments, collaborating with all other stakeholders, take steps to build confidence that the right to privacy of all people is respected on the Internet. This statement provides the Commission’s view of the issues at stake and describes in greater detail the core elements that are essential to achieving a social compact for digital privacy and security.

Abstract:
This article considers whether the Internet has become so significant, for the provision of, and access to, information and in the formation of political community and associated questions of participation, that it requires further human rights protection beyond freedom of expression. In short, should Internet freedom be configured as a human right? The article begins by considering the ubiquity of the Internet and its significance. A wider historical view is then taken to understand Internet freedom in terms of its lineage and development from earlier debates over freedom of expression and the right to communicate, through to the recognition of the significance of an information society and the need for Internet regulation on the international plane. The current debate over Internet freedom is then analysed with particular focus given to Hillary Clinton’s speech on Internet freedom and its subsequent articulation by Special Rapporteur Frank La Rue. The concluding part introduces the critical work of Evgeny Morozov and Jaron Lanier to an international law audience in order to deepen the debate over Internet freedom and to point to the concept’s limitations and dangers. It is too early to say whether a ‘right to Internet freedom’ has achieved universal recognition, but this article makes the case that it is worth taking seriously and that Internet freedom may need its own category of protection beyond freedom of expression.

Abstract:
The four countries are selected and compared based on their use of e-government as a tool to work and share information more effectively while delivering better services to the public. It also provides a general understanding of e-government and uses different variables to discuss the reality of e-government development and e-participation over the last few years in these four countries. In view of this, the time series data are collected from the United Nations e-government survey to highlight developing trends in e-government along with issues and challenges, best practices, and opportunities for the development of egovernment. As a result, this study finds that real e-government remains a distant hope in these countries due to the expense of supplying technology, a lack of infrastructure, limited human capital and a weak private sector.

69. The “Chief” and the New Baraza: Harnessing Social Media for Community Policing in Kenya

The exponential growth of social media use in Africa is not in doubt. The rapid rise in the use of mobile telephony, coupled with the spread of Internet-enabled gadgets, has made social media the latest catalyst of a grand transformation in Africa’s social and political complexion. This essay reveals how a local chief in Kenya has taken to using the microblogging website Twitter to radically transform the historical meeting place known as the baraza into a site of peacebuilding and community policing. In this study, the main aim is to show how information and communication technologies (ICTs) are used every day in Lanet Umoja and how they punctu- ate ordinary life to build, in a subtle yet effective way, a more cohesive soci- ety at a very local level. Without exaggerating the impact and place of ICTs in building peace in Africa, I intend to show how a local actor, using local social structures and infrastructures, has attempted, with varying degrees of suc- cess, to create predictable patterns—or routine forms—of consumption and use of ICTs that, in a sense, reproduce a communication “fabric” for fighting crime, responding to emergencies, and creating a virtual vigilante. His use of an ICT also acts as an experimental form of spiritual healing. As several other scholars have argued, caution is needed in making broad claims regarding the impact of ICTs in Africa and whether they are simply refashioning existing communication structures (Nyabuga 2008; Asiedu 2012; Berger 2012; Mudhai et al 2011). In pursuing this study, I had, therefore, to take note of three broad aspects of my research. One was the main actor (the chief), the second was his medium (Twitter; mobile telephony), and the third was his audience (residents of Lanet Umoja). Using Manuel Castells’s idea of the network and John Postill’s of concept actors or agents in a “networked community,” I attempt to show how these three components interact to reproduce the aforementioned “fabric.”

70. Manufacturing Consent in Cyberspace: China’s “Fifty-Cent Army”

Abstract:
Studies on public expression in China tend to focus on how the state and internet users (netizens) struggle over the limits of online expression. Few have systematically traced discourse competi- tion within state-imposed boundaries, particularly how the authoritar- ian state has adapted to manage, rather than censor, online expres- sion. This paper explores and evaluates the state’s attempts to ma- nipulate online expression without resorting to censorship and coer- cion by examining the role of internet commentators, known as the “fifty-cent army”, in Chinese cyberspace. To cope with the challenge of online expression, the authoritarian state has mobilized its agents to engage anonymously in online discussions and produce apparently spontaneous pro-regime commentary. However, due to a lack of proper motivation and the persistence of old propaganda logic, this seemingly smart adaptation has proven ineffective or even counter- productive: It not only decreases netizens’ trust in the state but also, ironically, suppresses the voices of regime supporters.
