Abstract:
This is an important book, which is long overdue. As the centre of gravity in world politics moves, slowly but inexorably, from West to East, we will all need to know how world affairs are understood and interpreted in both the new power centers and, just as importantly, in countries that have no pretensions to great power status themselves, but must coexist in the neighborhood of the new giants. At least we all need to know about it on the plausible assumption that in the future, as in the recent past, the process of global integration will continue. If, in the face of some future catastrophe, we retreat into our separate civilizational and cultural comfort zones, it may not matter so much. This is not an impossible future, but given the power, reach, and rapid development of modern communications and information technology, it seems a highly improbable one.

902. Nuclear Logics: Contrasting Paths in East Asia the Middle East

Abstract:
For those who live in the American International Relations community, Etel Solingen's Nuclear Logics: Contrasting Paths in East Asia the Middle East undoubtedly represents a stunning success of the study of nuclear proliferation. In 1994, Solingen published an influential article in this field of research, 'The Political Economy of Nuclear Restraint', in International Security, and argued that countries with ruling coalitions pursuing economic liberalization have stronger incentives to refrain from developing nuclear weapons than those with 'inward-looking, nationalist, and radical-confessional coalitions'. Based on the review of cases in South Asia, on the Korean Peninsula, in the Middle East, and in Latin America, she concluded that the former are internationalist in nature and are unwilling to damage international trade and investment by going nuclear, whereas the latter are more likely to pursue nuclear weapons because they care much less about the economic costs of nuclearization. In Nuclear Logics, Solingen expands such findings of her 1994 article and argues even more persuasively that 'internationalizing models of political survival make the development of nuclear weapons less likely than inward-looking models' (p. 46). Starting from 'the puzzle of contrasting historical trajectories' across East Asia and the Middle East since the late 1960s (p. 4), Solingen conducts the first ever 'systematic efforts' (p. 11) to explain why East Asia has largely moved toward denuclearization while the norm among the core Middle East powers has been nuclearization. Criticizing four alternative theories of nuclear choices of states, i.e. neorealism, neoliberal institutionalism, constructivism, and 'theories about democracy and foreign policy', as insufficient to solve her puzzle, Solingen insists that the study of nuclear proliferation must pay more attention to the effects of internationalization on domestic politics and nuclear policy. According to Solingen, '[w]hereas inward-looking models might have regarded nuclear weapons as assets in the arsenal of building regime legitimacy, outward-oriented ones regarded them as liabilities' (p. 277) and the two distinct patterns of nuclear choices in the Middle East and East Asia during the 'second nuclear age' can be well explained by the heavy regional concentrations of respective models in respective regions. In East Asia, the concentration of leaders who stake their political survival on economic growth through integration into the global economy reinforced individual, domestic incentives of leaders to avoid nuclearization across the borders. In the Middle East, the concentration of leaders who resist internationalization by trade protection, import substitution, and state entrepreneurship had the opposite effect. In fact, Solingen's careful case studies of four 'nuclear aspirants' in East Asia and five in the Middle East successfully demonstrate that '[t]he nuclear choices of all pertinent cases' in the two regions since the 1960s 'are compatible with domestic survival models' (p. 277).

Abstract:
Following last year's strong Chinese criticisms of US and regional moves seen directed against Chinese policies in Southeast Asia, the reassuring message of good neighborliness and cooperation that Chinese leaders and commentary reverted to at the end of 2010 continued into 2011. The shift was reflected through more positive attention to Southeast Asia and other neighbors, seeking to advance extensive Chinese engagement, especially rapidly growing economic interchange, while endeavoring to play down differences over territorial disputes and other questions. Wariness remained over US policies and practices, but disputes were registered less frequently and in less strident tones than in much of 2010. The treatment was consistent with the improvement in China-US relations registered in Chinese commentary coincident with the prelude and aftermath of President Hu Jintao's January visit to Washington.

Abstract:
As the link between religion and international affairs has come under special scrutiny especially since 9/11, there has been an increase in the number of books and articles that investigate the issues of the public sphere from a faith-based perspective. Edited books have especially enjoyed considerable attention since they bring diverse voices in manageable bits. Some have explored theoretical links between international relations and religion, while others have drawn attention to more practical issues on the ground. Thomas Banchoff's Religious Pluralism, falling between these purely theoretical and completely practical projects, is a book worth reading especially given the diverse backgrounds of the 12 scholars it brings together. These contributors draw attention to the multiple roles religious actors have been playing in the international arena. Religious ideas constitute a market with its supply and demand side and the volume explores the actors, obstacles and possibilities in such a market. Especially with the trauma of 9/11 —and one can make the argument that the trauma actually started with the 1979 Islamic Revolution in Iran— there has been a disproportionate attention given to the violent manifestations of religion. Therefore, the acknowledgement of the constructive role of faith-based initiatives can still be considered a relatively new topic both to the academic and policy worlds. The authors discuss a number of contentious issues that have been subject to heated debates but due to the space limitations that pose a challenge to a thorough review of edited volumes, only a couple of issues are highlighted in this essay.

Abstract:
This brief summarizes the perceptions of Pakistani foreign policy elite about Pakistan's strategy and interests in Afghanistan, its view of the impending “end game”, and the implications of its policies towards Afghanistan for the U.S.-Pakistan relationship. These perceptions were captured as part of a project, co-convened by the U.S. Institute of Peace (USIP) and Jinnah Institute (JI) in Pakistan, aimed at better understanding Pakistan's outlook towards the evolving situation in Afghanistan. A full report carrying detailed findings will be launched in August 2011 in Pakistan. Pakistani foreign policy elite perceive their country to be seeking: (i) a degree of stability in Afghanistan; (ii) an inclusive government in Kabul; and (iii) to limit Indian presence in Afghanistan to development activities. They perceive America's Afghanistan strategy to date to be largely inconsistent with Pakistan's interests. Pakistan insists on an immediate, yet patient effort at inclusive reconciliation involving all major Afghan stakeholders, including the main Afghan Taliban factions. Other issues that Pakistan's policy elite view as impediments to a peaceful Afghanistan settlement include: questionable viability of a regional framework; lack of clarity on Taliban's willingness to negotiate; the unstable political and economic situation in Afghanistan; and concerns about Afghan National Security Forces adding to instability in the future. Project participants felt that greater clarity in U.S. and Pakistani policies is critical to avoid failure in Afghanistan, to convince the Taliban of the validity of a power-sharing agreement, and to urge regional actors to play a more constructive role.

908. Civilianising warfare: ways of war and peace in modern counterinsurgency

This article examines the emergence of counterinsurgency doctrine in Coalition interventions in Afghanistan and Iraq. While counterinsurgency is complimentary to the tenets forwarded by its classical military predecessors in several respects, the article shows that it is also more than a refashioning of conventional military practice. Counterinsurgency is intimately tied to institutional practices that shape global liberal governance. It can be traced to dominant trends in international humanitarian, development and peace interventionism since the end of the Cold War and it deepens the links between the social development of war-affected populations and the politics of international security. Rather than simply a shift in military practice, counterinsurgency is distinguished by its investment in civilian modes of warfare. Counterinsurgency retells the narrative of intervention as part of the evolution of political and economic liberalisation, marking a passage from interventionary force to post-interventionary governance. Modern counterinsurgency, it is concluded, exposes the widening indistinction between contemporary modes of peace and those of war in international relations.

910. Conflict Assessment and Intelligence Analysis: Commonality, Convergence, and Complementarity

Abstract:
A wide consensus has emerged in recent years that successful policymaking and programming in conflict situations must start with an accurate understanding of local context, conflict actors, causes, and the dynamic relationships among them. This recognition has led to a plethora of new analytic initiatives, but little evident effort to exploit potential synergies between conflict assessment and national security intelligence analysis. Conflict assessment and intelligence analysis have different origins, aims, and methods but also a number of important elements of commonality. They both aim to enhance understanding of complicated sociopolitical situations to support better decision making and face many common challenges, including accuracy, precision, timeliness, and relevance. Conflict assessment is marked by its action orientation, its flexibility, and its emphasis on collaborative methods to elicit views on the conflict from diverse perspectives. These attributes may lead conflict assessment processes to be especially able to pick up "weak signals" and to promote cooperation and enhance understanding of the "other side's" perspectives. These strengths of conflict assessment may at times come at the cost of analytic rigor, precision, and sensitivity to the possibility that some stakeholders could provide misleading information. Intelligence analysis is designed to produce objective assessments for government national security decision makers through rigorous evaluation of "all source" data (including classified information) in a competitive environment. Intelligence analysts' independence from policymakers and their adherence to explicit standards of analytic tradecraft should help lead to high-quality analytic products. Potential pitfalls of intelligence analysis include being too reliant on data from clandestine and highly technical sources, being subject to political pressure, and being insufficiently collaborative. Three important global trends tend to push conflict assessment and intelligence analysis toward convergence: the changing nature of national security, the increasing salience of "open source" information, and the growing recognition of the limitations of lone analysts. Deliberate efforts to draw on the methods of both conflict assessment and intelligence analysis will yield fuller and more useful analysis, which should in turn improve the formulation of conflict management, peacebuilding, and national security strategies. Using tools of conflict assessment and intelligence analysis in tandem is one specific step toward fully realizing the complementarity of these two analytic approaches.
