Sebastian Mallaby: We are here to talk to Bob Zoellick. I have been in Washington 16 years, Bob is the personification of the kind of silo busting polymathic energy which says, I am not just interested in international economics, I am not just interested in international relations, I am not just a U.S. government official, I am also going to do multilateral diplomacy. So Bob has been on all sides of those various divides. He has a voracious intellect, so it is always interesting to speak with him whether he is in office or out of office.

862. Domestic hurdles for system-driven behavior: neoclassical realism and missile defense policies in Japan and South Korea

Abstract:
Since the 1990s, Japan and the Republic of Korea have chosen dissimilar policy options with respect to the US-led missile defense (MD) systems in East Asia. What explains the two countries' dissimilar MD strategies? Inspired by neoclassical realism, this study introduces a framework of domestic hurdles that combines Randall Schweller's cohesion model and Jeffry Taliaferro's resource extraction model. It sheds light on the degree of elite cohesion and social and economic impediments as key causal determinants that impede balancing against external threats. Although the influence of systemic variables that suppose optimal policy options, such as balancing, domestic hurdles impede or delay such options. This study will provide useful contributions to international relations by offering comparative and theoretical analyses on different paths that Tokyo and Seoul have chosen for their MD policies.

Indian diplomacy faced a major setback at the Afghanistan Conference in London in January 2010, where Indian concerns were summarily ignored. In one stroke, Pakistan rendered New Delhi irrelevant in the evolving security dynamic in Afghanistan. When Indian External Affairs Minister S.M. Krishna underscored the folly of making a distinction “between good Taliban and bad Taliban,” he was completely out of sync with the larger mood at the conference. Days before this much-hyped conference, senior U.S. military commanders were suggesting that peace talks with the Taliban may be imminent and that Taliban members might even be invited to join the government in Kabul. The West had made up its mind that it was not a question of if, but when and how to exit from Afghanistan, which seemed to be becoming a quagmire for the leaders in Washington and London.

The United States, Japan, and the European Union—the three key consumers of Chinese rare earth materials—formally complained to the World Trade Organization (WTO) in March about Chinese restrictions on its rare earth exports. Several weeks later, China announced the establishment of a 150-plus member association with the official aim of promoting sustainable development within this sector. Some analysts wonder if this is part of a Chinese plan to circumvent international complaints by instituting an oligopolistic arrangement to control its rare earth exports. Others ask if this could be another step in an escalating dispute with China over the global supply of rare earth materials.

China's joint veto along with Russia of the UN Security Council Resolution (UNSCR) on Syria has provoked fierce international criticism. Labeled as “responsible for Syria's genocide,” Beijing's international image has struck a new low. China's decision to cast the unpopular vote was apparently well thought-out, as evidenced by its consistent diplomatic rhetoric and actions, both before and after the veto. However, in analyzing China's motivation, many analysts seemed to have missed an important point. That is, China's experience concerning Libya in 2011 had a direct impact on its actions regarding Syria this time around.

866. Learn by Doing: Expanding International Internships/Work Abroad Opportunities for U.S. STEM Students

Abstract:
Technological innovation is a driving force in every national economy worldwide, including the United States. The U.S. economy requires innovative programs to educate, develop, and train the next generation of globally competent scientists and engineers. Recent studies have identified a pressing need for a U.S. workforce that is more globally aware, more competent in foreign languages and intercultural skills, and more familiar with international business norms and behaviors. In the STEM fields (science, technology, engineering, and mathematics), however, few academic programs provide adequate training and educational preparation in these areas. According to the 2011 IIE Open Doors Report on International Educational Exchange, 3.9 percent of U.S. students who received credit for study or work abroad were engineers, while math and computer science students made up only 1.5 percent of U.S. students studying abroad. These two majors represented the smallest share of U.S. students abroad, other than those majoring in agriculture. While close to 10 percent of U.S. undergraduates study abroad before graduation, less than 4 percent of engineering students participate in study abroad programs; as a result, very few are gaining the global education they will need to be competitive professionals in the global workforce.

Scott Freidheim spoke at the British Academy's International Conference in London in March 2012, presenting U.S. perspectives on study abroad as part of an international panel. At the conference, the British Academy and the University Council of Modern Languages (UCML) released a joint position statement, Valuing the Year Abroad, that advocated support for funding a third year abroad for British undergraduate students and that drew on case studies from a survey they conducted among study abroad alumni. With representatives from the United States, China, and Germany, the international panel was invited to discuss British government and higher education policy on study abroad, and other countries' policies and best practices in study abroad.

Over the past decade, the United Nation's work to combat global terrorism has expanded dramatically. Through the initiatives of the General Assembly and Security Council, a complex institutional architecture has formed that draws on the expertise of a range of UN entities and brings a new range of actors into the focus of counterterrorism work. There are over thirty UN-associated entities that are members of the Counter-Terrorism Implementation Task Force (CTITF) working together to address terrorism and related threats. The entities participating in the Task Force –including the UN Development Programme; The Office of the High Commissioner for Human Rights; the UN Office on Drugs and Crime; Interpol; the World Bank; the Counter-Terrorism Committee Executive Directorate (CTED); and the United Nations Educational, Scientific and Cultural Organization (UNESCO), among others—reflect the 2006 UN Global Counter-Terrorism Strategy. The strategy, adopted unanimously by UN member states, offers a comprehensive plan to combat terrorism. It calls on actors engaged in development, education, human rights, security, and capacity building at the UN to join together in addressing this common threat. This reference guide is intended to make those bodies, and their work, easier to navigate.

To an outside observer, Europe acts as a bloc with all 27 member states discussing issues and unanimously making decisions on foreign policy. But behind the scenes lies a tacit agreement that the largest member states with the most resources take the lead. International relations, as a discipline, is concerned with the many and varied questions that arise through inter-state engagement. Some are trivial and fleeting, specific to a certain space and time and destined to only ever emerge as a sub- specialty, perhaps with a small group of committed yet marginalised scholars pursuing answers to questions that most in the field will only ever consider of secondary or tertiary appeal. Some questions, though, are central to what this social science is about, perhaps none more so than questions of war and peace in international politics. International politics, so said John Mearsheimer, is a ruthless and dangerous business and there is no sector of that business more ruthless or dangerous than war. As a result, understanding why states enter into wars that have, in the last century alone, led to the collapse of empires, the subjugation of great powers and the destruction of man and his environment is essential, if only to mitigate the ruthlessness and danger and not solve it. In this disciplinary and historical context, Richard Ned Lebow's Why Nations Fight: Past and Future Motives for War offers an argument that, if heeded, should teach theorists and practitioners of international affairs just how and why they continue to find themselves embroiled in conflict year after year.
