831. The EU as a Multilateral Rule Exporter. The Global Transfer of European Rules via International Organizations

Abstract:
This working paper investigates the conditions which prompt a variety of non-EU states grouped within an international organization to adopt European rules or standards rather than any alternative rule or standard available for selection. The paper reviews the main conceptual frameworks from research on the bilateral transfer of European rules and highlights similarities between these and alternative explanatory models of rule transfer, diffusion or convergence found in the broader IR literature. After identifying the main differences between bilateral and multilateral rule transfer processes, the paper proposes theoretical amendments to capture the original forms and new channels via which the EU can either impose constraint or seek consent at the multilateral level. On this basis, two hypotheses are formulated whose plausibility is subsequently probed by means of four comparative case studies dedicated to the worldwide transfer or non-transfer of European rules via international organizations.

This Policy Brief updates our estimates of fundamental equilibrium exchange rates (FEERs) to the latest available data. For exchange rates, we apply the average rates of April 2012, while for the International Monetary Fund's balance of payments forecasts, we use the April 2012 issue of the World Economic Outlook (henceforth WEO; see IMF 2012a). This study is the fifth in an annual series, begun in 2008, in which we have used the spring WEO as the basis for drawing out implications for exchange rate changes needed if the world is to approach a reasonably satisfactory medium-run position. In addition, in semiannual updates (most recently in November 2011), we have tracked interim changes in exchange rates but not reestimated the underlying FEERs for the year in question.

834. Prospects for Services Trade Negotiations

Abstract:
Trade and investment in services are difficult to measure, and the regulatory barriers that inhibit the free flow of services are hard to quantify. As a result, very little attention has been paid to dismantling barriers to services trade and investment. Rather, free trade negotiations tend to focus on liberalizing merchandise trade. This paper examines what has been achieved in both regional and multilateral compacts by surveying international precedents involving Asian countries in which services reforms have been included in bilateral and regional trade pacts. The authors then assess the prospects for services trade negotiations and explore how services trade negotiations could be pursued over the next decade through two distinct channels: the Trans-Pacific Partnership (TPP) and a plurilateral approach among groups of WTO countries. The authors find that in the case of developing Asia, free trade agreements have largely excluded services or have only committed to "lock in" current practices in a narrow subset of service sectors. This is also the case in agreements negotiated between developing countries, which have produced less substantial commitments to liberalize services than those negotiated between developing and developed countries. Multilateral negotiations on services have also underperformed, as substantive negotiations on services in the Doha Round never really got underway. To that end, the authors advocate a stronger effort by developing Asian countries to prioritize services negotiations in their regional arrangements and to expand coverage of services in those pacts to a broad range of infrastructure services that are included in other FTAs in force or under construction in the Asia-Pacific region.

835. A North Korean Spring?

Abstract:
Is revolution similar to the Arab Spring possible in North Korea? The answer from most scholars and intelligence analysts has been “no”—that the Pyongyang regime's stability in the aftermath of the events in the Middle East and North Africa is an “old question” that was answered in the 1990s when the DPRK (Democratic People's Republic of Korea, North Korea) faced the most critical test of its life, and survived. The collapse of the Soviet Union, the drastic cuts in patron aid from China, and the onset of famine that killed hundreds of thousands all constituted the ultimate test of DPRK stability, and the regime staggered on through it all. Thus, the assumption is that the Arab Spring has little relevance to the DPRK. The scholarly literature tends to support this assessment. Scholars like Georgetown University's Daniel Byman have argued that Kim Jong-il has effectively “coup-proofed” himself through an elaborate system of patronage, bribery, and draconian rule.

Abstract:
For the first time in at least two decades of reporting the worldwide cost of living survey Zurich sits atop the ranking as the world's most expensive city. An index swing of 34 percentage points pushed the Swiss city up 4 places compared to last year to overtake Tokyo which remains in 2nd place. Geneva, the other Swiss city surveyed saw a 30 percentage point rise in the cost of living to move up six places into joint third alongside Osaka.

Abstract:
Andrew Moravcsik's review of David Marquand's book The End of the West (“Recent Books on International Relations,” September/October 2011) characterized Marquand as both a political turncoat and a weak-kneed, inconsistent thinker who has reversed his position on European integration. These are damaging accusations, and both are manifestly untrue. Marquand has always been a pillar of the United Kingdom's democratic left; he stuck with the Social Democratic Party from start to finish, and he has never wavered in his advocacy of European integration.

Abstract:
Security studies is commonly thought to have emerged as a response to the Cold War, but its roots reach much further back. Historian Edward Mead Earle and his colleagues first addressed the problem of security to cope with the unraveling of the international order in the 1930s. Earle was instrumental in paving the way for security studies as it exists today, laying the foundations for an important discipline that seeks to combine history, economics, and political science to build bridges between the government and academia and use scientific inquiry to inform policy and guide grand strategy.

The study of the history of the discipline of International Relations (IR) has come a long way since Stanley Hoffmann's 1977 seminal article 'An American Social Science: International Relations'. With its focus on the development of IR in the United States, Hoffman's analysis sparked an incendiary debate that still goes on today about the discipline's origins, nature, goals, and assumptions. His insights hinged on fundamental questions about our work as IR scholars, ranging from the kind of valid scientific inquiries IR scholarship represents and/or requires (scientific dimension) to the aims of IR scholarship (normative dimensions), as well as the intellectual and social milieux in which IR scholars evolve and the practices they use and enact (sociological dimensions).

Without question there is no shortage of reflexivity in the discipline of International Relations (IR), to the extent that after several 'grand debates' and numerous 'turns', it seems to have reached a certain intellectual 'surfeit'. One of the reasons is certainly that many of the questions concerned are not logically solvable, and that debates on reflexivity tend to become affective if not religious from time to time. Another reason is that debates are often scholastic, and have nothing to do with either the social life of the researchers or the objects studied. This surfeit should not, however, be an argument for refraining from reflexive exercises. After all, standards of reflexivity are what distinguish scientific practices from those of other knowledge producers. Instead, this observation should lead us to reconsider the connection between the abstract, theoretical, conceptual and the practical everyday. Therefore, this contribution argues for an extended understanding of reflexivity centred on practice and taking advantage from works in the sociology of science.
