821. The roles states play: a Meadian interactionist approach

Abstract:
Constructivist scholars have largely limited their view of how state action is socially constructed to the concepts of norms and identity. As for individuals, however, role-playing is also a core aspect of state activity. I demonstrate the potential of this concept for constructivists on the basis of a reconsideration of the roles states play in international politics - drawing on symbolic interactionism and in particular the thought of G.H. Mead. From a Meadian perspective, roles are sets of appropriate behaviours, not bundles of fixed duties; they emerge in interaction and give the actor a sense of its structure and the scope of possible action. Roles are thus the necessary social vehicle for action in its meaning-creating, identity-affirming sense. Using the illustration of the Suez Crisis of 1956, I develop a 'Meadian interactionist' conceptual approach that builds on previous attempts to harness the potential of the role concept in International Relations (IR) and sharpens constructivist understandings of the links between role, identity, norms, and action in IR.

Abstract:
The article illustrates a constructivist understanding of studying terrorism and counter-terrorism by applying metaphor analysis to a British tabloid media discourse on terrorism between 2001 and 2005 in The Sun newspaper. It identifies four conceptual metaphors constituting terrorism as a war, a crime, an uncivilised evil and as a disease, and it illustrates how these understandings make certain counter-terrorism policies such as a military response, judicial measures or immigration policies acceptable while at the same time excluding from consideration other options, such as negotiations. It thereby re-emphasises that a metaphorical understanding of political phenomena such as terrorism can give International Relations insights into how certain policies become possible while others remain outside of the range of options thought to be appropriate.

825. A Good Office? Twenty Years of UN Mediation in Myanmar

Abstract:
The UN Secretary-General's good offices on Myanmar, now in their twentieth year, have been one of the longest such diplomatic efforts in the history of the world organization. The mandate derives from the General Assembly, which since 1993 has been requesting “the assistance of the Secretary-General” in implementing its annual resolutions on the situation of human rights in Myanmar. Since a special rapporteur was already in place at that time, Secretary-General Boutros Boutros-Ghali defined his role as one of “good offices” rather than fact-finding, a decision that has remained unchallenged.1 An informal 1994 framework agreement with the Myanmar government listed three broad categories of subjects for dialogue: (1) return to democracy, including the 1990 election, the National Convention, and the situation of Aung San Suu Kyi and other political leaders; (2) reintegration of the ethnic minorities into the political life of Myanmar; and (3) human rights and humanitarian issues.Yet, in practice, three successive secretaries-general and their special envoys have focused on the first of these, a return to democracy—and in particular, on mediating between the military government and Aung San Suu Kyi, the leader of the democratic opposition.

The modern international humanitarian system, defined as much by similarities and shared values as by differences and competition among its members, is being tested like never before. The cumulative effects of population growth, climate change, increased resource scarcity, rising inequalities, economic and geopolitical shifts, the changing nature of violence, and rapid technological developments are presenting the humanitarian system with four broad challenges: an increasing humanitarian caseload; the changing nature of crises; a renewed assertiveness of host states; and finite financial resources.

Over the past half-century—what is often called the “American century”—the United States enjoyed extraordinary success, growth, and influence. It was not only the pivotal “arsenal” in the defense of democracy but also the principal exemplar of democratic capitalism that held enormous appeal around the world. During this era, the United States was simultaneously locked in a geopolitical and ideological bipolar struggle with the Soviet Union and, within the free world community, acknowledged as the leader and defender of a broad community of democratic capitalist countries. Not surprisingly, therefore, the United States pursued a multifaceted grand strategy. It played the role of Cold War leader of a coalition in global great power rivalry. It was also the indispensable leader in building order and cooperation within the free world camp. At the same time, the United States often employed its immense influence to advance a universalistic program of human betterment centered on political democracy, market capitalism, free trade, human rights, national self-determination, and international law and organization.

Throughout the years the overwhelming preponderance of US global leadership is debated by scholars and politicians. In light of the 'rise of the rest', this preponderance is either diminishing or still standing. As of now, yet again, the US is a dominant player both economically and militarily. However, economic recession is likely to make the United States put more emphasis on domestic problems and less emphasis on foreign challenges. Since political and economic landscape is swiftly changing overseas, the United States should act accordingly and cooperate with regional powers on issues of mutual interest. Similarly, as current development is under way in the Middle East, the United States should staunchly back Turkey as the regional hub in dealing with Syrian crisis and foiling Iranian menace.
