341. Challenges for the Republic of China: Diplomatic Relations within Latin America after the Regime Rotation in 2016

Abstract:
Due to the policy of “diplomatic truce” during the presidency of Ma Ying-Jeou, and the good will of mainland China, from 2008 to 2016, generally speaking, the number of ROC’s diplomatic allies remained stable, except in November 2013, when Gambia cut its diplomatic relations with Taiwan. However, since President Tsai Ing-wen took office in May 20, 2016, some changes are expected in cross-Strait relations between Mainland China and Taiwan, given the reluctance of President Tsai to express her support to the 1992 Consensus, and the previous reactions of Mainland China. Nowadays, among the 20 ROC diplomatic allies, 11 are located in Latin America. This article tries to respond to the following questions: Is it possible to go back to the bilateral diplomatic competition for recognition by different ally countries, like that maintained during the governments of Lee Tenghui and Chen Sui-bian? Will Mainland China intend to seize more countries that maintain diplomatic relations with Taiwan in order to press Tsai for closer cross-Strait relations? Will the Taiwan´ diplomatic allies in Latin America turn to Mainland China, accepting its offers and incentives?

Where is global economic governance heading? What will the future of global economic governance hold? These questions are on everyone’s lips. In the report of the 19th National Congress of the Communist Party of China, President Xi Jinping reaffirmed China’s foreign policy principle of ‘never seeking hegemony’, but this does not mean that China should disavow the role of international leadership. Indeed, it is now engaged in what might be called a non-hegemonic leadership, which is sure to be hugely significant in the future of global economic governance.

Abstract:
There are so many global threats impacting the future of the Earth but Western democracies fear only one person – Vladimir Putin. That’s because on almost all geopolitical fronts of the emerging multipolar world, Russian President is deftly striking a blow against the collective challenge mounted by the West. It is thus no surprise that the West’s endless dread of Russia’s military power has made Putin the world’s most powerful man. What’s happening in West-Russia relations right now is not a new Cold War. It is not even a renewed East-West divide. It is rather an incredibly high-stakes geopolitical grand game fueled by decades of long-time mutual distrust and competing great power interests.

Abstract:
In March 2018 the Taiwan Democracy and Security Project, a part of the U.S.-Asia Security Initiative at Stanford University’s Shorenstein Asia- Pacific Research Center, convened a workshop that examined Taiwan’s place in the evolving security environment of East Asia. Participants from the United States, Taiwan, and elsewhere in Asia were experts on a wide array of economic, diplomatic, and security topics. The discussions at the workshop were intended to place Taiwan’s security challenges in a broader regional context, to consider possible obstacles to and opportunities for greater multilateral cooperation on security issues, and to devise a set of recommendations for steps that Taiwan and its friends and partners could take to enhance regional security relationships.

Abstract:
The Ukrainian crisis of 2014 has been a popular theme of journal and media articles for obvious reasons. Its “Chinese”, or rather Sino-Russian dimension has been less so, though the Chinese reaction to the Ukrainian crisis and the implications of this reaction represent interesting political phenomenon. This article tries to fill this gap and uses the description of Russia and China policies during the crisis as a case study of Moscow and Beijing political behavior on the international scene in general. Its thesis is that the Ukrainian crisis represents a great case study of these behaviors. Moreover, this case is also a supplement to the general discussion in the field about the state of Russia-China contemporary political relations.

Abstract:
Over 25 years ago, Susan Strange urged IR scholars to include multinational corporations in their analysis. Within IR and IPE discussions, this was either mostly ignored or reflected in an empirically and methodologically unsatisfactory way. We reiterate Strange’s call by sketching a fine-grained theoretical and empirical approach that includes both states and corporations as juxtaposed actors that interact in transnational networks inherent to the contemporary international political economy. This realistic, juxtaposed, actor- and relations-centred perspective on state and corporate power in the global system is empirically illustrated by the example of the transnationalisation of state ownership.

For the Journal’s 19th issue, we explore modern populism across the world. Richard Aidoo looks at the landscape of anti-Chinese populism in the context of Africa’s resource scramble, while Alexander B. Makulilo takes an in depth look at the siren song of populism in Tanzania. Marten Brienen and Carlos de la Torre hone in on populism in Latin America, exploring its early 21st Century evolution and its relationship with democracy respectively. Abstract:
The Geneva Centre for Security Sector Governance (DCAF) and La Strada-Ukraine (LSU) collaborated to assess the current practices of the Ukrainian criminal justice system in responding to violence against women and domestic violence. The specific purpose of this assessment was to explore the readiness of the criminal justice system to implement the principles and obligations associated with the Istanbul Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention), signed by Ukraine in 2011 and soon to be ratified. Intended to serve as a baseline for the development of policies and projects, this assessment is a key contribution to collective efforts to improve the criminal justice system response to violence against women and domestic violence.

Abstract:
Since the early times, security has always been a permanent feature, a fundamental condition and a concern of people living in society. However, in seeking this goal, people have established alliances, agreements, partnerships and multiple forms of cooperation to solve their specific security problems, which in certain historical contexts were decisive for the course of their own history and for the survival of societies. In this context, the African continent presents itself as the cradle of mankind, where the level of insecurity qualifies as critical, which in our opinion allowed studying the vectors of these events. In turn, we try to articulate and explain in the light of African International Relations, the strategic vectors that embody a differentiated approach to security in Africa, revealing the roots of the problems that plague the continent, scrutinizing the situation, identifying the constraints and threats before bringing a set of proposals for the solution of various problems that arise on the continent.

Abstract:
The historical legacy of North Korea is characterized by occupation and conflict, and economic rehabilitation and then collapse, with tragic and widespread consequences for population health. From the standpoint of the historical determinants of health, this paper reviews the health system in North Korea between 1953 and 2016. Ideology and political relations have been dominant forces in determining the evolution of the health care system and population health. Despite the development of an extensive primary health care system in the country from the early 1960s following the establishment of the DPRK state in 1948, the public health system experienced a major decline in the 1990s, with catastrophic implications for the health and survival of the population. In recent years, evidence has emerged of some important public health gains, particularly through immunization, women's and children's health, and communicable disease control initiatives. This experience demonstrates that, within the overall policy context dominated by the historical and political determinants of health, there remains the capacity for implementation of public health programs that can yield both tangible health benefits for the population in North Korea, as well as assist the health system to edge closer to a regional standard.
