Abstract:
President George W. Bush declared recently that “the people of Afghanistan are now free.” While the president boasts, Afghanistan's opium industry, which fosters terrorism, violence, debt bondage, and organized crime, has expanded to the point that it could undermine the entire U.S. and international effort. As President Bush's own special envoy and ambassador, Zalmay Khalilzad, recently admitted, ''[r]ather than getting better, it's gotten worse. There is a potential for drugs overwhelming the institutions – a sort of a narco-state."

2393. The 'Khmer Islam' community in Cambodia and its foreign patrons

Apart from brief references to the arrest in May 2003 of suspected members of Jemaah Islamiyah in Phnom Penh and the later revelation that Hambali (Riduan Isamuddin) had spent six months in Cambodia before being captured in Thailand, the international media have paid little attention to Cambodia's 'indigenous' Islamic community, the Khmer Islam (Islamic Cambodians), numbering around 500,000 in a total population of 12-13 million. Generally described as 'Chams', the majority are the descendants of immigrants from the once-powerful kingdom of Champa located on the central coast of modern Vietnam. But Cambodia's Islamic community also includes the descendants of Malay settlers, perhaps 15% of the total. Members of this latter group are known as Chvea. For the most part living apart from the ethnic Cambodian population both during colonial times (1863-1953) and following independence, the Khmer Islam community played little part in politics. During the Pol Pot regime (1975-79) members of the community suffered grievously, with an estimated 90,000 dying from executions, overwork and hunger and disease out of a total of250,000. Following the fall of Pol Pot the position of the Cambodian Islamic community has attracted the interest of co-religionists in the Middle East and Southeast Asia who have contributed substantial funds for the construction of mosques, the support of Koranic schools and financing of participation in the haj. At the same time there has been a substantial growth in the interchange between members of the Khmer Islam community and fellow Muslims in southem Thailand and Malaysia. Overall, the community remains generally poor and disadvantaged and so potentially unlnerable to external influences.

2394. The Beijing 2008 Olympic Games: China in the limelight

Abstract:
Beijing's successful bid for the 2008 Olympic Games gives China a unique opportunity to signal its emergence as a leading player in the mainstream of international affairs. The Games will provide a unique opportunity to showcase to the international public, as well as to foreign governments and international business, China's technical and organisational capabilities, its cultural and social achievements, and its standing and potential as a global economic power and partner. The ongoing strong commitment to the Games by the national Government, and the rapid and efficient progress made to date by the Beijing Olympic organisers, are impressive; from a technical point of view, China's challenging Olympic project is on track. The Games will make some limited contribution to the extraordinary economic and technological development China is making, particularly in environmental protection. Similarly, the Games have the potential to make some incremental contribution to improving human rights in China. Their significance as a force for change in this area should not be overestimated, however, and the evidence is that the Olympic influence on China's human rights has so far been limited. Despite the good cooperation at the Olympic level that has developed between China and Taiwan in recent years, the hosting of the Games would not stand in the way of drastic action by China if Taiwan pursued independence beyond the limits of its tolerance. Australia's cooperative Olympic links with China, developed during Beijing's bid, add a valuable dimension to the strong and important relationship between the two countries.

2395. NAFTA Dispute Settlement Systems

Building on the 1989 Canada-US Free Trade Agreement (CUSFTA), the NAFTA contains dispute settlement provisions in six separate areas. NAFTA Chapter 11 is designed to resolve investor-state disputes over property rights; Chapter 14 creates special provisions for handling disputes in the financial sector via the Chapter 20 dispute settlement process (DSP); Chapter 19 establishes a review mechanism to determine whether final antidumping and countervailing duty decisions made in domestic tribunals are consistent with national laws; and Chapter 20 provides government-to-government consultation, at the ministerial level, to resolve high-level disputes. In addition, the NAFTA partners created interstate dispute mechanisms regarding domestic environmental and labor laws under the North American Agreement on Environmental Cooperation (NAAEC) and the North American Agreement on Labor Cooperation (NAALC), respectively. This chapter examines the first four dispute settlement systems; the NAAEC and NAALC systems are evaluated in the environment and labor chapters of this book.

In 1985, the global economic world (N. America, S. America, Western Europe, Japan, Asian Tigers, Africa) consisted of 2.5 billion people. In 2000 as a result of the collapse of communism, India's turn from autarky, China's shift to market capitalism, global economy encompassed 6 billion people. Had China, India, and the former Soviet empire stayed outside, global economy would have had 3.3 billion.

2397. A Short History of the Washington Consensus

The term “Washington Consensus” was coined in 1989. The first written usage was in my background paper for a conference that the Institute for International Economics convened in order to examine the extent to which the old ideas of development economics that had governed Latin American economic policy since the 1950s were being swept aside by the set of ideas that had long been accepted as appropriate within the OECD. In order to try and ensure that the background papers for that conference dealt with a common set of issues, I made a list of ten policies that I thought more or less everyone in Washington would agree were needed more or less everywhere in Latin America, and labeled this the “Washington Consensus.” Little did it occur to me that fifteen years later I would be asked to write about the history of a term that had become the center of fierce ideological controversy.

When Luiz Inácio "Lula" da Silva was elected president of Brazil in October 2002, popular expectations nearly across the political spectrum were so enormous that he was bound to disappoint someone. Indeed, what is remarkable about the present situation in Brazil is just how popular Lula remains (60 percent approval rating) in spite of a conservative fiscal policy, a modest uptick in the unemployment figures, a willingness to expend valuable political capital on pension and tax reforms, a financial scandal involving his chief of staff, and an embarrassing threat to expel a New York Times journalist.

2400. The Last Days of Bolivia?

Last October Bolivia experienced a social and political upheaval that forced the resignation of President Gonzalo Sánchez de Lozada and shook the capital, La Paz, to its very foundations. The headquarters of all the political parties supporting the government were burned to the ground; toll booths and other symbols of government authority were destroyed or disabled; even the Ministry of Sustainable Development—a magnificent Art Deco building that once housed the business offices of the Patiño tin empire—was gutted. Although a measure of normality has been restored since then, there is no certainty that stability is here to stay. As recently as late April, the lobby and lower floors of the congressional office building were demolished by a suicide bomber, and the successor regime—led by Sánchez de Lozada's former vice president Carlos Mesa—is attempting to buttress its shaky legitimacy through a series of tawdry gimmicks. These include attempts to govern without parties; denying natural gas to Chile, Bolivia's hated neighbor; threatening to overturn long-standing contracts with international energy companies; and brandishing a plebiscite which may well take the country—or at least an important part of it—outside the world economy. Republics do not normally commit suicide, but Bolivia may be an exception. If current trends continue, we may witness the first major alteration of the South American political map in more than a hundred years.
