Abstract:
The social sciences have many different understandings of 'normative power'. The purpose of this brief is to help clarify the concept of normative power in world politics as developed in European Union (EU) studies over the last ten years. The brief uses a five-point conceptualisation of normative power as being ideational; involving principles, actions, and impact; as well as having broader consequences in world politics. For each point both a general observation about world politics and a specific comment about the EU is made.

1062. Travel Restrictions Not a Cure for Swine Flu Outbreak

Abstract:
The outbreak of a new strain of deadly swine flu, which has killed more than one hundred people in Mexico and spread to the United States and Europe, has global health experts considering whether this may be the start of a long-feared pandemic. Michael T. Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota, says there are a lot of unknowns about the new flu strain but so far it presents "a very different picture" from that of recent avian flu outbreaks and the 2003 sudden acute respiratory syndrome (SARS) outbreak. "Osterholm says it may be a matter of months before experts understand the disease. He cautions against international policy overreactions, citing some countries' travel warnings and bans on some imported foods from the United States and Mexico as "hysterical." He says the best way to deal with panics is to keep people informed and not create false expectations.

Abstract:
Ahmet Davutoğlu was appointed Foreign Minister of Turkey on May 1, 2009. Chief advisor to the Prime Minister since 2002, Davutoğlu is known as the intellectual architect of Turkish foreign policy under the AK Party. He articulated a novel foreign policy vision and succeeded, to a considerable extent, in changing the rhetoric and practice of Turkish foreign policy. Turkey's new dynamic and multidimensional foreign policy line is visible on the ground, most notably to date in the country's numerous and significant efforts to address chronic problems in the neighboring regions. Davutoğlu's duty will now shift from the intellectual design of policies to greater actual involvement in foreign policy, as he undertakes his new responsibilities as Minister of Foreign Affairs. The Davutoğlu era in Turkish foreign policy will deepen Turkey's involvement in regional politics, international organizations, and world politics.

1064. Beyond Convergence versus Path Dependence: The Internationalization of Industrial Relations at Ford Germany and Britain (1967–1985)

Abstract:
For a long time scholars of industrial relations tended to associate notions of internationalization with the debate about the cross-border convergence of industrial relations systems. Convergence versus path dependence was thus a key controversy in industrial relations studies for decades. This debate was mirrored in multinational companies when their attempts to “export” industrial relations practices to foreign subsidiaries encountered host country influences that constrained such attempts. In recent years many scholars shown the need for a wider and more complex analysis of internationalization processes that goes beyond the convergence/path dependence dichotomy. Building on this development, the paper presents a historical case study of the impact of cross-border subsidiary integration on industrial relations at Ford Germany and Ford UK between 1967 and 1985. I argue that convergence and path dependence need to be combined with a third “differential internationalization” approach that reflects the country-specific gradual change that emerges from subsidiary integration. The paper concludes by reflecting on the implications of the case study for contemporary internationalization debates.

Abstract:
What alternatives to rational choice theory do exist to explain economic phenomena? I argue that American pragmatism presents a viable alternative for the explanation of key economic incidences. First I illustrate the foundations of pragmatism using three problems regularly encountered in action theory. Then I show how innovation, institutional change, price formation and actors' preferences can be analyzed based on pragmatist premises. I conclude by reflecting on why pragmatism has found so little recognition in economics.

Abstract:
The food price increases of 2007 and 2008 focused attention on a global food crisis that was already affecting more than 850 million people. Even before the 2008 food riots, some 16,000 children were dying every day from hunger-related causes – one every five seconds. The United Nations Food and Agriculture Organisation (FAO) estimates that by the end of 2008, rising prices had added 109 million to the ranks of the hungry. Today, about one in six of the world's population goes short of food, almost a billion people.

Abstract:
Uzbek lawmakers have been working hard to attract foreign investors into exploration and production in Uzbekistan. This paper will describe these laws and use a computable general equilibrium (CGE) model to analyze their macroeconomic effects on Uzbekistan and beyond. This analysis does not attempt to quantify the causal relationship between Uzbek laws and the amount of investment. Instead, the focus of the paper is closer to the following questions: successful or not, is the Uzbek campaign to attract foreign investment a good idea at all? Who wins and who loses? Results of the model suggest that Uzbekistan would be better off overall from foreign investment in its natural gas sector, due mostly to improvements in overall production efficiency and terms of trade. However, the gain in the natural gas sector would come at the expense of production and net exports of non-petroleum related industries.

Abstract:
In the People\'s Republic of China, the Great Western Development Drive has been promoted as a solution to the economic inequalities that exist between the eastern and western regions of the country. Although the initiative has overt economic objectives, these are accompanied by political objectives of internal security in the Xinjiang Uyghur Autonomous Region, an area also known as East Turkestan. The Great Western Development Drive also works in conjunction with China\'s economic and political objectives for the Shanghai Cooperation Organization. As a bridge to the markets of Central Asia, the Great Western Development Drive in East Turkestan has built an infrastructure with which China can export goods and import natural resources. Greater economic cooperation between Central Asia and China has also permitted the silencing of Uyghur dissent in Shanghai Cooperation Organization member states. The net result of China\'s expansion into Central Asia for Uyghurs in the region and in East Turkestan has been economic and political marginalization, most notably in the visible exclusion from the policies and projects of the Great Western Development Drive.

Abstract:
The Russian Armed Forces not only expelled invading Georgian troops from the separatist region South Ossetia, but they also entered Abkhazia and marched deep into Georgia proper over the course of the "five day war" in August 2008. The following report analyses Russia\'s military preparations since spring 2008, an aspect hitherto almost unknown among politicians, the media and the public in Western Europe and North America. They included the shooting down of a Georgian drone by Russian fighter jets over Abkhazia, a massive increase of Russian "peacekeeping troops" along the Georgian-Abkhaz armistice line, the deployment of Russian railway troops to Abkhazia and the "Kavkaz 2008" military exercises. These developments occurred against the backdrop of political events, such as demands made by the Russian State Duma to recognise South Ossetia and Abkhazia as independent states, Russia\'s decision to withdraw from the CIS economic embargo against Abkhazia and NATO\'s refusal to offer membership to Georgia.

Hewitt: Sukhum and Tskhinval as metonyms for the Abkhazians and (South) Ossetians respectively, would strenuously object to the implication that Abkhazia and South Ossetia represent “parts” of a Georgia wherein they could be parties to any “national” reconciliation.
