Abstract:
Many of today's international institutions were created at the end of World War II, more than 60 years ago. Since then they have responded in many significant ways to the challenges arising during the second half of the 20th century, including decolonization, the end of the cold war, global security, environmental threats, and global poverty. Even though many new global and regional organizations were added since 1945 — when the United Nations was created and the Bretton Woods organizations opened their doors — very little has been altered in the basic structure of these global institutions.

Abstract:
Some critics allege that the human rights regime is based upon the values of liberal individualism and therefore inappropriate for communities that do not share a commitment to these values (Pollis and Schwab 1979). Such critics characterize human rights as being either irrelevant because of the lack of fit between liberal individualism and more community-based cultures or, even worse, as an imperialist tool in the hands of the West. However, the individual rights that are secured by the international human rights regime can be used for a variety of different purposes, including both liberal and non-liberal ends. A person, or a group of persons, may use the individual freedoms secured by international human rights treaties to express opinions that are entirely inconsistent with, or even in certain respects contrary to, liberal political ideals. To restrict the rights of this individual to the expression of liberal ideals would be, ultimately, inconsistent with the idea of freedom underlying these rights. Because liberalism values the autonomy of the individual (and, arguably, the autonomy of the community) above that individual's willingness to embrace any particular ideas, a liberal approach to human rights enables individuals and communities to utilize their rights and freedoms in a broad manner of ways. Recent progress in the area of indigenous rights underscores the extent to which the rights secured by the international human rights regime, though expressed in liberal individualistic terms, can nevertheless be used to secure non-liberal communitarian goals.

Abstract:
Former British prime minister Tony Blair, now the Quartet's special Middle East envoy, has announced that he will soon determine the first set of projects meant to improve economic conditions in the West Bank, specifically mentioning projects around the town of Jericho. Although Blair will no doubt ignore calls from Hamas supporters to bolster their Gaza regime, it remains to be seen which projects in the West Bank he believes are worthy of funding. Regardless of what he decides, there are a few considerations he should take into account in trying to ensure West Bank stability at a time when new peace initiatives are unfolding.

Abstract:
Recent investigations, not least by the EP Temporary Committee, have shed light on the illegal practice of extraordinary renditions and unlawful detentions by foreign security services on European territory with the alleged involvement of certain member states, which suggests that the line between cooperation and complicity has become blurred. This paper addresses the issue of how EU member states could not resist taking advantage of extraordinary renditions and unlawful detentions and how they still profit from such practice. Recent examples of this kind of profiteering are provided, together with an assessment of their legality.

The partners to this project, the PfP Consortium Security Sector Reform Working Group (under the chairmanship of the Geneva Centre for the Democratic Control of Armed Forces – DCAF) and the PfP Consortium Study Group on Regional Stability in South East Europe (under the chairmanship of the Austrian Ministry of Defence), together with the Croat Institute for International Relations – IMO – Zagreb, together with the Western Balkan policy community, reviewed the democratic standards for security sector reform and governance and the development of the preaccession SSR conditionality in the light of the evolving Security Sector Reform concepts of NATO, the EU and other International Organisations.

To fulfill Turkey's mission as a ʺcivilizational connectorʺ between Europe and Asia, Turkey must be a full member of the East Asian Summit. The path towards this goal, among others, requires Turkey to be a Dialogue Partner of ASEAN. Once ASEAN sponsors Turkey's membership in East Asian Summit, Turkey would then be strategically positioned to be a key member with some of the world's most monumental economic and political powers in its midst. Indeed, if Turkey is a member of East Asian Summit, ideally by 2010, Turkey would be in a better position to realize its strategic, civilizational, and historical depth.

Abstract:
“Building security in our neighbourhood” is one of the three objectives of the European Security Strategy (ESS) .This document, which was approved by the European Council in December 2003, defines the major threats and security objectives of the European Union. The three objectives identified addressed the key threats (terrorism, proliferation of weapons of mass destruction, regional conflicts, state failure, and organised crime), building security in the neighbourhood, and building an international order based on effective multilateralism. Among the three, two of them are linked to the EU's neighbourhood. The objective of addressing the key threats only indirectly relates to the areas surrounding the EU. Not all of these security challenges coming from the EU's neighbourhood area are specific to the region; however, the impact of these challenges on EU security, either real or perceived, can still be greater because of geographical proximity. On the other hand, the objective of building security in the neighborhood is directly related to the areas surrounding the EU.
