Abstract:
The EastWest Institute has released a new report on U.S.-China relations—"Alternative” Strategic Perceptions in U.S.-China Relations. The report lays out the differing strategic perceptions of the United States and China with respect to some of the most topical and challenging issues on the U.S.-China agenda today. These starkly differing perceptions inform and exacerbate actual policy and fuel mistrust and broad mutual strategic suspicion. By exposing the diverging perceptions of the two countries and bringing those perceptions into the fabric of bilateral discourse more explicitly and honestly, this report creates the basis for a more honest, substantive, constructive, fruitful and mutually beneficial dialogue.

Abstract:
Falling oil and gas prices and shrinking demand across global energy markets pose enormous challenges for energy exporting countries like Iran and Saudi Arabia and lead to decreasing revenues from this sector. Despite differences in the structures of their respective national economies, both countries share common challenges in adapting to this new situation. High youth unemployment rates, an underrepresentation of women in the workforce, a public sector unable to absorb the high numbers of university graduates as well as environmental degradation and pollution, all constitute major problems for both countries and their economies. But, while solving many of these issues would ideally demand bilateral cooperation, a political climate of mutual mistrust and enmity currently inhibits such a process.

On March 13, 2017, the EastWest Institute (EWI), in concert with the China Institutes of Contemporary International Relations (CICIR), convened the first ever conference on prospects for infrastructure cooperation between the United States and China. This conference, held in Beijing, brought together a U.S. delegation comprising investment and infrastructure experts—some of whom have advised the Trump administration on infrastructure—with Chinese counterparts from a number of private sector and state-owned enterprises. Discussion throughout the conference focused on the policy priorities of the Trump Administration; the Trump administration’s vision for the development of U.S. infrastructure; the current state of U.S.-China relations; and opportunities, challenges and recommendations for U.S.-China infrastructure cooperation.

Abstract:
Disputes over water constitute a major area of disagreement between Israel and Palestine. The uncoordinated and irresponsible environmental actions on both sides have created serious ecological and humanitarian hazards that require rapid, yet sustainable action. Those who argue that the water problem can be resolved only as part of a comprehensive peace deal between the Israelis and Palestinians fail to recognise both the urgency and the potential of cross-border water cooperation. The bottom line of this Flanking Cooperative Idea is that because water- and sanitation-related issues extend both horizontally across national borders and vertically across various sectors, environmental cooperation can be used to create positive linkages with and spill-overs into other policy fields with the potential to initiate new forms of collaboration in currently deadlocked areas, including the field of disarmament and non-proliferation.

Abstract:
An insecure supply of clean water raises the dangers of economic disruption, social tension, and even conflict over water resources at both the domestic and international levels. These dangers are highest where water is scarce and governance (at the domestic or international levels) is poor. Asia provides the most powerful illustration of water security risks, with significant challenges that affect both the water supply and demand sides, as well as important governance shortcomings. While there are enormous disparities across Asia in terms of this issue, the continent’s overall water outlook is discouraging. Much of Asia suffers from the consequences of investments in supply-side water infrastructure projects that have emphasised gigantic scale over the efficient use of water. These investments have often been made without adequate consideration of their economic, social, diplomatic and environmental costs, nor with much concern for long-term impact. The rapid pace and massive scale of Asian urbanization are placing new stresses on water demand, because city dwellers consume more water than their rural counterparts. Water experts and practitioners across Asia are fully aware of the continent’s many problems and are diligently working to overcome them. There will be no easy fix, however, because of Asia’s massive scale plus significant financial, political and institutional obstacles. As in other domains, there is no substitute for good governance. Widespread progress on the continent will occur when local, regional, and national leaders use good data and information to make the right decisions to manage water resources smartly and cooperatively over the long run.

Abstract:
Since Egypt, Iran, and Israel have signed but not ratified the Comprehensive Test Ban Treaty (CTBT), they agree to the goal of prohibiting the testing of nuclear weapons. As a building block towards the establishment of a weapons-of-mass-destruction-free zone (WMDFZ) in the Middle East, they could jointly or concurrently ratify the CTBT, thus creating a de facto nuclear-test-free zone in the region that Saudi Arabia, Syria, and Yemen could join. This could act as a confidence-building measure and facilitate the participation of these states in the activities of the CTBT Organization (CTBTO), which verifies compliance with the test ban.

Abstract:
States in the Middle East/Gulf should consider practical, ready-to-start measures to address the technical and organisational aspects of regional security and bypass the political disagreements on a regional weapons-of-mass-destruction-free zone (WMDFZ). Firstly, establishing a comprehensive expert group on the verification of arms control, non-proliferation, and disarmament would increase confidence in the ability to sustain the provisions of a zonal arrangement. Secondly, creating a regional security centre would provide an institutional mechanism that would facilitate the conversation from within the region and enhance cooperation.

999. A UN Special Envoy to manage the Middle East WMD-Free zone conference process

Abstract:
In view of the failure of efforts to convene a conference on a zone free of weapons of mass destruction (WMD) and their delivery vehicles (DVs) in the Middle East (WMD/DVs-free zone), the Arab countries and the Russian Federation proposed that the United Nations (UN) Secretary-General appoint a special representative to lead the preparatory process for the conference. A process facilitated by such a UN envoy would be compatible with consultations among regional states, including Israel, as advocated by the United States (US). Also, it would allow for broad discussions on both the regional security context and disarmament issues. Such a process would also be an opportunity for submitting contributions from nuclear-weapon states, relevant international organisations, and providers of ideas at the Track II level.
