51. Sanitation in Large and Dense Villages of India: The Last Mile and Beyond

Abstract:
The aim of this white paper is to explore the nuances of the prevalence of on-site sanitation systems in large and dense villages of India. Villages which have a population of 1000 persons or more and a density of greater than or equal to 400 persons per square kilometre were classified as large and dense villages in an earlier research – Towards a New Research and Policy Paradigm: An Analysis of the Sanitation Situation in Large Dense Villages. Stimulated by the findings revealing a preferential pattern for selection of on-site sanitation systems in these settlements, a primary household survey was conducted in large and dense villages from five Indian states - Himachal Pradesh, Punjab, West Bengal, Madhya Pradesh and Tamil Nadu. The survey also included qualitative components – stakeholder interviews and transect walks. In this study the survey data has been canvassed to explore the preference patterns of households and the factors guiding them in their decision making for the construction and maintenance of on-site sanitation systems. We find that these large and dense villages exhibit a higher preference for septic tanks over pits in all states except West Bengal where pits are preferred. A majority of households have reported their toilets were private constructions. We find the preference patterns are manifested not only by the choices of building septic tanks or pits but also through the large variations in their design and sizes which are influenced by socio-economic, technical and behavioural factors. We also find specific trends in demand for desludging services by households which are influenced by internal factors such as their social status and economic well-being and by external factors such as availability of mechanised operators or continued reliance on manual cleaning and their costs which cumulatively constitute the supply side of sanitation services.

In the last few years, Washington has been preoccupied with a debate about the security of the nation’s electric grid. The debate is as old as the grid itself: as electrification has come to drive all commerce and government, making it a key element of the country’s national security, what is the best way to protect the grid from terrorist, weather, or cyber-related threats or attacks? ​ As with most things of a political nature, where you stand depends on where you sit. ​ Proponents of coal, oil, and nuclear make the argument that traditional large-scale power plants are not only vital to grid stability, but also that this centralized generation model is the only economically or techno- logically feasible option.[1] It’s an old argument wrapped in new national security rhetoric, and it’s increasingly straining against the facts. Abstract:
The study determines the impact of infrastructure on economic growth in Botswana. The study employs an Autoregressive Distributed Lag (ARDL) estimation technique to determine how infrastructure affects economic growth in Botswana. The empirical results show that healthcare infrastructure has a positive and significant impact on economic growth in Botswana in the long run. The results further reveal that electric power consumption has a positive and significant effect in influencing economic growth in the short run. The results imply that in order to achieve higher economic growth, policymakers should consider accelerating improvement of healthcare infrastructure.

Abstract:
This IFPA National Security Update examines President Trump’s Executive Order (EO) on Electromagnetic Pulse (EMP), the threat posed by EMPs, how the EO addresses that threat, and what other steps should be taken to counter both man-made and naturally-occurring EMP events. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. Future National Security Updates will address a range of topics in an effort to provide timely analyses and policy options.

Abstract:
Infrastructure Canada is the national ministry of infrastructure rather than an independent government agency or advisory body. It designs and administers the national government's funding programs to infrastructure across a variety of sectors such as transportation, water, energy, and social infrastructure. Under the Canadian constitution, the national government actually has fairly limited jurisdiction over the ownership, planning and operations of infrastructure, which is primarily controlled at the provincial level. The country’s ten provinces and three territories then delegate considerable responsibility for infrastructure provision to the municipal governments. In 2016, only 2.1% of all public infrastructure in Canada was owned by the national government, compared with 58% owned by local governments, and 38.1% by the Provinces.

Abstract:
Signing the Japan-India Vision Statement in Tokyo on 29 October 2018, the Prime Ministers of Japan and India reviewed cooperation on development of connectivity via quality infrastructure and capacitybuilding carried out bilaterally, as well as, with other partners. More so, the need to do this in an open, transparent and non-exclusive manner based on international standards, responsible debt financing practices, and in alignment with local economic and development strategies and priorities was highlighted.1 The synergy finds embodiment in collaborative projects between Japan and India in the Indo-Pacific region, especially in Sri Lanka, Myanmar, Bangladesh, and Africa. In slightly over six months since this statement, Sri Lanka recently announced on 28 May 2019, its decision of entering into a trilateral partnership with India and Japan to develop a deepsea container terminal. The state-run Sri Lanka Ports Authority (SLPA) said a Memorandum of Cooperation (MOC) had been signed between the three countries to jointly develop the East Container Terminal (ECT) of the Colombo Port next to a $500-million Chineserun container jetty in Colombo harbor.

58. Aviation cybersecurity: Scoping the challenge

In the past decade, the aviation industry has reaped the benefits of digitization. With the aircraft efficiency gains and enhancements to the passenger experience catalyzed by new technologies, we have to acknowledge the corresponding new risks, including social and technical vulnerabilities never before addressed. In 2017, the Atlantic Council released its ground-breaking report, Aviation Cybersecurity—Finding Lift, Minimizing Drag. The report raised awareness on the state of cybersecurity in the aviation industry, sparking public dialogue on the intersection of cybersecurity and aviation. This created a foundation for the aviation community to convene around protecting the traveling public. Since then, it has become evident that anticipating, identifying, and mitigating cyberspace vulnerabilities in aviation will require the buy-in of all stakeholders in this ecosystem. Two years on, Thales is honored to continue its support for the Atlantic Council and this crucial initiative that aims to map perspectives on cybersecurity across this diverse industry and highlight the growing need for collaboration across stakeholders. Ultimately, there is no silver bullet for aviation cybersecurity, and confronting cyber risk in aviation will require a global approach, working across safety, security, cybersecurity, and enterprise IT. This report and the accompanying global survey developed by the Atlantic Council will increase our holistic understanding of aviation cyber risk and drive meaningful engagement across the aviation community. This effort to broaden the community of stakeholders examining cybersecurity in aviation will increase our collective security, safety, and resilience. When it comes to the trust of travelers, we are all only as strong as those most vulnerable among us. It is only through mutual understanding and collaboration that we can continue to challenge one another, grow, and improve. I applaud the Atlantic Council for embracing this topic and am proud Thales has the chance to support this work.

59. A Politics of Hope The Making of Brazil’s Post-Neoliberal New Middle Class

How does hope emerge as a life-altering possibility against the backdrop of economic pre- carity, political disregard, and soaring inequality? This paper explores the role of hope as both a political-economic construct and an infrastructural affect in the wake of policy implementation. It draws on a five-year ethnography among community leaders, housing activists, planners, politicians, state officials, and market representatives involved in the im- plementation of Minha Casa Minha Vida, Brazil’s largest social housing program. In recent years, low-income projects have become the battleground for experimental, post-neoliberal forms of democratic governance via inclusive consumption. These public–private housing infrastructures give insight into the relationship between material hope and the making of Latin America’s “pink tide” new middle classes: how grassroots communities organize around hierarchies of worthiness to allocate wellbeing-enhancing state benefits, and how the uneven distribution of these benefits sustains the constitution of emerging, albeit tem- porary, collectives of consumer citizens.

The China-Pakistan Economic Corridor (CPEC), the central component of China’s Belt and Road Initiative (BRI) in South Asia, has been a source of significant attention and controversy (China Brief, January 12, 2018; China Brief, February 15). Parts of South Asia, the Middle East, Central Asia, and Europe, however, are also host to another ambitious infrastructure program: the “International North-South Transport Corridor” (INSTC), a transportation development plan first established in 2000 by Iran, Russia and India. The INSTC envisions a network to connect Indian Ocean and Persian Gulf ports and rail centers to the Caspian Sea, and then onwards through the Russian Federation to St. Petersburg and northern Europe.
