Abstract:
Today the World Food Program (WFP) receives this year’s Nobel Peace Prize. The award has been called happily uncontroversial, following last year’s prize, which was awarded to Abiy Ahmed, the prime minister of Ethiopia, for making peace with Eritrea. The current conflict in the Tigray region calls into question the durability of that peace. The award is also timely, as estimates show that, accelerated by the COVID-19 pandemic, more than a quarter of a billion people will face acute hunger by the end of the year, increasing from 135 million to 265 million.

Abstract:
According to the World Food Program’s (WFP) latest report, the COVID-19 pandemic will lead to an 82 percent increase in global food insecurity, affecting around 270 million people by the end of the year. On June 29, the organization announced it is undertaking its largest humanitarian effort to assist an increasing number of food-insecure low- and middle-income countries. In a statement about the plan, WFP Executive Director David Beasley said that “until the day we have a medical vaccine, food is the best vaccine against chaos. Without it, we could see increased social unrest and protests, a rise in migration, deepening conflict, and widespread under-nutrition among populations that were previously immune from hunger.”

3. Hunger, COVID-19 and The Indian Administrative State

Abstract:
COVID-19 produced an acute and widespread crisis of hunger across India, which was felt most acutely by migrant workers and those who were outside the reach of India’s highly organised but rigid Public Distribution System (PDS). The hunger was incidental to the actual disease itself, but severe enough to be considered a crisis of governance on its own as it brought the Indian state face-t0-face with one of its oldest and most enduring challenges: how to ensure that essential supplies of food reach those in need of it? Could the Indian government simply have ‘universalised’ the PDS, and made it accessible to all? It was pointed out that the Indian state had adequate buffer stocks of food grain to make this feasible. However, for reasons that were never articulated, this option was never seriously considered by the government of India. Instead, governments tried to extend the reach of the PDS delivery mechanism, and to devise ways to deliver relief outside of the PDS framework. These strategies were however quite challenging for the risk-averse, (nominally) rule-bound Indian state that is disinclined to allow for discretion in spending of government funds, making purchases and allocation of largesse. Typically, the Indian state is all the more reluctant to delegate power to exercise discretion to lower levels of government. For this reason, the Indian state governments (who were at the frontline of this response) seemed to need to devise a framework of rules for the identification of beneficiaries, even in the middle of a humanitarian crisis. As a related problem, the states also did not necessarily have the organisational wherewithal to take up rapid, decentralised and locally grounded interventions. The organisational wherewithal, so to speak, could come in various forms. Some examples of this, which we saw at play, were decentralised government, the capacity to make non-state collaborations and institutionalised systems for the ‘continuous updating’ of beneficiary lists. More fundamentally, however, what is needed is the capacity for high levels of government to be able to formulate responsive policy and to be able to trust in the ability of their subordinate ranks to carry out new interventions, often in case-specific and individualised ways. 4. A Crisis of Hunger: a ground report on the repercussions of COVID-19 related lockdown on Delhi’s vulnerable populations

Abstract:
The lock-down in response to COVID-19 has created an unprecedented food crisis in Delhi. While monthly-wage earning households may have a few days food supply on hand, daily wage labourers – now without work - have no income and, therefore, no ability to buy food. Even those with means to buy food face local access barriers because vendors and street markets are no longer operational. The Delhi government recently announced relief measures for such vulnerable people. But we find these have serious lacuna that must be identified and addressed to respond to the unfolding crisis of hunger at hand. This report draws on conversations with civil society organisations with deep networks on ground to highlight key issues and possible solutions. We discuss three key Delhi government announcements: the deployment of homeless shelters for provision of food, the use of the construction workers cess for direct benefit transfers, and the increase in PDS allocations. Additionally, we draw attention to measures under the ICDS and on the specific and acute distress among residents of violence affected north-east Delhi. Last, we discuss the plight of migrants trapped inside Delhi who want to return home.

5. Rent-seeking behavior in US international food aid programs

Abstract:
This study outlines the evolution and history of US food aid programs including the Food for Peace program and provisions in recent farm bills. Early in their existence, these programs provided rents to interest groups through cargo preference requirements and purchasing requirements for in-kind aid. These requirements, along with monetization, shift program dollars toward commodity producers, shipping companies, and nongovernmental organizations in the United States, raising program costs. The result is that these programs are not efficiently achieving their goals of increasing US soft power and alleviating global hunger.

Abstract:
Africa’s hunger problem is a long standing one that has been exacerbated by a rapid population growth rate that has outstripped the continent’s ability to feed itself. A number of countries in Africa are now experiencing structural food deficits. The population of Africa currently stands at nearly 1.2 billion, twice what it was in 1985, and it is projected to double again by 2050, surpassing the populations of both China and India by 2023. At the current population growth rate, Africans will represent half the world’s population by 2035.

7. El Nino: The case for urgent action

Millions of poor and vulnerable people face hunger and poverty this year and next because of record global temperatures, droughts and erratic rains in 2014 and 2015, compounded by the development of possibly the most powerful El Niño on record. Strong leadership at every level of government and a coordinated international effort are required to avoid the failures of the 2011 Horn of Africa drought, when the international system was slow to respond and widespread suffering ensued. Urgent humanitarian response is required in places already in crisis such as parts of Ethiopia. This paper focuses particularly on other places, where the crisis is currently unfolding, and where there is still the opportunity for rapid action to mitigate the worst impacts of El Niño.

8. Let Them Eat Coal: Why the G7 must stop burning coal to tackle climate change and fight hunger

Climate change is already the biggest threat to winning the fight against hunger. Coal is the biggest single cause of climate change, yet the G7 countries are still burning huge amounts, despite efficient, affordable, renewable alternatives being available. G7 coal power stations emit twice as much fossil fuel CO2 as the whole of Africa, and their contribution to global warming will cost Africa alone more than $43bn per year by the 2080s and $84bn by 2100, and lead to several million tonnes of staple crops lost worldwide. This year will see crucial new UN climate talks in Paris. To set the tone for a successful climate agreement at the UN talks in December, the G7 must lead the world in setting out clear plans for a just transition away from coal. This Oxfam briefing paper shows how with the right mix of regulatory and policy measures, some countries can move to coal-free electricity grids within the next decade. Oxfam commissioned the think-tank E3G to review the current coal situation in all G7 countries.
