Abstract:
How should humanitarian organisations prepare and respond to COVID-19 in humanitarian settings in low- and middle-income countries? This Rapid Learning Review outlines 14 actions, insights and ideas for humanitarian actors to consider in their COVID-19 responses. It summarises and synthesises the best available knowledge and guidance for developing a health response to COVID-19 in low- and middle-income settings as at April 2020 The paper, supported by the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Mark Lowcock, will be updated throughout 2020 to reflect emerging knowledge and evidence on the most effective approaches to respond to the COVID-19 Pandemic.

Abstract:
Although the volume of evaluations published by humanitarian actors has increased tenfold between 2007 and 2017 in this resource library, the evaluation system still struggles to provide evidence about collective performance of the humanitarian sector. Evaluation synthesis provides one option for building information about response-wide performance. They aggregate findings from a defined range of evaluations using a specific analytical framework and typically seek to provide digestible lessons for senior management by drawing on findings from multiple projects and interventions. In short, they help us to learn from what we know. This paper provides guidance on when to do an evaluation synthesis and how to do it well.

Abstract:
Learning is critical to good humanitarian action – particularly for those who are directly involved in delivering a humanitarian response. Yet many efforts to strengthen learning in the humanitarian sector fail to support the specific learning needs of frontline staff. This mapping paper identifies a range of approaches that support practitioners to engage in ‘on the job’ reflection and learning. It also informed the development of an ALNAP resource pack to support learning processes at field level in humanitarian responses. This paper outlines potential approaches that can be applied to support national and international humanitarian field staff to strengthen their learning processes without placing additional burdens on their time. It also includes a review of approaches to sharing the less explicit and more experience-based knowledge that field staff often develop through their work.

Abstract:
In fragile or developing states, large-scale earthquakes can turn back the development clock by years or even decades. It is not possible to eradicate earthquakes, but as most of the areas prone to earthquakes are known, it is possible to prepare and learn from past experiences in order to strengthen the humanitarian response and to ‘build back better’. This Lessons Paper reviews relevant grey and published literature to draw lessons from previous humanitarian responses following any type of earthquake, provided it occurred on dry land. The lessons originate from past humanitarian responses across sectors. In light of the literature review conducted for this paper, it appears that post-earthquake humanitarian responses mainly span the following sectors: debris management, shelter, health, livelihoods and economic recovery, water, sanitation and hygiene (WASH), education, food security, nutrition and protection.

Abstract:
Gathering and acting on feedback from affected communities is a key means to identify potential triggers for change during the design and implementation of humanitarian programmes. This study is focused on user-centred design (UCD), an approach often used outside the humanitarian sector to design products and services that are tailored to the needs and preferences of end-users and are created with the users’ involvement in the design process. Because UCD is meant to facilitate a structured, quick, and iterative design process that is oriented towards the perspectives of users, it has the potential to help humanitarian organisations design programmes that are more responsive to the needs of affected people, i.e. more user-centred, which in turn could support greater adaptiveness of humanitarian programmes. But can the benefits of UCD hold when this approach is applied in the context of the contemporary humanitarian system? This case study seeks to explore the utility, applicability and effectiveness of UCD in supporting humanitarian adaptiveness, and to understand whether UCD can enable humanitarian actors to be more adaptive, or whether these organisations need to have well-developed adaptive capabilities to be able to apply UCD in a way that facilitates different types of adaptiveness in their responses.

Abstract:
This paper looks at potential ways to improve the capture and uptake of qualitative data in monitoring of humanitarian programmes. The first section of the paper dispels three pervasive myths about the use of qualitative approaches in the humanitarian sector. The second section of the paper identifies promising practice used by humanitarian agencies when monitoring their programmes. This section should provide readers with ideas on how they can improve their qualitative approaches to monitoring within their own organisation. They should be considered as a menu of options to try depending on the varying context, capacities and monitoring needs of organisations, projects and teams. This is one of a three-part series of ALNAP papers about monitoring in humanitarian action. These three papers address specific challenges to monitoring humanitarian action as identified by ALNAP Members in the previous Scoping Paper. The series of papers look to inform humanitarian practitioners interested in using qualitative approaches for programme results monitoring, including M&E advisors and managers, technical sectoral leads and programme decision-makers.

How can organisations provide holistic, meaningful analysis of the outcomes achieved by their activities? How can they situate their programming among the changes taking place around them? How can they understand the full set of changes experienced by an individual affected by crisis? This paper aims to encourage humanitarian agencies to step back and reflect on what is currently being done to measure outcomes and how it can be improved in the future. It starts by identifying core assumptions and foundational thinking behind current monitoring systems. It then outlines issues arising from current practice, and concludes by raising questions about to think about this differently.

Abstract:
As humanitarian needs and situations change, and as our understanding of complex problems evolves, humanitarian agencies must be able to adapt. Yet in recent years, international humanitarian agencies have struggled with flexibility when it comes to adapting to context, changing the type and quantity of support at the right time, or responding quickly and appropriately to unexpected crises or challenges. To date, the flexibility of modern humanitarian agencies, and the capacities needed for response level flexibility, has not been explored in depth for modern crises. This is the end-of-project report for a two-year workstream that sought to address this gap by undertaking exploratory research on the support factors and barriers to flexibility and adaptation in contemporary humanitarian action.
