Abstract:
While there are many differences between the conflicts in Kosovo and Ukraine, the international humanitarian response to both bears many similarities. For example, both crises triggered record levels of funding and most international humanitarian agencies on the receiving end had limited or no presence and experience in the countries affected. Protection is the dominant need amongst affected communities in both crises as well. This paper – written by Margie Buchanan-Smith and Peter Wiles – highlights key lessons from the international humanitarian response to the Kosovo crisis that could have relevance to the response in Ukraine. The lessons are drawn from the three-volume ‘Independent Evaluation of Expenditure of DEC Kosovo Appeal Funds’ and ALNAP’s meta-evaluation of the Kosovo response, from our 2001 Annual Review.

12. The UN Agenda for Protection: Policy, Strategic, and Operational Priorities

Abstract:
In his 2020 Call to Action on Human Rights, UN Secretary-General António Guterres committed to developing an “Agenda for Protection.” The agenda provides an opportunity for the UN to reaffirm that the protection of crisis-affected populations is fundamental to its purpose and values. To be effective it should address the lessons learned from previous efforts to bring about a system-wide approach to protection, particularly the Human Rights up Front initiative. Critically, it should address the systemic and structural shortcomings of the UN to effectively respond to protection crises by providing strategic coherence to the fragmented ways in which the different UN entities contribute to protection. This policy paper analyzes the policy, strategic, and operational priorities for the forthcoming Agenda for Protection. It focuses on how the UN system can reform the way it addresses protection crises while remaining mindful that its role is heavily influenced by member states. It argues that without a transformative and comprehensive approach that brings together the fragmented ways the different UN entities contribute to protection, the Agenda for Protection is likely to suffer the same fate as previous unsuccessful efforts, further undermining the organization’s credibility. The paper concludes by providing several recommendations for the UN to consider as it drafts the Agenda for Protection: Establishing a clear vision statement and a commitment to protect; Setting out a common framework of protection measures to be implemented; Designating and resourcing a system-wide lead entity on protection; Outlining procedures to scale up the response in the event of a protection crisis; Developing an implementation plan and accountability framework; and Consolidating the reporting of protection results.

13. An Unfinished Agenda: Carving Out Space for Humanitarian Action in the UN Security Council’s Counterterrorism Resolutions and Related Sanctions

Abstract:
Since the terrorist attacks of September 11th, 2001, the UN Security Council has developed two main streams of work related to counterterrorism: the sanctions regime established by Resolution 1267 and measures under Resolution 1373. However, these resolutions and related sanctions regimes have been criticized for failing to safeguard and facilitate impartial humanitarian action. In response, the council has progressively incorporated language that better considers international humanitarian law (IHL) and humanitarian principles. Despite these efforts, humanitarian organizations have continued to criticize counterterrorism resolutions and related sanctions regimes for inhibiting humanitarian activities. This policy paper considers how the Security Council’s counterterrorism resolutions and related sanctions regimes can continue making progress to better protect humanitarian action. It begins by describing the council’s main streams of work on counterterrorism as well as their subsidiary organs. The second section discusses the impact of these counterterrorism measures on impartial humanitarian activities. The third section then reviews the incremental steps taken by the Security Council to incorporate language relevant to IHL and humanitarian affairs into these measures. The fourth section analyzes the four most recent counterterrorism-related resolutions adopted by the Security Council. The paper concludes with policy recommendations for entities both within and outside of the UN to better safeguard humanitarian action within counterterrorism resolutions and related sanctions regimes: For humanitarian organizations, relevant civil society groups and UN entities, and independent experts: Advocate to keep humanitarian action high on the Security Council agenda; Monitor the implementation of the humanitarian exception for Afghanistan; and Issue independent opinions on advisable forms of humanitarian carve-outs. For the UN Security Council and other UN member states: Reinforce implementation and monitoring of provisions in Security Council resolutions pertaining to IHL and humanitarian action; Provide adequate resources to monitor the impact of UN counterterrorism measures and related sanctions on humanitarian action; Amend language in UN counterterrorism resolutions and related sanctions regimes to facilitate humanitarian action; and Empower elected members of the Security Council to be agents of change.

Abstract:
While the wide-ranging impacts of COVID-19 are being felt in all countries and communities, the pandemic is having a disproportionately large impact on vulnerable populations, such as people living in areas affected by fragility, conflict, and violence. Vaccines hold enormous promise to mitigate these impacts, but the complications inherent to armed conflict make accessing vaccines especially challenging. Even when countries do receive vaccines, they often face challenges in rolling out vaccination programs, whether because they lack adequate capacity or because the doses are set to expire or are not acceptable to the communities set to receive them. This issue brief focuses on the challenges of equitably distributing COVID-19 vaccines to populations in conflict-affected areas. It begins by looking at general issues related to the development, approval, production, procurement, and distribution of vaccines. It then examines the particular challenges to distributing vaccines in conflict-affected areas both before and during the vaccine rollout. The report concludes with several recommendations for stakeholders and policymakers to improve the delivery of vaccines in conflict-affected areas: Redistribute global resources to increase the supply of vaccines to conflict-affected countries; Increase the transparency and predictability of global vaccine supplies; Enhance cooperation and coordination at the national and local levels to deliver vaccines to conflict-affected areas through existing humanitarian response mechanisms; and Ensure that vaccination campaigns in conflict-affected areas adhere to humanitarian principles.

15. Behavior Change in the Face of Disaster Risk Finance

Abstract:
Large-scale Disaster Risk Finance (DRF) mechanisms are relatively new tools in the field of humanitarian assistance and anticipatory action that can have significant positive effects on disaster recovery. However, there is a lack of analysis on how DRF can affect behavior or risk perception, which is important for countries to understand. Drawing on findings from similar programs, such as community health and microfinance, provided insights on areas where DRF may have impact on behavior. The available research indicates that disasters make people risk averse and that insurance and other DRF mechanisms can enable beneficial outcomes. Trust in public institutions, ideally the ones that manage DRF, alongside accurate and timely information from government or other relevant actors, is needed for acceptable levels of risk to be communicated and for appropriate corresponding actions to be taken.

While regional instability and upheaval in the Middle East and North Africa may have foreshadowed the complexity and longevity of the crisis that would unfold in Syria in 2011, few anticipated it would exceed ten years, amounting to 6.8 million refugees across the world and 14.6 million people in need of hu- manitarian assistance within the country.1 The crisis has been defined by mass displacements, with large swaths of the population uprooted from their homes and forced to reside in camps and precarious housing; sieges in Aleppo City and Eastern Ghouta; chemical weapons attacks in Khan Shaykhoun and Douma; infectious disease outbreaks, including polio and cholera; food insecurity, notably among children and infants; a rise in persons with disabilities; persecution of aid workers; and both systematic and indiscriminate aerial bombardment of civilian infrastructure—namely hospitals, schools, and marketplaces.

17. Who’s Responsible for Climate Change? New Evidence Based on Country-Level Estimates of Climate Debt

Abstract:
In this paper, we introduce the concept of climate debt and provide country-level estimates through 2035 under a business-as-usual scenario. These estimates can help inform the debate on climate change by providing a clear view of which countries have (until the present) contributed the most to climate change, as well as the likely path for climate debt by country over the next 15 years. We then discuss the implications for carbon emissions if the G-20 countries and EU were to adopt either of the two policy options proposed in recent months: the first by President Biden for the US and the other by the EU for its member countries. The implications for fiscal policy are that beyond the need to keep public debt at sustainable levels, countries will also need to allocate funds for expected increases in pension and health spending associated with aging populations. As a result, there may be little room for new expenditures (such as green infrastructure or subsidies for clean energy) to reduce the growth of climate debt. Countries could turn to the revenue side, in particular greater taxation of energy with carbon taxes. This would have the advantage of reducing emissions while also helping countries to fund spending on green infrastructure.

Six years after the establishment of the Gaza Reconstruction Mechanism (GRM), people in Gaza continue to live on the brink of disaster as a result of 13 years of the Israeli blockade. The water, sanitation and health (WASH) sector remains significantly damaged, with Gaza facing the complete collapse of its wastewater treatment system. The reconstruction process is ongoing, but it is slow, costly, and hampers the humanitarian response. Six years after the establishment of the Gaza Reconstruction Mechanism (GRM), people in Gaza continue to live on the brink of disaster as a result of a 13 year blockade imposed by Israel. The water, sanitation and hygiene (WASH) sector remains significantly damaged, with Gaza facing a stark deterioration of available WASH services at the community and household level. The reconstruction process is ongoing, but it is slow, costly, and hampers the humanitarian response. The COVID-19 pandemic has severely aggravated existing vulnerabilities, including access to water and sanitation. This strongly impacts the daily lives of over 2 million people living in the coastal enclave, of whom 1.5 million – or 75% – have been identified as being in need of humanitarian assistance. Oxfam has recently reviewed the challenges associated with the GRM and its impact on the WASH sector in Gaza. Its findings reveal that these challenges are an obstacle to the reconstruction of WASH infrastructure (including operation and maintenance), hindering efforts to address the increased needs of people in Gaza. Donors and UN agencies should consider the needs of people in Gaza today. Rather than continuing with the GRM, they should explore how they can improve their engagement to be able to challenge the Israeli access restrictions, work towards economic development, ensure accountability within access mechanisms, and facilitate inclusive Palestinian participation to access mechanisms and the reconstruction of Gaza.

Many of the challenges facing humanitarian operations in conflict zones today are well known. Any package of assistance must survive the politics of individual donor countries before it even starts the journey down the pipeline to the United Nations and other aid agencies. From there, it navigates a maze of bureaucracy between headquarters and destination countries, often running the gauntlet between warring parties and local realities before hopefully making its way to people in need. Humanitarian operations, wherever in the world they occur, are almost certainly flawed. The politicized and financially constrained structures that international aid must traverse mean no single agency bears responsibility. While many individuals working within the humanitarian community certainly do their best to make the system work better where they can, it remains reasonable to expect that humanitarian aid does more good than harm. At a bare minimum, humanitarian aid should reduce the suffering of the most vulnerable. Whether that is the case in Yemen today is, at best, unclear. Last week, the Sana’a Center published a six-part report series examining UN-led humanitarian operations in Yemen since 2015, when the war escalated and the humanitarian emergency response began. While the UN regularly claims that Yemen is the world’s worst humanitarian crisis, the findings of the research would suggest that instead Yemen hosts among the world’s worst humanitarian responses. The fault lies first and foremost with the aid system and its leadership, both within and outside of Yemen. This stands in stark contrast to the tendency of senior leaders in the humanitarian effort to blame the failures of the response exclusively on the warring parties. 'One Neighbourhood: CARE’s humanitarian response in Tripoli' is the second in a series of case studies showcasing examples of humanitarian projects operating effectively in complex urban environments. The case study examines CARE's 'One Neighbourhood' project in Tripoli, Lebanon. The project aimed to build the resilience of affected communities and people in vulnerable neighbourhoods Tripoli neighbourhoods between 2015 and 2019 through individual shelter rehabilitation projects, communal projects, awareness-raising sessions, household outreach, committees and more. By delving into the project, this case study specifically seeks to answer how the project managed to navigate urban complexity in Tripoli, how it overcame challenges and obstacles in the implementation of ways of working and what enabled the project to be successful.
