151. Water and Sanitation in the Time of Cholera: Sustaining Progress on Water, Sanitation, and Health in Haiti

Abstract:
In October 2010, just nine months after an earthquake devastated the capital city of Port-au-Prince and displaced an estimated 1.5 million people, Haiti's Ministry of Public Health and Population reported a cholera outbreak in two of the country's most impoverished regions. It was the first time cholera—a diarrheal disease associated with the consumption of food and water contaminated by feces infected with the bacterium vibrio cholerae—had been identified in the country in at least 100 years. Within a month of the initial report, cholera had spread not only to all regions of Haiti but also to the neighboring Dominican Republic. This report considers opportunities for the United States to enhance its support for improving Haiti's water supply and sanitation services and contributing to the elimination of the transmission of cholera and the reduction of diarrheal disease in the country.

In the past decade, there has been a steep and historic expansion of U.S. health engagement in Africa, principally through the President's Emergency Plan for AIDS Relief (PEPFAR) and the President's Malaria Initiative (PMI). U.S. commitments to global health, of which over 70 percent is directed to Africa, rose from $1.7 billion in FY2001 to $8.9 billion in FY2012.

Abstract:
Among the many elements that determine the success or failure of United Nations peacekeeping operations, the effectiveness of individual peacekeepers plays a prominent, though often underestimated, role. But “effectiveness” is an elusive concept. It is the product of a number of factors, ranging from the will of peacekeepers to the quality and suitability of their equipment; from timely deployment to strategic planning; from logistics to financial support. Ongoing efforts to improve the effectiveness of UN peacekeeping cover all these areas and more, including training, as a means to ensure that UN peacekeepers are adequately prepared to accomplish their tasks.

Abstract:
The EU is currently working at defining a comprehensive approach linking development and other instruments in external action. The Lisbon Treaty has contributed to a reorganisation of the institutions in Brussels, affecting crisis management structures and the organisation of external relations. Comprehensive approaches are not new in the EU system, in particular an integrated approach for conflict prevention and a concept for civil–military coordination were developed in the 2000s. However, a forthcoming communication on a comprehensive approach in external action constitutes an occasion to clarify and operationalise the approach in a new, post-Lisbon, institutional setting as well as consolidating the formal EU commitment to working comprehensively.

156. The Use of Public Assistance Benefits by Citizens and Non-citizen Immigrants in the United States

Abstract:
Claims are sometimes made that immigrants use public benefits, such as Medicaid, the Supplemental Nutrition Assistance Program, or the Temporary Assistance for Needy Families programs, more often than those who are born in the United States. This report provides analyses, using the most recent data from the Census Bureau, that counter these claims. In reality, low-income non-citizen immigrants, including adults and children, are generally less likely to receive public benefits than those who are native-born. Moreover, when non-citizen immigrants receive benefits, the value of benefits they receive is usually lower than the value of benefits received by those born in the United States. The combination of lower average utilization and smaller average benefits indicates that the overall cost of public benefits is substantially less for low-income non-citizen immigrants than for comparable native-born adults and children. The report also explains that the lower use of public benefits by non-citizen immigrants is not surprising, since federal rules restrict immigrants' eligibility for these public benefit programs.

Abstract:
The growth of mobile phone technology and Internet access globally has affected peoples' lives in various ways. For the field of governance and conflict management, this has meant unprecedented levels of information sharing from within conflict and crisis zones. As Internet access has expanded across Africa, entities like Kenya's Ushahidi—which build digital maps to publicly display real-time SMS text messages and social media feeds geographically—have been changing the way that citizens share their experiences of violence as they are happening. Probably the most important of these technologies—mobile phones— have expanded exponentially across the developing world; many countries in Africa, Asia and the Pacific have mobile phone market saturation rates of over 100 percent. The international development community has been actively developing tools and methods for using mobile phones for outreach and project monitoring for years; the governance and conflict management fields are beginning to find effective ways to use mobile phones and SMS text messaging. While there has been excitement about the way these technologies can improve the work of conflict resolution and governance professionals, less popular attention has been paid to the unique risks and ethical challenges associated with using these tools in highly unstable political and social environments such as conflict zones. In these types of situations, crowdsourcing raises ethical issues of privacy, transparency of purpose and data protection. However, having secure technical data collection and storage procedures are not sufficient because most security failures are due to human error. To ethically run a crowdsourcing program in a conflict or disaster-affected environment, organizations need to ensure that their staffs and the “crowd” participating in the project have been trained to use the technologies and assess the unique risks of the digital information environment. This article will review the literature on digital information regulation, explore how the crisis response and crowdsourcing fields have evolved their data protection procedures and review the current state of practice for humanitarian crowdsourcing ethics and data security

Abstract:
THE CONCEPT of humanitarian intervention and international practice in the nineteenth and early twentieth century is the subject of Against Massacre: Humanitarian Interventions in the Ottoman Empire 1815-1914 by Davide Rodogno. This book addresses the European roots of humanitarian intervention and rejects the mainstream argument that humanitarian intervention is a practice of international relations that emerged after the end of the Cold War. Rodogno's emphasis, rather, is on the fact that the roots of humanitarian intervention can be traced back to the nineteenth century. He defines humanitarian intervention as a “coercive diplomatic and/or a group of states inside the territory of a target state” (p. 2). The book comprises ten chapters and concentrates mainly on the political and legal aspects of the European involvement into the internal affairs of the Ottoman Empire.

As the Millennium Development Goals (MDGs) target date of 2015 approaches, there is a growing sense of urgency among international agencies to intensify efforts on the global challenge of maternal health, where, according to the 2012 MDG progress report, levels of maternal mortality remain “far from the 2015 target”. In 2012, both the G - 8 and the African Union made maternal and child health a keystone of their respective annual summits , and the United Nations launched the Global Strategy for Women ' s and Children ' s Health at a special General Assembly event. A 2 012 global summit in London, co - led by the Gates Foundation, the UK government, and the UN Population Fund, generated $2.6 billion in donor pledges for family planning, a critical element of maternal health. The United States has made maternal health an increasingly important element in U.S. global health efforts, manifested most recently with the launch in June 2012 of the Saving Mothers, Giving Life initiative. The initiative, an ambitious public - private partnership intended “ to drive efficiencies, spur innovation, and ensure impact ” in maternal health , has the strong backing of Secretary of State Hillary Clinton, for whom maternal and child health, and women's empowerment more generally, have been consistent priorities.
