652. Wage Coordination and the Welfare State: Germany and Japan Compared

Abstract:
Is there a relation between welfare state regimes and national wage setting systems? Peter Swenson in his research on the historical dynamics of the US-American and Swedish welfare state has recently claimed that such a relation does indeed exist. The essay aims to check if this also holds true for the German and Japanese case. In the post-war period both countries have established systems of wage-bargaining that are less centralized than the Swedish system, but in which wages are highly coordinated both within and across sectors, and, subsequently, in which wage compression is relatively high as well. Thus, both countries are confronted with the same problems of wage- and welfare-drift and of firms' exit from the 'solidaristic' or coordinated wage setting that are so typical for Sweden. At the same time the German and Japanese welfare state differ from each other in almost all dimensions. Thus, both cases seem to be ideally suited to provide for a plausibility-check of the Swenson hypothesis. The essay reaches the conclusion that there is indeed ample evidence that both the German and the Japanese welfare state contributed critically to the stability of wage coordination in the era of high growth after World War II. They thus have to be understood as an integral part of the German and Japanese post-war growth model.

Abstract:
Using the mechanism of “participatory budgeting” implemented in the city of Porto Alegre, Pedro Jacobi analyses a new practice of resource allocation in several Brazilian urban areas. He comes to the conclusion that participatory budgeting is an effective tool in the democratization of the city's management— helping to break old patterns of clientelist relations. According to Jacobi, the new mechanism promotes decentralization of municipal decision-making and increases public control over the city's investment policies.

Abstract:
The current devolution debate has focused on shifting responsibilities from the federal level to the states. A byproduct of this shift has been renewed attention to an often neglected element of the policy mix—the costs and benefits of different local institutionalarrangement—and to the potential roles of civil society and community-based initiatives in that mix. The local tableau has recently been rediscovered as a vital leg on which the performance of the public sector is dependent. Students of government are only beginning to understand this play between civil society and the public sector. Here we focus especially on the dynamics within poor communities, where simple assistance is no longer considered adequate to solve problems without the necessary institutional infrastructure that is sometimes included under the label “civil society.”

Abstract:
This article contains a careful description and analysis of the transformation of' Hizballah from a small rag-tag militia, skillfully combining terrorist and guerrilla warfare techniques with effective social action on the local level during the chaos of Lebanon's civil war, to a formidable, legitimate political, military and social force on the Lebanese scene in the 1990's, in what has been described as its 'Lebanonization' process. This so-called 'Lebanonization' process of Hizballah has become a trademark of the movement. It is visible in the close interrelationship between its political, social, and military activity which has extended its opportunities. It shows an ability to exercise pragmatic judgement within the conditions and limitations imposed on it by Syria's agenda and within the confessional nature of Lebanon's political make-up. It also demonstrates the limits of Hizballah's manoeuvring within the framework of the wider Iranian- Syrian relationship and the limits to its ability in presenting itself as an alternative oppositional force amidst sectarian politics and Syrian hegemony. Hizballah strongly emphasizes that it is entirely Lebanese in character rather than a foreign entity directed by Iran in order to reinforce its internal legitimacy within Lebanon.

656. Not Even One: A Report On The Crisis of Children and Firearms

Not even one child's death from firearms is acceptable or inevitable. What will we do about it? We gathered at The Carter Center, 26 people from various fields and disciplines, all concerned with protecting and lengthening the lives of children, to seek a path forward amid the carnage of our children caused by firearms. What could be done to stem the hemorrhage in the streets? Could we do enough to make a difference? Could we do anything at all? Author Norman Cousins has said that the greatest t the United States has given the world is to demonstrate that it is possible to plan a rational future. It is easy to lose hope when faced with a situation as horrible as thousands of children dying from firearms. Yet even here, we affirm that it is possible to plan a rational future. Our gathering was framed around a modest focus on: 1. Children, not all people; 2. Firearms, not all violence; 3. Initiatives that could make an urgent and significant impact in the next five to 10 years; 4. Things we could work on immediately.
