Abstract:
Once again the Iranian nation is at a fork in the road: a choice between worse and worst. It is not clear when it will have the possibility of choosing, under a democratic structure, between better and best. A problematic election and the intervention of the armed services in politics have created a bitter equation, on one side of which stands a fascistic reading of religion. The people of Iran, in shock and fearful of the nightmare before them, are being invited to the other side of the equation, namely, to support Hashemi Rafsanjani. If they do so, in two months time they will have to add another disappointment to the many that have afflicted their nation.

402. Reckoning Inter-group Poverty Differentials in the Measurement of Aggregate Poverty

In a heterogeneous population which can be partitioned into well-defined subgroups, it is plausible that the extent of measured aggregate poverty should depend upon the distribution of poverty across the subgroups. A judgment in favour of an equal inter-group distribution of poverty could arise in two ways. In the first approach, equality is upheld as an intrinsic social virtue, and the aggregate measure of poverty, in line with this view, is 'adjusted' to reflect the extent of inter-group disparity in the distribution of poverty that obtains. In the present paper, this approach is examined, with specific reference to the advancement of a diagrammatic aid to analysis called the group poverty profile. In the second approach, equality is upheld for instrumental reasons which arise from the observed fact that any individual's level of deprivation is a function not only of one's own income, but of the general level of prosperity of the group to which one is affiliated. Individual deprivation functions are specialized to a form which reflects this 'group-affiliation' externality, and the resulting poverty measure is studied with respect to its properties, and its implications for inter-group equity. The analysis is briefly extended to a review of the measurement of literacy, along externality-motivated lines suggested elsewhere by Basu and Foster. The paper concludes that social realism in the measurement of deprivation is often compromised by mainstream approaches to economic theorizing in which both heterogeniety and group-related externalities are generally de-emphasized.

403. Poverty and the Welfare Costs of Risk Associated with Globalization

Abstract:
'Globalization' implies change, and uncertainty over future change may affect household welfare. We use data on Lorenz curves over the last fifty years for a sample of 53 (mostly developing) countries. Treating each country-quintile-year as an observation, we first account for variation in consumption expenditures, finding that global shocks are of less importance than country -level shocks in explaining variation in country-quintile consumption growth. While poorer households experience more rapid consumption growth than do wealthier households, they also bear much more risk. However, we find no evidence that this greater risk is related to globalization.

We analyze the relation between inequality, corruption and competition in a developing economy context where markets are imperfect. We consider an economy where different types of households (efficient and inefficient) choose to undertake production activities. For production, households borrow capital from the credit market. They also incur non-input costs which they could avoid by bribing inspectors. Due to information asymmetry and wealth inequality, the credit market fails to screen out the inefficient types. In addition to the imperfect screening, the inefficient type's entry is further facilitated by corruption. We analyze the market equilibrium and look at some of the implications. We show that a rise in inequality can lead to an increase in corruption along with greater competition.

405. Bans, Tests and Alchemy: Food Safety Standards and Ugandan Fish Export

Fish exports are the second largest foreign exchange earner in Uganda. When Uganda's fish export industry started to operate in the late 1980s and early 1990s, one may have thought that fish was being turned into gold. From an export value of just over one million US$ in 1990, the mighty Nile Perch had earned the country over 45 million US$ just six years later. But alchemy proved to be more than the quest of the philosophers' stone to change base metals into gold. From 1997 to 2000, the industry experienced a series of import bans, imposed by the EU on grounds of food safety. Despite claims to the contrary, the EU did not provide scientific proof that fish was actually 'unsafe'. Rather, the poor performance of Uganda's regulatory and monitoring system was used as a justification. The 'system', as the characters of an allegory, has no individual personality and is the embodiment of the moral qualities that 'the consumer' expects from 'responsible operators' in the fish sector. Only by fixing this system of regulations and inspections, and by performing the ritual of laboratory testing did the Ugandan industry regain its status as a 'safe' source of fish. Fish exports now earn almost 90 million US$ to the country. This apparent success story was achieved by a common front comprising government authorities and the processing industry, a high level of private-public collaboration not often seen in East Africa. Yet, important chunks of the regulatory and monitoring system exist only on paper. Furthermore, the system is supposed to achieve a series of contradictory objectives: to facilitate efficient logistics and ensure food safety; to match market demand and take care of sustainability; to implement a top-down food safety monitoring system and a bottom-up fisheries co-management system. This means that at least some food safety-related operations have to be carried out as 'rituals of verification'. Given the importance of microbiological tests and laboratories in the food safety compliance system, alchemic rituals are perhaps a more appropriate metaphor. While the white coats and advanced machinery of present-day alchemists reassure insecure European regulators and consumers, it leaves the Ugandan fish industry in a vulnerable position. In Uganda, fish can now be turned into gold again – but for how long?

Abstract:
Soon after the signing of the Declaration of Principles (DoP) in Washington on September 13, 1993 some forty donor states and organisations met and pledged to donate US$ 2.4 billion over a five-year period (i.e. coinciding with the transitional five year (1994-1999) period of the Oslo process). As the peace process during the late 1990s was characterised by stalemate, the donor community in October 1998 (coinciding with the signing of the Wye River memorandum) decided to extend their aid and to support the Palestinians with another US$3.3 billion for the period of 1999-2004 (Sayigh Shikaki, 1999). Although not all the promised aid has been disbursed, the PNA has during the past decade become increasingly dependent on foreign aid, and today the Palestinians are among the most receiving entities per capita worldwide.

407. Development of African Freight Transport - the Case of Kenya

Abstract:
The Kenyan transport system is still to a large extent structured by physical infrastructure, legislation and institutions developed during the colonial period, and by import-substitution policies which during the first decades after independence to a large extent allowed the transport system to deteriorate. However, since the late 1980s the structural adjustment policies have led to a renewed interest both from the government and the donors in developing the transport infrastructure. At the same time trade liberalisation, deregulation of domestic trade and privatisation of the parastatals have since the mid-1990s led to a reshaping of both trade and transport which is still ongoing. The so-called logistical revolution, which since the early 1970s has revolutionised transport in the industrialised and industrialising world, has with a delay of two decades also reached Africa. This is resulting in much closer integration of transport into production and trade which tend to shift the focus away from the physical transport infrastructure to the institutional structures and organisations which support and exploit the infrastructures. This paper tries to describe the resulting transformation of the Kenyan transport system.

408. Indigenous peoples, gender and natural resource management

Abstract:
It is generally assumed that both gender and ethnicity are decisive factors in natural resource management and that changes in access to natural resources have differing effects on men and women and on indigenous and non-indigenous peoples. The issues of ethnicity and gender are, however, rarely explored together in relation to natural resource management. The present paper seeks to provide an overview of the present state of research dealing with indigenous peoples, gender and natural resource management. It examines the position of indigenous women in 'women and environment' literature and the aspect of gender in literature dealing with indigenous peoples natural resource management. It reviews empirical literature specifically dealing with indigenous women's use and knowledge of natural resources, and the relationship between modernization, natural resource degradation and indigenous gender relations. The paper concludes that gender is indeed a relevant factor for understanding indigenous peoples' natural resource management and therefore also critical to consider in relation to planned development and conservation. However, the question of gender equality and equity in relation to indigenous peoples' natural resource management must be situated within the context of continued ethnic discrimination and indigenous peoples struggle for self determination.

The single largest tax expenditure in the federal budget is the employer exclusion of contributions for medical insurance premiums and medical care from employee income taxes. In fiscal year 2005, the Office of Management and Budget estimates this exclusion is worth $112 billion. If the payroll tax exclusion component were also counted here, the total would be significantly higher. Among the working-age population, one of the most damaging individual experiences is unemployment. Many previous studies have confirmed the devastating effects of unemployment on individual well-being, both pecuniary and non-pecuniary. Using the data from the European Community Household Panel survey, we examine the factors that affect unemployed workers' well-being with respect to their situations in their main vocational activity, income, housing, leisure time and health in Europe.
