Abstract:
A disturbing thing happened to me in Afghanistan last May while working on a project to install wells in villages. After a delightful month of working in a rural province, filled with welcoming leaders and offers of tea at every house, the mood suddenly changed. A young man walked up to my 42-year-old female American colleague and bashed her in the face. As we collected our interviewers and headed back to the vehicles, children from the village pelted us with stones. This violence against anything foreign played out in hundreds of locations across Afghanistan that day.

372. The German ICT industry: Spatial Employment and Innovation Patterns

Abstract:
This paper documents recent developments in German ICT industries. In particular we report results on spatial patterns in innovation and employment in these industries. The paper is motivated by previous studies that have found that ICT industries seem to cluster geographically and having spatially clustered growth rates. In this study, we discriminate between production of ICT devices and production of ICT services. In Germany, production of ICT devices is concentrated in clusters of innovating regions (in terms of patents). ICT service production, on the other hand, is concentrated in larger urban areas. Growth rates in ICT-related employment show different spatial patterns. The data show that negative spatial effects are present for several sectors, which might give support for the so-called backwash effect described by Gunnar Myrdal (1957). For other sectors, positive spatial spillover effects may be present. For overall economic development (in terms of gross regional product per habitant) we find weak positive growth effects ICT, but these growth effects stem more from innovation than from production or use of ICT.

373. Norway's Fredskorpset Youth Program: Study of Selected Exchange Projects

Abstract:
The Fredskorpset Youth program is a North-South exchange program facilitating the exchange of young people between partner organizations or institutions of Norway and countries of the South. The present study was commissioned in order to assess the degree to which stated goals of the exchanges were realized. Four exchanges were selected to be studied: between a Norwegian and Kenyan student organization (AIESEC); between a Norwegian missionary organization (NMS) and its counterpart church in Madagascar (FLM); between local Red Cross organizations in Norway and Uganda; and between a Norwegian (VUC) and two Malawian teacher training institutions (CC, LTTC). Objectives of the programs included acquiring new knowledge, attitudes and commitment at the level of individual participants, organizational strengthening and development of international contacts at the institutional level, and dissemination of information. As goals were mostly quite loosely formulated, it was difficult to assess the degree to which they were realized with any precision. Findings varied between the exchanges, but in general individual objectives were reached to some extent, while results might have been even stronger with more systematic attention to them. Institutional goals were achieved in most of the cases. In terms of information dissemination, this could be strengthened in most of the exchange programs.

374. North-South Trade and Wages with Complete Specialisation

Abstract:
From the Stolper-Samuelson Theorem, it is expected that North-South trade reduces the real wage of unskilled labour in the North. This paper questions the underlying assumption that trading countries are diversified, and examines theoretically the trade-wage link when the South is completely specialised. While it remains true that trade with the South negatively affects wages in the North, it is no longer the case that the poorer the trade partner is, the more harmful is trade for Northern wages. The negative wage impact is largest when the South has an intermediate capital-labour ratio, since it is then a more efficient producer. This also gives the largest aggregate welfare gains from trade in the North. The specialised South also gains from trade, and these gains are relatively larger, the more extreme is its factor composition. But even if the poorest countries gain from trade, capital accumulation may be more important for their welfare.

Abstract:
Fears that "globalisation" implies increasing job losses and lower wages are an important source of popular ambivalence towards the increasingly open character of OECD economies. Although such concerns are not new, recent developments appear to have heightened workers' apprehensions that rising trade competition threatens their jobs, wages and employment conditions, particularly in the higher-wage OECD countries. Increased international sourcing of production activities — including the "offshoring" of some white-collar jobs in information technology (IT) and business services — has led some commentators to conclude that a large share of high-wage OECD workers will soon be in direct competition with workers in countries where wages are far lower. EU enlargement and the increasing integration of large, labour-surplus economies such as India and China into the world trading system also reinforce anxieties about "delocalisation" and "a race to the bottom".

Abstract:
All OECD governments recognise the need to provide income support for the unemployed. But how do they ensure that income support provides a cushion for a brief period to enable the person to find a new job, without becoming a permanent alternative to work? Cutting benefit levels would automatically increase the incentive to move from welfare to work, but it would not help people to find suitable employment and would aggravate social hardship for those who do not enter employment at all. Providing income support for jobseekers while at the same time strengthening their incentive to work is a puzzle that most OECD countries are still trying to solve.
