Abstract:
Since gaining independence from Spain in 1825, Bolivia has endured nearly two hundred coups and countercoups. Despite the establishment of comparatively democratic, civilian rule in Bolivia in 1982 through a system of “pacted democracy,” Bolivian leaders still face many of the same difficult problems as they did twenty years ago: deep-seated poverty, social exclusion of the indigenous and mestizo (of mixed racial ancestry) majority, and illegal drug production.

The European University Institute, the Istituto Affari Internazionali, and the Institute for Human Rights at Åbo Akademi University organized a workshop "The New Human Rights Council: The First Two Years" on 7-8 November 2007 in Florence. The purpose of the workshop was to evaluate and assess the potentials of the newly established United Nations Human Rights Council in promoting universal respect for the protection of all human rights and fundamental freedoms.

Abstract:
Now that the Democratic Republic of Congo has held a series of elections that mark the end of the long transition period, new institutions are being put in place at the national and provincial levels. The paper retraces the enduring legacy of mismanagement, corruption and human rights violations which was left by Mobutu Sese Seko's regime (1965-97) and was deepened during the following six years of conflict and three years of the transition period. This paper shows that a culture of impunity compounded by an inversion of moral values persists and will be among the many challenges confronting the leaders of the new regime.

Abstract:
Increased international competition poses challenges to companies' organizational practices, including human resource management. For multinational companies operating simultaneously in diverse local conditions this challenge implies a decision between either opting for universal best practices or adapting their employment strategy to differing local standards in host countries. What influences whether work practices are similar or differ when deployed in differing conditions? Why are some companies committed to their workers' welfare while others are not? This paper attempts to answer these questions by studying work practices, namely work systems and fringe benefits, in a Dutch multinational company (MNC) and its manufacturing subsidiaries in Western and Eastern Europe. Evidence suggests that the observed patterns are best explained by the interplay of three factors. Rational economic interest, company values, and local institutions yield subsidiary work practices that are embedded in, but not adapted to, local standards. The MNC's value system accounts for the fact that generous benefits are offered without a direct relation to the company's profit maximization and without external societal and institutional pressures to provide such benefits.

Collecting quality data is a prerequisite for developing any SALW Awareness activities.

278. Cost-Effective Prevention of Diarrheal Diseases: A Critical Review

Abstract:
This paper critically reviews the existing research on the cost-effective prevention and treatment of diarrheal diseases, and identifies research priorities in this area aimed at finding ways to reduce the diarrheal disease burden. In contrast to the empirical knowledge base that exists for traditional child health programs to reduce diarrheal morbidity and mortality, evidence on the relative effectiveness and cost-effectiveness of various environmental health interventions is limited and subject to significant methodological concerns. There is a limited understanding of the determinants of long-term water and sanitation technology adoption and behavior change at the individual level. Even less is known about how collective action problems in water and sanitation infrastructure maintenance can be overcome. An agenda for future research includes evaluating alternative transmission interruption mechanisms, improving understanding of the determinants of individual-level technology adoption in the water and sanitation sector, and assessing the quality of infrastructure maintenance under different management schemes.

279. Performance-Based Incentives for Health: A Way to Improve Tuberculosis Detection and Treatment Completion?

Abstract:
Tuberculosis is a public health emergency in Africa, Eastern Europe, and Central Asia. Of the estimated 1.7 million deaths from TB, 98 percent are in the developing world, the majority being among the poor. In order to reach the MDG and the Stop TB partnership targets for 2015, TB detection rates need to double, treatment success rates must increase to more than 7075 percent, and strategies to address HIV-associated TB and multi-drug resistant TB must be aggressively expanded. DOTS, the internationally-recommended TB control strategy is the foundation of TB control efforts worldwide. A standard recording and monitoring system built on routine service-based data allows nearly all countries in the world to track progress in case detection and treatment completion through routine monitoring. This provides a good base for measuring the impact of different strategies for improving TB control outcomes.

280. AIDS Treatment and Intrahousehold Resource Allocations: Children's Nutrition and Schooling in Kenya

Abstract:
The provision of life-saving antiretroviral (ARV) treatment has emerged as a key component of the global response to HIV/AIDS, but very little is known about the impact of this intervention on the welfare of children in the households of treated persons. We estimate the impact of ARV treatment on children's schooling and nutrition outcomes using longitudinal household survey data collected in collaboration with a treatment program in western Kenya. We find that children's weekly hours of school attendance increase by over 20 percent within six months after treatment is initiated for the adult household member. For boys in treatment households, these increases closely follow their reduced market labor supply. Similarly, young children's short-term nutritional status—as measured by their weight-for-height Z-score—also improves dramatically. We also present evidence that the impact of treatment is considerably larger when compared to the counterfactual scenario of no ARV treatment. The results illustrate how intrahousehold allocations of time and resources are altered in response to significant health improvements. Since the improvements in children's schooling and nutrition at these critical early ages will affect their socio-economic outcomes and wellbeing in adulthood, the widespread provision of ARV treatment is likely to generate significant long-run welfare benefits.
