Abstract:
What is at stake today in the Indo-Pacific, is not only strategic stability and territorial issues, but also the defence and support of an international order based on democratic values and multilateralism. These values comprise respect for the rule of law, transparency, particularly concerning defence policy, military budget, financial institutions or ODA attribution policy, but also the denunciation of the use of force or threat to use force to solve territorial or other issues and of course the respect for global commons and freedom of navigation. In that respect, the evolution of the situation in the IndoPacific is of global interest, including for the European Union and its member States. These democratic values constitute the core of the liberal international order and are more broadly accepted as universal norms, including in the Asia Pacific. Asean, for instance, a leading player in the region, favours the signature of a code of conduct in the South China sea based on these values in spite of the attachment of its member States, to the principles of non-interference and sovereignty

Abstract:
Around the decade of 1880s, a substantial number of native Indians (usually pilgrims and priests visiting sacred places) were permitted to enter Tibet. Ekai Kawaguchi recalled his experience and understanding of the Tibetans and described them as inherently hospitable people, by and large. Assessing the relationship existing formerly between British India and Tibet, Kawaguchi acknowledged that British India was closely connected with Tibet since long. In the initial phase, Tibet’s attitude towards the British Indian Government could not be termed resentful or hostile.

Abstract:
Since the euro crisis began in 2010, there has been much debate about German power in Europe. Germany has been widely seen as a kind of European “hegemon.” But this both exaggerates the extent of German power in Europe and underplays how problematic it is. Rather, Germany has reverted to the position of “semi-hegemony” within Europe that it occupied between 1871 and 1945.1 However, whereas the classical “German question” was geopolitical, the new version of the “German question” is geo-economic – that is, German power is now economic rather than military. These questions around German power are extremely important for the future of Europe. But why should anyone in Japan be interested in them?

Abstract:
Histor y often tends to repeat itself, or as Spanish-American philosopher, Jorge Agustín Santayana wrote in 1905-06 in The Life of Reason, “Those who cannot remember the past are condemned to repeat it”. While setting out to write on, or about Tibet, it is inevitable to conclude that there never was, or will be, a long walk to freedom either for Tibet, or for the holy chair of the successive Dalai Lamas – the god and king-in-one incarnation of Chen-re-zi, the Lord of Mercy – the patron deity of Tibet. The Dalai Lama not only governs his subjects in this life, but can influence their rebirth in the next, or as Tibetans believe is the “Ruler in this life, the Uplifter in the hereafter.” The journeys of the Dalai Lamas in and out of Tibet recount being perennially those, which forced them out of their homeland in the most pressing, dark, and arduous circumstances. These have been recorded most persuasively by Sir Charles Bell, British civil servant, and former British Political Representative in Tibet, Bhutan, and Sikkim, whose accounts dedicated to the memory of the 13th Dalai Lama stand testament to their long and affectionate friendship. Bell’s work Portrait of The Dalai Lama published in 1946 is amongst the finest accounts on Tibet’s chequered history. It’s important to understand Tibet’s geography and the course of events that shaped its historical and political destiny in order to realize the relations that Tibet shared with the powers that encircled it. The Chinese overlord ship, which commenced early in the 18th century and ended in 1912, was often little more than nominal. China’s endeavor to control the foreign policy of Tibet sprang mainly from two reasons: First, the Chinese desired the country as a barrier on the west; and second, from 1642, when the supreme authority of the Dalai Lama was established– China sought his spiritual backing to restrain the turbulent Mongols from invading the northern Chinese provinces.

Abstract:
The Paris Peace Conference opened on January 18, 1919, paving way for an ensuing legacy of peacemaking. It aimed at fortifying the conceptual foundations in reference to the very essential premise on which peacemaking rests – i.e., bringing a conflict/war to a halt, and thereafter initiating a diplomatic process that seeks to provide a platform for initiating the process of reconciliation. Held at the Palace of Versailles, the Peace Conference saw delegates from 27 parties, with rigorous deliberations and recommendations that eventually got included into the Treaty of Versailles with Germany, held at the Hall of Mirrors at Versailles, on June 28, 1919.

96. Regime Resilience and Civil Resistance in Post-Tiananmen China

Abstract:
In the 1980s, conflicting patterns of economic liberalization and the Chinese Communist Party’s (CCP) dogmatic insistence on unchallenged social control led to a widespread protest movement across the People’s Republic of China (PRC, China). Tensions reached an apex on June 4, 1989 in what became known as the Tiananmen Square Massacre. In memory of the 30 year anniversary of the Party’s brutal and lethal suppression of their own people, this paper provides a comprehensive review of the CCP’s post-Tiananmen survival strategy and the enduring tradition of civil resistance in the PRC. Though CCP methods of quelling civil dissent have strengthened in the decades following Tiananmen, the authors identify various indicators of growing discord in the PRC. In evaluating the perseverance of civil resistance in China, the authors conclude that the ongoing struggle against the authoritarian Party apparatus is far from over.

97. The 1948 German Currency and Economic Reform: Lessons for European Monetary Policy

Twenty years after the introduction of the euro, the European Monetary Union (EMU) is at its crossroads. Following the outbreak of the European financial and debt crisis in 2008, the European Central Bank (ECB) took comprehensive measures to stabilize the common currency. Interest rates were cut to and below zero and several asset purchase programs have inflated the ECB balance sheet (Riet 2018). Within the European System of Central Banks, large imbalances have emerged via the TARGET2 payments system, which can be seen as quasi-unconditional credit in favor of the southern euro area countries (Sinn 2018). While the ECB terminated its asset purchase program at the end of 2018 and is expected to increase interest rates in late 2019, financial instability is reemerging. Growing uncertainty about the fiscal discipline of the Italian government has triggered a significant increase in risk premiums on Italian government bonds. In particular, in Italy and Greece, but also in Germany, bad loans and assets remain stuck in the banking systems. In the face of the upcoming downswing, European banks do not seem ready for new financial turmoil. In this fragile environment, the future path of the EMU is uncertain. To enhance the stability of the EMU, a group of German and French economists has called for a common euro area budget, for a strengthening of the European Stability Mechanism as lender of last resort for euro area countries and banks, as well as for a common European deposit insurance scheme (Bénassy-Quéré et al. 2018). In response, 154 German economists have warned against transforming the EMU into what they call a “liablity union,” which systematically undermines market principles and wealth (Mayer et al. 2018). In 2018, a French-German initative to introduce a common euro area budget faced strong opposition from a group of northern European countries as well as from Italy, symbolizing the political deadlock concerning reforms of the EMU. This article explains the different views on the institutional setting of monetary policymaking in Europe from a historical perspective. It begins with a description of the economic and monetary order in postwar Germany. It then discusses the positive implications for the European integration process and the economic consequences of the transformation of postwar German monetary order. The final section offers some economic policy recommendations.

Abstract:
1978 has been erratic, with many interruptions along the way. The end result, however, has been eye opening: the Middle Kingdom has become the world’s largest trading nation, the second largest economy, and more than 500 million people have lifted themselves out of poverty as economic liberalization removed barriers to trade. One of the enduring lessons from China’s rise as an economic giant is that once people are given greater economic freedom, more autonomy, and stronger property rights, they will have a better chance of creating a harmonious and prosperous society (see Dorn 2019). Nevertheless, China faces major challenges to its future development. There is still no genuine rule of law that effectively limits the power of government, no independent judiciary to enforce the rights promised in the nation’s constitution, no free market for ideas that is essential for innovation and for avoiding major policy errors, no competitive political system that fosters a diversity of views, and a large state sector that stifles private initiative and breeds corruption. China’s slowing growth rate, its increasing debt burden, environmental problems, and the increasing tension in U.S.-China relations compound the challenges facing Beijing.

99. Rethinking Taiwan policy: History, politics, ideology

The issue of Taiwan has long been one of the most intractable and multilayered in regional political, defence, foreign affairs, trade and security policy. Taiwan is claimed by the People’s Republic of China (PRC) as part of its territory, and, under its official title of the Republic of China (ROC), Taiwan is limited by Beijing to a marginal position in the international system. Political relations between Taipei and Beijing are fractious, but the Taiwan Strait is at the same time a critical link in global supply chains, carrying hundreds of billions of dollars of cross-strait trade in goods and services and investments every year. Hanging over this political and economic relationship is the constant threat of military action from Beijing. Taiwan policy in Australia and internationally is structured around the ‘resolution’ of the Taiwan issue, either through a negotiated settlement or through large-scale military action by the PRC. Australia should reassess its understanding of the Taiwan issue so as to identify alternative scenarios and calibrate its responses accordingly.

100. Australia-Afghanistan relations: Reflections on a half-century

It is now fifty years since diplomatic relations were formally established between the Commonwealth of Australia and the Kingdom of Afghanistan. Superficially, the two countries might seem to have little in common. Nonetheless, there is more to unite Australians and Afghans than one might think at first glance. Even before the Australian colonies federated, Afghans made their way to Australia to provide transport by camel in Australia’s inland. By the time of the 2016 census 46,800 Afghans were living in Australia. And since 2001, more than 25,000 members of the Australian Defence Force have served in Afghanistan. Recent years have brought Australia and Afghanistan far closer to each other than ever before in their history. Professor William Maley explores some of the key dimensions of the development of this relationship. Since 2001, the state-to-state relationship has developed additional dimensions – diplomatic, military, developmental, and humanitarian – which have been augmented by significant people-to-people ties despite all the difficulties that surround travel between the two countries. Yet for all this, what ultimately binds the two countries together is that Australia has a strong interest in seeing the transition in Afghanistan that was inaugurated in 2001 – a complex mixture of statebuilding, institutional development, economic change, civil society activism, and enhancement of human rights and freedoms – continue down the broad path that was laid out at that time. A failure in Afghanistan is likely to involve serious adverse strategic consequences for Australia.
