3051. CIAO: The Imposition of Governance: Transforming Foreign Policy through EU Enlargement

Abstract:
Driving me through Ankara only a couple of hours after I disembarked the plane, my Turkish colleague points to the latest apartment buildings and a hypermodern shopping mall further down the road. These places, he points out, would be ready for the EU. If only all of Turkey would already look like them - but eventually, it will. Only give us some time. And indeed, the economic change over the past decade seems remarkable. Then Prime Minister Turgut Özal's final abandonment of statism, one of the six pillars of Kemalism, in favour of a widespread, although still restricted, liberalisation strategy, looks like bearing visible fruits. Despite the Turkish economy nonetheless still experiencing a great deal of difficulties (inflation in 1999 was still above 60%, and that already was a huge improvement on previous years), my conversations in the following week centre on a different issue - Turkey's foreign policy. With its 40,000 soldiers in northern Cyprus, its continually problematic relationship with Greece, its ventures into northern Iraq and threatenings towards Syria, Turkey's foreign policy is, together with human rights issues, one of the central stumbling blocs for starting membership negotiations after the acknowledgement of candidate status in Helsinki. In Cyprus's southern part, the economic problem of the day is its overheated stockmarket. My friend multiplied his assets within half a year. More and more villas are mushrooming in beautiful settings, and the younger generation in particular is very well off. Accordingly, Cyprus is the forerunner in the enlargement negotiations, with a GNP per capita above some of the current EU member states (Pace 2000: 122). No wonder then that my conversation again focus on what most Cypriot politicians regard a domestic issue, but which at least has a strong foreign policy aspect to it: its policy towards the northern part of the island, 'under Turkish occupation' as the official labelling goes, and thereby also to Turkey. Despite Cyprus's status in the negotiations, its probable future membership is thus overshadowed by the conflict on the island.

3052. Balances of Power versus Balancing: A Conceptual Analysis

Abstract:
This paper responds to recent criticisms of balance of power theory by arguing that those criticisms represent a misunderstanding of both the contributions and limitations of systemic balance of power theory. At the same time, it acknowledges that there are some problems with current work on balance of power, in particular with work that uses systemic balance of power theory as a basis for studies of state behavior. I argue that the problems with this current work are a result of the failure to make the adjustments required by the change in the level of analysis that occurs when one moves from systemic theory to the study of state behavior. In particular, there has been little analysis of what it means for a state to “balance.” To address this problem, I develop a definition of balancing behavior that is consistent with systemic balance of power theory, and then use that definition to develop a general model of balancing behavior. I then show how that general model can be used to integrate and evaluate different hypotheses concerning the balancing behavior of states. I conclude that both systemic balance of power theory and studies of the balancing behavior of states can contribute to our understanding of international politics, and therefore argue that we should resist the suggestion of critics that balance of power theory should be abandoned.

3053. In Praise and Criticism of Mexico's Pension Reform

Abstract:
The privatization of Mexico's government-run pay-as-you-go social security system, which went into effect in July 1997, is the Ernesto Zedillo administration's most important structural reform. It is a measure that, if successful, will help bring much-needed social and economic stability. The Mexican peso crisis of 1994–95 underscore d the fragility of Mexico's economy, its need for independent institutions, and its need for a large pool of long-term domestic savings. An increase in the rate of private savings in Mexico, which this reform will promote, would make the Mexican economy less dependent on short-term fluctuations of international capital flows and, thus, more stable. More important still, the privatization of social security will erect one of the basic pillars of a free society by turning Mexico into a country of property-owning workers.

Abstract:
The situation in Iraq is more precarious than at any time since the April 2003 ouster of the Baathist regime, largely reflecting the Coalition's inability to establish a legitimate and representative political transition process. The broad plan sketched out by UN Special Adviser Lakhdar Brahimi, the apparent willingness of the U.S. to delegate at least some political responsibility to the UN and the decision to loosen the de-Baathification decree are all steps in the right direction. But critical questions remain both unanswered and, in some cases, unasked.

To date, little attention has been paid to the role public administration plays in enforcing or violating the human rights and civil liberties of Bosnia and Herzegovina's citizens. Instead, much effort is concentrated on reforming the court system. Yet, the justice system in Bosnia and Herzegovina (BiH) comprises far more than the court system. It also consists of "administrative justice," where small-scale rulings by seemingly minor municipal and cantonal officials in a variety of public administrative organs, exercise a huge influence on the lives and legal rights of ordinary citizens. Many of these rulings prevent citizens from exercising their legal rights and gaining access to due process of law.</p

3056. Trepca: Making Sense of the Labyrinth

The enterprise known as Trepca is a sprawling conglomerate of some 40 mines and factories, located mostly in Kosovo but also in other locations in Serbia and Montenegro. Its activities include chemical processing and production of goods as varied as batteries and paint. But the heart of its operations, and the source of most of its raw material, is the vast mining complex to the east of Mitrovicë/a in the north of Kosovo, famous since Roman times. This report examines the current position of the mines, together with the associated smelting complex at nearby Zvecan.

After an unprecedented, multilateral military intervention in Kosovo succeeded in expelling Serb forces and enabling the return home of more than a million displaced persons, the international community embarked on the ambitious, long-term project of securing, rebuilding, and establishing the rule of law in Kosovo, while setting the territory on the path to self-governance. Visionary promises were made to the people of Kosovo, and careful planning was undertaken at NATO and United Nations headquarters and in many European capitals. But six months into the mission, the international community has so far not been able to deliver on its promises. No Kosovars of any ethnicity feel secure, tens of thousands of people remain without adequate shelter as winter sets in, civil registration has yet to get underway, there is as yet no agreed-upon, functional system of justice, and criminals – including suspected war criminals – continue to operate with effective impunity.

Just under a year ago a nervous Montenegrin President Milo Djukanovic warned the world that Yugoslav President Slobodan Milosevic was preparing to trigger a new Balkan war by launching a campaign of violence against the tiny republic of Montenegro. Djukanovic was right about Milosevic's intent, but wrong about the target. In March of this year, the dictator struck against ethnic Albanians in Kosovo and unleashed the barbarous Operation Horseshoe.
