2051. The Challenges of EU Accession for Post-Communist Europe

Abstract:
The accession of ten new member states in May 2004 and the prospective accession of several more in the near future will pose severe budgetary, administrative, and operational challenges for the European Union. But however great, the challenges of enlargement pale in comparison with the challenges of accession that will be faced by the new member states, especially those which until a decade ago were governed by Communist parties that presided over centrally-planned and predominantly-collectivized economies. This paper explores five of the most critical challenges that will face the new member states of post-Communist Europe: 1) administering the acquis; 2) deepening and extending the reform and transformation of the economy; 3) reducing the high levels of unemployment and large government, trade, and current account deficits; 4) financing accession in the face of the EU’s budgetary constraints and financial provisions; and 5) coping with all of those challenges in the face of low levels of support for enlargement in many of the member states and high levels of ambivalence and skepticism about membership in most of the new member states. The chapter concludes by noting the low levels of trust in the national government and satisfaction with the way democracy works that exist in most of the new member states and suggests that those low levels of trust and satisfaction will make it difficult for the governments in the new member states to address these challenges while also maintaining sufficient public support to retain office.

2053. Measuring Risk: Political Risk Insurance Premiums and Domestic Political Institutions

Abstract:
There is a resurgence in the literature in political science on how political risk affects multinational corporations operating in emerging markets. Most existing studies suffer from data problems where researchers can only offer indirect evidence of the relationship between political institutions and political risk. In this paper I utilize a new data resource to explore how domestic institutions affect political risks for multinationals. Utilizing price data from political risk insurance agencies I test how domestic political institutions affect the premiums multinationals pay for coverage against 1) expropriations and contract disputes and 2) government restrictions on capital transactions. I find that constraints on politicians lead to marginally lower expropriation and transfer risks. Democracy, on the other hand, greatly reduces expropriation risk but has no impact on transfer risk.

Abstract:
At the end of World War II Henry Luce spoke of the coming of an American century. Today commentators across the political spectrum emphasize America's dominant military capabilities and economic strength. Many observers have also argued that the United States uniquely benefits from the wave of economic liberalization and democratization that followed the end of the Cold War. Joseph S. Nye has coined a catchy phrase, “soft power,” to suggest the importance of being admired, so that “others want what you want.” Nye argued that the United States commanded a lot of soft power. Indeed, with the end of the Cold War it seemed for a while as if the United States was in a “virtuous circle,” in which its success caused it to be more admired, which in turn enhanced its influence, and thus furthered its success.

2055. What's So Good About Democracy? A Research Note

Abstract:
It is surprisingly difficult to demonstrate that democracy makes a difference where, presumably, it is needed the most. Life remains precarious for large portions of the world's population, and the people for whom survival is far from trivial are concentrated in the world's poorest nations. If, as we seem committed to believe, a) the state can play some positive role in securing the life chances of individuals; and b) democracy increases the likelihood that states will play such a role, then we ought to see tangible benefits from the adoption of democracy in the world's poorest nations. If not, we may be required to accept either of two uncomfortable conclusions. Perhaps democracy has important normative benefits but provides little in terms of material consequences. Alternatively, it may have material benefits, but only in countries where wealth has already made such benefits less vital.

2056. CERI: Solving Europe's Binary Human Rights Puzzle. The Interaction between Supranational Courts as a Parameter of European Governance

As the European Union has become ever more powerful in terms of political output, it has also turned out to be a potential source of human rights violations. While national governments have disagreed on setting up consequential control mechanisms for several decades, the European Court of Justice and the European Court of Human Rights pre-empted intergovernmental choice. The European courts' paths unexpectedly crossed when they were both impelled to work out a way to deal with a twofold human rights conundrum situated at the EU level. Turbulent interaction between Europe's two supranational courts has not only led to a relative improvement of the protection of human rights, but has also deeply transformed the course of European integration. The courts' increasingly nested linkage has given rise to new forms of supranational judicial diplomacy between European judges. As a result of their evolving relationship, which is simultaneously underpinned by competitive and cooperative logics, the traditional opposition between an "economic Europe" and a "human rights Europe" has been overcome and the EU's accession to the European Convention on Human Rights is high on the political agenda. Yet, this process of integration through human rights remains a fragile and incomplete endeavour. Just as in co-operative binary puzzles where two players must solve the game together and where both lose as one of them tries to win over the other, solving Europe's binary human rights puzzle has required of European judges a new way of thinking in which it's not the institutions, but their linkage that matters.

Abstract:
Collective mobilizations in post-Soviet Russia constitute an enigma for Western political sociology due to their numerical weakness and their incapacity to strengthen democratic practices in the country. This perplexity can be explained by the unsuitability of the research tools used for their study. Academic research on social mobilization has long been based primarily on postulates concerning the modernization of social movements in a economically and politically liberal context. Western and Russian leaders involved in the transition process demonstrated a will to foster the constitution of organizations independent from the State and the creation of a civil society as an opposition force. In the early 90s, the practices of voluntary organizations in Russia became closer to Western ones. Notions such as "associative entrepreneurship", "professionalization" or "frustration" were shared by Russian movements. However, later evolutions showed the unsuitability of these concepts to understanding the full complexity of these movements. That is why this issue of "Research in question" aims to suggest new theoretical perspectives for studying associations in Russia. These are at the crossroads of various grammars, where civic and liberal principles are combined with domestic and patriotic preoccupations. This complexity, which resists a purely liberal vision of social organizations, draws convergent criticisms against their action. In order to investigate this complexity of practices as well as criticisms, the tools produced by a pragmatic and multiculturalist sociology are useful to show the diversity of social and political bonds that link militants in contemporary Russia.

Abstract:
Thaksin Shinawatra, Thailands Prime Minister, is a man of superlatives: the billionaire telecommunications tycoon is the only elected Thai head of government to have managed to get through an entire legislative term before being triumphantly reelected to a second mandate. His party, Thai Rak Thai (Thais Love Thais), rules with an overwhelming majority. Having rose to power in the wake of the 1997 Asian crisis and the promulgation of Thailands democratic Constitution the same year, Thaksin exemplifies the countrys recent history: he is heir to the authoritarian military regimes of the 1960-1970 and the product of a political and economic liberalization that brought businessmen transformed into professional politicians to power. But whether the Thaksin system a blend of authoritarianism and liberalism has put the brakes on twenty-five years of political democratization or if he embodies a Thai way to democracy, the Prime Minister cannot rule to please himself: he is faced with a dynamic, complex and organized civil society that has already proven in at least three different instances its striking talent for political mobilization.

2059. Stretching the Model of "Coalitions of the Willing"

Abstract:
Two models may be draw up of coalitions of the willing. The first model is epitomized by the group of countries assembled by the United States for the mobilization of the 2003 Iraq war. The second model is the form of coalition associated with the anti-personnel landmines campaign and the initiative on the International Criminal Court in the mid to late 1990s. This paper will explore the relationship between these different types of coalitions. The former type is characterized by a top-down, state-centric, and coerced/opportunistic strategic form. The latter type by way of contrast takes a bottom-up, voluntary, mixed actor, diplomatic approach. Yet, along side these differences are some striking, but unanticipated similarities. Most dramatically, both types have been assembled on an intense stylistic basis with an eye to avoiding the frustrations associated with working via established institutions. By looking more closely at the external expression and inner workings of these modes of activity, the model of coalitions of the willing is stretched out in terms of their motivations, sense of ownership, and future trajectory.

2060. How to Negotiate Over Trade: A Summary of New Research for Developing Countries

Abstract:
Developing country governments frequently negotiate with other governments over trade issues. Most developing countries are now members of the World Trade Organization (WTO) and many of the rest are negotiating to join it. In the Doha Development Agenda, members find themselves facing multilateral talks of daunting complexity. The issues range from established ones such as market access, to the revision of WTO rules on antidumping, subsidies, and dispute settlement, to controversies over proposed new rules on investment and competition policies. Sometimes governments also negotiate to settle legal disputes about members' compliance with existing rules. Many are simultaneously negotiating new regional and bilateral pacts as well. This paper provides an advance summary of a research project developed by a group of scholars in 2003 to address the need of many developing countries to improve their capacity to participate effectively in trade negotiations.
