Abstract:
For more than 50 years individual countries and international agencies have given aid to third world countries to promote economic development, yet poverty still persists in many recipient nations. In recent years development economists and agencies have increasingly recognized the importance of institutions that support property rights and economic freedom in promoting development. Nevertheless, nations continue to provide aid to less developed countries. This raises two important questions. Does the receipt of aid lead to increases or decreases in economic freedom, and are increases in economic freedom rewarded with more aid or punished with reduced aid?

Abstract:
U.S participation in the world wars gave rise to massive increases in the extent of government involvement in economic life and brought about many important, enduring changes in the government\'s relations with private economic actors. In both wars, the federal government expanded enormously the amount of its expenditure, taxation, and regulation as well as its direct participation in productive activities, creating what contemporaries described during World War I as "war socialism." Each of these great experiences left a multitude of legacies—fiscal, institutional, and ideological—many of which continue to shape the country\'s political economy. As William Graham Sumner wisely observed, "it is not possible to experiment with a society and just drop the experiment whenever we choose. The experiment enters into the life of the society and never can be got out again" (Sumner 1934, II, 473). The world wars certainly are among the greatest "experiments" that American society ever endured.

Abstract:
The small and medium-sized states in Southeast Asia have undergone significant geostrategic changes with the end of the Cold War and the rise of China. There has been a lively debate over the last decade about whether these countries would balance against or bandwagon with China, and how their relations with the other major powers in the region would change. Recent works that argue against the simple dichotomy of balancing versus bandwangoning are correct in asserting that Southeast Asian countries do not want to choose between the two major powers, the U.S. and China. But this paper goes further to present the results of an empirical study that fleshes out the conceptual thinking that underlies this avoidance strategy. It finds that instead of merely adopting tactical or time-buying policies, key Southeast Asian states have actively tried to influence the shaping of the new regional order. It argues that key Southeast Asian states in fact have (a) distinct coneptualisations of two main pathways to order in the region omni-enmeshment of major powers and complex balance of influence; and (b) a concrete vision of the preferred power distribution outcome, which is a hierarchical regional order.

Abstract:
Security sector reform (SSR) focuses on security institutions of a state, namely the military, police, intelligence and criminal justice institutions, in order to make them capable of delivering security to citizens consistent with democratic norms. Despite the promotion of comprehensive SSR frameworks and guidelines, projects overwhelmingly focus on the reform of traditional security institutions (ie military and police training). Strengthening civil oversight and governance of the overall security sector are still marginal activities.

Abstract:
In its National Strategy for Victory in Iraq the Bush administration recognizes that the key to defusing the insurgency is drawing the Sunni Arab community into the political process. And it correctly sees that this requires "inclusive institutions that offer power-sharing mechanisms and minority protections." As the strategy notes: such institutions would "demonstrate to disaffected Sunnis that they have influence and the ability to protect their interests in a democratic Iraq." Unfortunately, the administration finds it difficult to apply this precept where it would matter most: in the election process.

President Bush was correct when he asserted on 2 December 2004 that it was "time for the Iraqi citizens to go to the polls." Indeed, it is long past time. Elections should have occurred a year or so after the fall of the Hussein regime. But the fact that they are overdue does not mean that an adequate foundation for meaningfully democratic elections has been laid. It has not. Unfortunately, the balloting due to take place on 30 January will not fulfill the promise of democracy nor satisfy the Iraqi passion for selfdetermination. For these reasons, it cannot bring peace. It is more likely to exacerbate civil strife.

2009. Private Security Companies: The Case for Regulation

It was estimated in March 2003 that 15 000–20 000 private security contractors were working in Iraq, and the conflict there was referred to as 'the first privatised war'. Since then, both the number and the visibility of contract personnel in Iraq have increased, triggering a broad debate on the role of private companies which provide military and security services to states, corporations and non-governmental organizations (NGOs). However, the phenomenon is neither new nor exclusive to the Iraqi conflict. The past decade has seen the rise and consolidation of a global industry for private security provision, with over 100 companies operating in as many countries worldwide.

All of us use conventional wisdom as a shortcut—as a handy way to “know” something about which we have not invested the time and trouble to study closely and understand fully.
