Abstract:
The term “peer to peer” (P2P) refers generally to software that enables a computer to locate a content file on another networked device and copy the encoded data to its own hard drive. P2P technology often attracts people who use it to reproduce or distribute copyrighted music and movies without authorization of rights owners. For that reason, the short history of P2P technology has been one of constant controversy and calls by many in the content industry to regulate or even ban P2P-based networks or software.

Almost everyone agrees that the U.S. health care system is in dire need of reform. But there are differing opinions on what kind of reform would be best. Some on the political left would like to see us copy one of the government-run “single-payer”systems that exist in Western Europe, Canada, and New Zealand, among other places. Proponents of socialized medicine point to other countries as examples of health care systems that are superior to our own. They insist that government will make health care available on the basis of need rather than ability to pay. The rich and poor will have equal access to care. And more serious medical needs will be given priority over less serious needs.

Abstract:
As Congress debates the reauthorization of the Higher Education Act, it should heed Friedrich Hayek's warning that democracy is “peculiarly liable, if not guided by accepted common principles, to produce over-all results that nobody wanted.” One result of the federal government's student financial aid programs is higher tuition costs at our nation's colleges and universities. Basic economic theory suggests that the increased demand for higher education generated by HEA will have the effect of increasing tuitions. The empirical evidence is consistent with that—federal loans, Pell grants, and other assistance programs result in higher tuition for students at our nation's colleges and universities.

This article illuminates the record of the Gauche Plurielle (GP) and Jospin-led coalition government-built upon a diverse parliamentary majority opposed by a sitting president-to construct a coherent political program and realize unanticipated policy-making achievements. Contrary to past cohabitation regimes and most Fifth Republic presidential-prime ministerial teams composed of officials from the same political party, the 1997-2002 Gauche Plurielle government retained power for its entire five-year elected mandate while advancing an aggressive domestic socio-economic agenda. The GP program, which Lionel Jospin termed a "réalisme de gauche," would combine Socialist Party (PS) commitments to social justice with economic growth and Communist Party (PCF) concerns over a heightened minimum wage and serious youth employment efforts. The allied Greens and other Left factions would be provided the opportunity to win seats in the National Assembly (in the Greens' case, for the first time) with an ability to influence policy making in their areas of special interest. Overall, the early years of the Left-Greens coalition would see the construction of major initiatives upon which all partners generally agreed, with pressures on the coalition becoming more evident in subsequent years as hard policy choices-reflective of the dominant PS-increasingly troubled the smaller partners.

Abstract:
The role of subnational units (states, provinces, cantons, Lander) in international affairs is a growing subject in the literature on federalist affairs. Scholars of political science have traditionally seen the conduct of foreign policy as the exclusive domain of the national government. This would seem an especially apt observation about India's federalist system. The Indian constitution has given the center particularly strong powers—so strong, in fact, that some have described it as “quasi federal” because of the lack of autonomy it affords to the states. Yet, there is an increasing consensus that the states have not been shy of foreign policy advocacy. Some have argued that the era of coalition governance has increased such advocacy and, potentially, influence, especially in the context of globalization and economic reform and liberalization.
