Abstract:
The need for international co-operation has never been greater, yet global governance is inadequate. Whether one looks at the Doha round of trade liberalisation, the climate change talks led by the United Nations, the G20's efforts to co-ordinate economic and financial policies, or efforts to reform the UN Security Council (UNSC), not much is being achieved. 'Multilateralism'–the system of international institutions and rules intended to promote the common good–appears to be weakening. At the same time, the growing influence of China, Russia and other non-Western powers is pushing the international order towards 'multipolarity'.

922. Inheriting Recessions

Abstract:
Three of the last six U.S. presidents have inherited a recessionary economy: Ronald Reagan, George W. Bush, and Barack Obama. Let's define "inheriting a recession" as meaning that on the date a president is sworn into office, the economy is technically still in recession or enters one within a few months. Most economists would agree that presidents have little short-term control over the economy, but that their fiscal policies can be implemented quickly and affect macroeconomic performance after the first year. Reagan, inaugurated in January 1981, actually endured a double-dip recession-one that had been raging since early 1980 and a second that hit in July 1981-but the economy experienced a strong and sustained recovery that began in November 1982 during his second year in the White House. Bush was inaugurated in January 2001, and the economy entered recession just weeks later. Obama entered office in January 2009, like Reagan, after the United States had been in recession for a full year.

Abstract:
L’Europe centrale et orientale ne se porte globalement pas aussi mal qu’on l’écrit parfois et, d’une certaine manière, nettement mieux que l’Europe occidentale et que la zone euro en particulier. Avant la crise déjà, elle se singularisait par une croissance élevée, qui atteignait 4 % par an en 2008 pour les dix nouveaux membres de l’Union européenne (UE), contre 0,5 % pour les quinze pays de la zone euro. Son taux de chômage était inférieur d’environ 6,5 % à celui constaté dans ladite zone. En outre, dûment chapitrée par les institutions financières internationales, elle pouvait faire état d’une discipline exemplaire en matière de finances publiques, avec une dette qui ne dépassait pas 30 % du PIB pour la grande majorité des seize pays étudiés ici (voir les tableaux synthétiques à la fin de ce chapitre) et était très inférieure à ce niveau pour plusieurs d’entre eux. Quant au déficit des finances publiques, calculé à partir de la moyenne des seize pays, il était inférieur à 3 % du PIB. A tout cela s’ajoute la bonne tenue d’ensemble d’un jeune système bancaire qui, pourtant dépendant de maisons mères occidentales ayant subi le choc de la crise, ne s’est pas effondré malgré les sinistres avertissements des Cassandres : les pays baltes ont bénéficié de liens très forts avec les riches systèmes bancaires de l’Europe du Nord, les pays de l’Europe centrale (à l’exception de la Slovénie) ont su constituer au cours de la transition des banques saines, et les établissements de l’Europe du Sud-Est ont été, au moins momentanément, sauvés par l’action conjuguée des institutions financières internationales dans le cadre des deux « Initiatives de Vienne ».

Abstract:
As the emerging global order takes shape, debate is growing more intense around the trajectory of the rising powers and what their ascendency to positions of regional and international influence means for the United States, its traditional allies, and global governance more broadly. Commentary about these rising powers— often referred to in a generic way as the BRICS (Brazil, Russia, India, China, South Africa) but actually encompassing a dozen or so countries largely represented in the G-20—ranges from alarmist to sanguine. Pessimists argue that China, with its impressive economic growth and increasingly global reach, is well-positioned to challenge the United States' role of global superpower and to weaken the commitment of other rising powers, and various international organizations, to liberal values. More optimistic analysts insist that the rise of middle powers, most of which are democracies of varying stripes, bodes well for the world: millions are being lifted out of poverty, rule of law is taking hold and the international system is bound to be a more inclusive, representative one.

926. Why We Need to 'Unpack' Regions to Compare Them More Effectively

Abstract:
States are finding it increasingly difficult to provide good governance in response to today's problems in a globalised world, as they are often either too small or too big to cope with current crises. One of the strategies of states to remedy this situation is to construct regional levels of governance at the supranational or national level. This has led to the creation of diverse forms of regional governance worldwide, thereby ushering in a neo-Westphalian world of states and regions. In order to advance the research agenda of comparative regionalism, scholars need to 'unpack' regions along several conceptual dimensions. This includes seeing regions as economic areas, public goods spaces as well as actors in the international arena. In addition, a distinction needs to be made in studying the projects, processes and products of region building. Moreover, studying regions needs to take into account the discursive context of 'regionalism speak'. Finally, more attention needs to be dedicated to the internal complexity of regionalisms. In sum, comparing regions is not a straightforward exercise, and in some case regions should not be compared with other regions, but with states.

927. Breaking Free from Europe: Why Africa Needs Another Model of Regional Integration

Abstract:
Support for regional economic integration in Africa runs high amongst the continent's international development partners and African elites. However, its expression in European forms of economic integration is not appropriate to regional capacities and in some cases may do more harm than good. This lacuna is exacerbated by technical and theoretical analyses rooted either in economics or international relations literature. This article sets out to reconceptualise the foundations of African economic integration by reviewing key debates within each literature and comparing the results across disciplinary boundaries. Overall, it is concluded that a much more limited approach is required, one that prioritises trade facilitation and regulatory cooperation in areas related primarily to the conduct of business; underpinned by a security regime emphasizing the good governance agenda at the domestic level. Care should be taken to design the ensuing schemes in such a way as to avoid contributing to major implementation and capacity challenges in establishing viable and legitimate states. In doing so, the presence of regional leaders with relatively deep pockets - South Africa in the Southern African case - points to the imperative of building such limited regional economic arrangements around key states.

Abstract:
Returning to liberalism's Scottish Enlightenment precursors suggests that the liberal order might best be described by the tension between its assertions about the smoothing natural harmonies within the social order and its doubts about whether those harmonies can appear spontaneously and therefore require aggressive projects of reform and correction. Although committed to the inevitability and inexorability of progress, such doubts led Scottish Enlightenment figures to strategies that even today continue to mark liberalism's effort to purify modern progress of tragedy's taint. We continue to justify apparent social failings as necessary to the natural order, regarding them instead as advantages in a Providentialist manner (Smith and Hume). We preserve our faith in commercial society by aggressively reforming and correcting those inside and outside others who resist the inevitabilities we have embraced (Millar). We accept the disorders and instabilities inherent in modern market society, but replace our hope in the automaticity of adjustment with a belief in the capacity of the state or some form of international governance to resolve tensions in some higher-order liberalism (Steuart). We call for a moral revival to restore values that our contemporary liberal institutions cannot possibly sustain (Ferguson). In sum, maintaining liberalism's idealised vision of itself in the face of these necessary limits and ill consequences calls forth the purificatory zeal of the fundamentalist. If we wish to move past a response that offers us more liberalism and more zeal as a solution to the problems of liberalism, we need something that is both within and beyond liberal fundamentals: a liberalism that accepts truths beyond itself; that looks to multiple ontologies for political and ethical resources; and that accepts plural and multiple versions of virtue and progress negotiated between liberalism's fundamentals and varying local ideals and conditions.

929. Myths and Misconceptions in the Afghan Transition

The coming period of transition to Afghan control of national security will require greater cooperation and understanding between all parties. Cooperation between the international community, the Afghan government and local communities is currently being undermined by a series of myths and assumptions which stem from the unstable conditions, a perceived lack of shared interests and a handful of highly publicized incidents. The international community often underestimates local capacity for governance in Afghanistan and ignores the success that Afghanistan did have with self-rule for much of the 20th century. Local Afghan communities are skeptical of the aims of both counterinsurgency and state-building measures, as projects, such as internationally sponsored elections, have failed to yield anticipated results despite the continued presence of international troops. There is an urgent need to rethink some of the assumptions on both sides of the table which threaten to undermine the long-term prospects for peace in Afghanistan.

Abstract:
The ICSID Convention, under Article 25(1), applies only to those investment disputes that are between a contracting state and a “national” of another contracting state. Given that limitation, and in light of the significant and growing amount of foreign investment by state-controlled entities (SCEs), ICSID tribunals likely will need to address one fundamental issue with greater frequency: whether disputes arising from SCE investments constitute investor-state disputes falling within, or state-to-state disputes falling outside of, the scope of the ICSID Convention.
