351. Security ties or electoral connections? The US Congress and the Korea–US Free Trade Agreement, 2007–2011

Abstract:
Conventional wisdom is that trade policy is often guided by geopolitical security considerations. A growing body of research addresses the security–trade linkage as a plausible cause for executive negotiations over the Korea–US Free Trade Agreement (KORUS FTA) in 2007. Yet, the approval of a trade deal with the Asian ally by America's legislature in 2011 features not only ‘security ties’ but also ‘electoral connections’. This paper seeks to examine the question of whether alliance relationships would inevitably translate into domestic commitments. Bringing domestic politics into consideration, this article also fills the gap in the literature on Congress-focused research of the KORUS FTA and sheds light on how lawmakers strike a balance between the principle of US foreign policy and the reality of conflicting domestic interests.

352. Balancing in Neorealism

Abstract:
Does neorealism offer a convincing account of great power balancing behavior? Many scholars argue that it does not. This conclusion rests on a misunderstanding of neorealist theory and an erroneous reading of the evidence. Properly specified, neorealism holds that great powers place an overriding emphasis on the need for self-help. This means that they rely relentlessly both on arming and on imitating the successful military practices of their peers to ensure their security. At the same time, they rarely resort to alliances and treat them with skepticism. There is abundant historical evidence to support these claims. Since 1816, great powers have routinely achieved an effective balance in military capabilities with their relevant competitors and promptly copied the major military innovations of the period. Case studies show that these outcomes are the product of states' efforts to ensure security against increasingly capable rivals. Meanwhile, the diplomatic record yields almost no examples of firm peacetime balancing coalitions over the past 200 years. When alliances have formed, great powers have generally doubted the reliability of their allies and of their opponents' allies. Thus neorealism provides a solid foundation for explaining great power balancing behavior.

Abstract:
This report is the result of collaboration among scholars and former practitioners from the Atlantic Council, the Brookings Institution, the Center for a New American Security, and the Chicago Council on Global Affairs. It is informed by and reflects mid-January discussions with senior NATO and US officials in Brussels and senior Ukrainian civilian and military officials in Kyiv and at the Ukrainian “anti-terror operation” headquarters in Kramatorsk. The report outlines the background to the crisis over Ukraine, describes why the United States and NATO need to engage more actively and urgently, summarizes what the authors heard in discussions at NATO and in Ukraine, and offers specific recommendations for steps that Washington and NATO should take to strengthen Ukraine’s defenses and thereby enhance its ability to deter further Russian aggression.

Abstract:
Relations between China and Latin America are complex, strengthening, notably asymmetrical and fundamentally economic. Ties have intensified rapidly in recent years, to the extent of shaping the evolution of countries in the region and their processes of regional integration. Spain cannot afford to remain indifferent to this phenomenon, given its close links to this part of the world. The strengthening of ties between China and Latin America has a double-edged impact on Spanish interests. On the one hand, the headway that China is making in the region translates into a loss of Spanish influence and attraction in one of the traditional spheres for Spain’s foreign policy. On the other hand, the greater presence of China can contribute to the development of the region and is generating opportunities for cooperation and synergies with Spanish players, both public and private, on multiple stages.

ON JULY 26, 2015, President of the Russian Federation Vladimir Putin on board the frigate Admiral of the Soviet Navy Gorshkov endorsed a new version of the Maritime Doctrine of the Russian Federation, the basic document that specifies Russia’s naval and maritime policy. This version added the Mediterranean to the areas of the national maritime policy (the Atlantic, Arctic and Pacific zones) and specified that Russia’s naval pres- ence there is aimed at “turning it into the zone of military-political sta- bility and good-neighborly relations.”1 This is not fortuitous: The region is one of the main zones of Russia’s politics and international coopera- tion. Time has come to sort out regional developments, varied interests of the states involved and the problems they have to cope with. In other words, we should arrive at a clear idea about the region’s importance for the Russian Federation.

Abstract:
This document analyzes the tools that at present Russia uses with the intention of modifying and extending his area of strategic influence in the East of Europe. It centers fundamentally on the external action of Russia after the change of Government on Ukraine. The document tries to give response, first, to which they are the intentions of Russia with regard to his relations with the European Union; secondly if Russia uses as political tool his energetic resources; and thirdly, if the actions of not linear war developed in the peninsula of Crimea form a part structurally of the external action of Russia. In his development it does not think that the Euromaidan constitutes a point of inflexion in the strategic Russian thought, but rather the point of decision of a strategic approximation to the new world order presented in 2007 and that was applied by the first time in Georgia's war in 2008.

The EU is inevitably a geopolitical player, but it seeks to avoid fulfilling this role by all means. This has resulted in increased instability in the Eastern Partnership (EaP) region. In order to bring healthy political choices to its troubled eastern neighbourhood, the EU should follow a 12-point plan focusing on a more nuanced policy towards Russia, stronger regional ties between Eastern partners, tailored EU conditionalities and an integration approach better suited to EaP countries, as well as improving EU political capacities in the region.

Abstract:
Today, we are watching how the present stage of world history is coming to an end amid great or even fundamental changes of the geopolitical picture of the world. The twenty-five-year-long partnership between Russia and the West (never easy and never straightforward), which began back in the last years of Soviet perestroika, has ended. It will be probably replaced with a new structure of international cooperation much more pragmatic and devoid of illusions and exaggerated expectations nurtured by Russia rather than the West. It is wrong to expect that when the situation in Ukraine has been stabilized (it will be stabilized sooner or later) the world (or at least the part which stretches from Vladivostok in the east to Vancouver in the west) will go back to its pre-crisis state. There is no way back. The old bridges were burned while new bridges have not yet been built. The paradigm of world development geared at the prospects of long-term partnership (which, for a long time, had looked the only option) was destroyed.

359. The Politics of Polarization: Governance and Party System Change in Latin America, 1990–2010

Abstract:
What are the causes and implications of polarization in new democracies? During Latin America's “Left Turn” period, highly polarized party systems emerged in some countries–Venezuela, Bolivia, Ecuador, Nicaragua, and El Salvador–but not the rest of the region. This paper proposes a theory to explain variation, centered on the presence of electorally relevant parties of the left in the pre-Left Turn period and, most critically, the quality of governance in that period. Poor governance created opportunities for partisan actors on the left to politicize a second dimension of political contestation, anti - systemic versus systemic positions on the design and operation of the state, and thus chart alternative paths to electoral viability that required little left - right programmatic moderation. This dynamic empowered radical party factions and drove polarizing dynamics in party systems. High quality governance, in contrast, gave left parties little choice but to moderate their programs in search of electoral viability. This dynamic empowered moderate party factions and drove centripetal dynamics in party systems. Empirically, the paper tests these arguments through a broad overview of the case universe and in - depth case studies of Venezuela and Brazil.

Looking back at the parlous state of the People's Liberation Army Navy (PLAN) in the early 1980s, Liu Huaqing, its former commander, wrote, "All areas [of the navy] required significant strengthening, but I believed the key was developing capable personnel." Indeed, during Admiral Liu's tenure (1982-88), the PLAN embarked on a major effort to improve the quality of its officers and enlisted personnel an effort that continues to this day.
