Abstract:
In the eyes of many, 'Islam' has become a problem for the whole world, at times verging on a kind of obsession. But the Islam that I discuss in this paper is at the other extreme of a concept based on received ideas, ideas of an Islam that has been reduced to a conceptual totality, a system of thoughts, and a set of practices, forever identical to themselves, that reflect public and private behaviors of the Muslim world. In short, I am referring to a kind of Islam that has been narrowed down to the notions of practices and ideas common to all so-called Muslim societies from Morocco to Pakistan. It is indeed more convenient, when we are unable to understand a civilization, to reduce a whole nation and its people, despite their diversity and particularities, to a faith, a doctrine, and a set of rituals. In this field, the Islamists show a kind of perfect solidarity with the intellectuals of the West.

842. Rethinking Rural Livelihoods in Afghanistan

Abstract:
This synthesis report presents the findings of the first 18 months of research from AREU’s Rural Livelihoods Monitoring Research Programme. The project gathered village and household information from 390 households across seven provinces with an aim to improve the understanding of rural livelihoods in Afghanistan and the monitoring and evaluation capacity of NGOs. The report offers conclusions and recommendations regarding: livelihoods diversity, non-farm labour, labour migration, indebtedness, gender, health, agriculture and social protection.

843. Prostitution and Sex Crimes

Abstract:
In this paper I examine the hypothesis that the frequency of rape is increased when another source of sex (prostitution) is limited or unavailable. To test this theory I regressed the rape rate in available OECD countries against a proxy for the availability of prostitution and, to remove the general propensity for violence in the society, against the homicide rate and the availability of prostitution. The one variable regression model was anti-correlated with borderline significance. In the multiple regression model the rape rate was shown to be correlated with the homicide rate and anti-correlated with the availability of prostitution. Both relationships were at above the 95% confidence level. It is estimated that if prostitution were legalized in the United States, the rape rate would decrease by roughly 25% for a decrease of approximately 25,000 rapes per year.

844. Gender-related Indicators of Well-being

Abstract:
This paper discusses the rationale as well as the challenges involved when constructing gender-related indicators of well-being. It argues that such indicators are critically important but that their construction involves a number of conceptual and measurement problems. Among the conceptual issues considered are the space in which gender inequality in well-being is to be measured, whether the indicators should track wellbeing of males and females separately or adjust overall measures of well-being by the gender inequality in well-being, whether gender equality in every indicator is necessarily the goal, how to assess gender inequality that is apparently desired by males and females, and what role indicators of agency or empowerment should play in genderrelated indicators of well-being. Among the most important measurement issues addressed are; the role of the household in allocating resources, the question of stocks versus flows, as well as significant data gaps when it comes to gender inequalities. Where appropriate, remedies to the conceptual and measurement issues are proposed. The paper also briefly reviews UNDP's gender-related indices to illustrate some of the challenges involved.

The establishment of an Interim Administration for Afghanistan during the Bonn talks in December 2001 was heralded as offering Afghan women a chance to claim their place in public life and participate in the country's development after systemic exclusion under the Taliban. Creation of a Ministry of Women's Affairs, the commitment of substantial donor assistance to programs targeting women, and, most critically, the return of women to universities, schools, and government offices all portended a new day.

Gender inequalities are a major driving force behind the global AIDS crisis. Around the world, AIDS takes its most devastating toll on women and girls. Globally, nearly 5,000 women become infected with HIV every day. Hardest hit of all are Black women and girls in Africa and in the U.S., who are most vulnerable as a result of poverty and discrimination.

847. Straight as a Rule:Heteronormativity, Gendercide, and the Non-Combatant Male

This paper is an extension of the author's research into the vulnerability of non-combatant “battle-age” males in situations of war and genocide. It explores the role of heteronormativity – defined as “culturally hegemonic heterosexuality” – in shaping the victimization experiences of male noncombatants. An introductory section addresses definitional issues and frames the discussion in terms of the study of gendercide, or genderselective mass killing. The link between non-combatant status, imputed violations of heteronormativity, and gendercide is then explored. A separate section considers the phenomenon of sexual violence against males in wartime, and asks whether feminist theories of “genocidal rape” can usefully be deployed to assist understanding of this little-studied phenomenon. The conclusion cites some remaining conceptual and conventional obstacles to research on male non-combatants, and suggests avenues for further investigation.

Abstract:
The gender dimension of the holocaust in Rwanda is perhaps more intricate and multifaceted than any genocide in history. This article explored the relevance of the gender variable to an understanding of the 1994 events. It argues the gender is vital to understanding the social crisis in Rwanda prior to the genocide; the appeals of the genocide's perpetrators to the Hutu population and their mobilization of that population for mass killing; the prominence of women as planners and perpetrators of the genocide; the evolution of the genocide itself between April and July 1994; the massive demographic disproportion between men and women after the holocaust; and the actions and strategies of the Rwandan Patriotic Front rebels who eventually succeeded in ending the genocide. The final section of the article seeks to place the Rwanda experience in comparative perspective, suggests some lessons for the future, and argues that the study of ender and genocide must be gender-inclusive (addressing the experiences of both women and men) in order to more fully explore the workings of this important variable.

849. Genocide in Kosovo

Abstract:
The campaign of genocidal assault and "ethnic cleansing" waged by Serb forces in Kosovo in 1998-99 was characterized, above all other atrocities, by the gender-selective mass-murder of the "battle-age" males. The present article seeks to plea this campaign of "gendercide" against non-combatant men in the broader context of the Balkans wars of the 1990s-including the five worst massacres in Europe since the aftermath of the Second World War, all of which clearly reflected the gendercidal underpinnings of the Serb strategy. The military "logic" of the strategy is examined, as are the harbingers of gendercide that were evident in Kosovo after the imposition of Serb police-state in the early 1990s. An analysis of the key atrocities of the 1999 war in Kosovo follows, along with some concluding comments about the taboo treatment accorded the subject in the feminist I.R. literature. The Kosovo war also offered an excellent opportunity to analyze the representation of gender and violent victimization in the mass media. A broad sample of media commentary is presented to demonstrate that "unworthy" male victims tend to be marginalized or ignored entirely in mass-media coverage. A trio of common marginalization strategies discussed, and a theoretical framework of "first-order", "second-order", and "third-order" gendering is proposed to clarify the deficit in coverage. This deficit is then contrasted with the attention given to the victimization experiences of "worthy" victims, such as women, children, and the elderly. Finally, the small handful of responsible and insightful media reports on gender-selective atrocities against Kosovar men is evaluated for the alternative it may offer to "effacing the male" from coverage of war and violence.

850. Gendercide and Genocide

Abstract:
Gender-selective atrocities have tended to attract little attention when the victims are male. The result is that gender-selective killing-"gendercide"-has tended to be examined only in the context of the female experience. This paper takes a broader and more inclusive approach to the subject. It argues that, contrary to the standard depiction, gender-selective mass killing is more likely to target men than women-especially males of a "battle age." Drawing on a wide range of historical and contemporary case studies, the paper examines the methods and underlying motivations of gendercides against both men and women. Moving beyond a state-centered framework, it also considers institutional gendercide through forced labor, military conscription, female infanticide, witch-hunts, and other phenomena. It concludes by calling for an inclusive approach to gender-selective mass killing, and for a recognition of extreme urgency of the phenomenon in the modern world.
