Abstract:
It is generally assumed that both gender and ethnicity are decisive factors in natural resource management and that changes in access to natural resources have differing effects on men and women and on indigenous and non-indigenous peoples. The issues of ethnicity and gender are, however, rarely explored together in relation to natural resource management. The present paper seeks to provide an overview of the present state of research dealing with indigenous peoples, gender and natural resource management. It examines the position of indigenous women in 'women and environment' literature and the aspect of gender in literature dealing with indigenous peoples natural resource management. It reviews empirical literature specifically dealing with indigenous women's use and knowledge of natural resources, and the relationship between modernization, natural resource degradation and indigenous gender relations. The paper concludes that gender is indeed a relevant factor for understanding indigenous peoples' natural resource management and therefore also critical to consider in relation to planned development and conservation. However, the question of gender equality and equity in relation to indigenous peoples' natural resource management must be situated within the context of continued ethnic discrimination and indigenous peoples struggle for self determination.

823. Equal Opportunities for Women and Men

Abstract:
Gender equality is still far from being a reality in Central and Eastern Europe, according to the report Equal Opportunities for Women and Men: Monitoring Law and Practice in New Member States and Accession Countries of the European Union, published by OSI's Network Women's Program. The findings and recommendations in Equal Opportunities for Women and Men are based on monitoring conducted by national gender equality experts and local NGO representatives in Bulgaria, the Czech Republic, Estonia, Hungary, Lithuania, Poland, Romania, Slovakia, and Turkey. The report describes existing national institutional mechanisms, policies, and programs on gender equality, and highlights several shortcomings. The research identified a general lack of awareness among men and women about how gender inequality affects their daily lives as well as a lack of political will to enforce existing national and EU gender equality policies. The report's key recommendations include a call for governments to establish regular monitoring of how equal pay principles are practiced in both the public and private sectors and making these monitoring results public; they urge the governments in Bulgaria, Hungary, and Poland to adopt official gender equality strategies; and appeal to all governments to collect gender disaggregated statistical data, without which gender equality policies can hardly be successful.

During the last several months, the question of whether women in Saudi Arabia should be allowed to drive has become a lively topic of debate within the kingdom. Support for the issue has come from the newly enthroned King Abdullah; the most prominent opponent is the long-serving interior minister, Prince Nayef. The men are viewed as political rivals frequently at odds over a range of policies. Increasingly, women driving seems a metaphor for the series of security, economic, and educational challenges facing the kingdom—and therefore a tempting policy opportunity for the United States.

Abstract:
On June 20, 2005, Kuwait's first female cabinet minister, Massouma al-Mubarak, was sworn in, taking responsibility for the planning portfolio. Six months earlier, a woman was appointed minister of economy and planning in the United Arab Emirates (UAE). Women have assumed ministerial posts in Bahrain and Oman as well. And in Kuwait, Bahrain, Qatar, and Oman, women now have the right to vote. Indeed, women's political rights, previously nonexistent in the conservative Arab Gulf states, have undergone extraordinary growth in recent years. Yet, how much progress has there really been, given that women's representation in this region is still poor even compared with the rest of the Arab world? In particular, can the United States, which actively encourages enhanced rights for women, do anything about Saudi Arabia's anomalous lack of such progress?

829. Sharing the Burden of Disease: Gender, the Household Division of Labor and the Health Effects of Indoor Air Pollution

Abstract:
In many rural areas of low-income countries, biomass fuel is the principal source of household energy, meaning that indoor air pollution (IAP) is a serious health problem. If exposure to IAP is greatest in areas where combustion occurs, primarily the kitchen, IAP will mostly affect the women who cook and the children whom they supervise. Using a 2000-2003 survey of 1638 rural households in Bangladesh, where biomass fuel provides more than 90 percent of household energy, we investigate (i) the extent to which the division of household responsibilities, household structure, and dimensions and location of kitchen facilities causally affect the health of women and children, taking into account optimizing behavior within households, and (ii) whether households act as if they are optimally sharing the burden of a disease. The results suggest that proximity to stoves adversely affects the respiratory health of women and the young children they supervise and that households appear to be aware of and attempt to mitigate the health effects of cooking with biomass fuels in their time allocation decisions, including effects on young children, such that women with lower endowed health have greater exposure to smoke and women with very young children have less exposure to pollutants. We also find, however, that due to measurement error, conventional estimates of the impact of smoke inhalation are underestimated substantially. Finally, our results suggest that improving ventilation by increasing the permeability of roofs or walls has no significant effect on health, consistent with prior studies examining point-source pollutants and health data.

"One of the issues the Democracy Assistance Dialogue will concentrate on is the empowerment of women in public life. As agreed on in Rome Ministerial meeting of DAD on 25 November 2004 "Democratic development requires inclusion of women as an active and essential component of society. To stimulate active participation of women in democratic practices is also a fundamental priority. The Dialogue shall support efforts aimed at promoting women's participation in political life and active contribution to democratic projects and programs. Indeed, a substantial gender gap exists in the BMENA region. Like in many other countries, women are the most disadvantaged segment of society simply because they are women. Gender inequality in the region is compounded by high levels of illiteracy among women, In many countries women still cannot enjoy their political rights sufficiently and their chances of social and political participation are completely blocked. Gender related discrimination is a major impediment to democratic reform in the region. If women constitute half of their respective societies, then, along with men, they should partake in decision-making pertaining to their common future.
