Abstract:
A UN/World Bank survey conducted after the fall of the Saddam Hussein regime revealed that even though women represented about 55 percent of Iraq's population, they made up only 23 percent of the workforce. Although the international community and Iraqis have since devoted considerable attention to boosting the status of women in Iraq, most of these efforts have focused on the social and political empowerment of women. Full democratic consolidation in Iraq can only be achieved by guaranteeing, in addition, a leading economic role for women in Iraq.

Empirical evidence shows that while both women's near absence at the formal level as peace negotiators and political decision-makers and their informal peacebuilding contributions at the grassroots level have been routinely recognised, it remains difficult to translate gender awareness into workable plans for implementation. The paper argues for a hybrid position between cultural relativism and 'one size fits all' solutions. Four areas of attention are highlighted, namely women's ambivalent roles in peace and conflict, the challenges of a truly inclusive post-conflict transformation process, the need for an organised women's movement, and connecting the international legislative framework with the national context.

543. Comprehensive Services for Survivors of Human Trafficking: Findings from Clients in Three Communities

Abstract:
Humans are trafficked across international borders for the purposes of labor exploitation (e.g., domestic servitude, sweatshops) or sexual exploitation (e.g., forced prostitution) and the victims are subjected to coercion, fraud, abuse, or some other form of deception on the part of the traffickers. The Department of State (2004, 2006) estimates that 600,000 to 800,000 people—adults and children—are trafficked across international borders around the world annually. About 90 percent of these victims are females and over half of all those trafficked each year are believed to be trafficked for sexual exploitation. Among those trafficked, about 14,500 to 17,500 are trafficked into the United States each year. Recent data show that victims are often trafficked by perpetrators of the same nationality (Free the Slaves and Human Rights Center 2004).

544. The Role of Women in Stabilization and Reconstruction

It is widely recognized that women and young people are primary victims of conflict. During war, women are displaced, subjected to sexual violence and HIV/AIDS by fighting forces, and assume the caretaking role for children and the elderly. They are vulnerable to exploitation, abuse, sexual slavery, disease, and forced recruitment into armed groups. Yet as the survivors of violent conflict, women also bear the burden of reconstruction. They return to destroyed communities and begin the process of rebuilding infrastructure; restoring and developing traditions, laws, and customs; and repairing relationships. Despite rapid progress within the U.S. government to recognize the importance of women's inclusion in stabilization and reconstruction operations, no overarching strategy, mandate, or program exists to ensure implementation. Initiatives, funding, and projects remain ad hoc; research and best practices have not been consolidated; and much depends upon the individual knowledge, commitment, and insight of relevant staff at headquarters and in the field. The challenge of the Working Group on the Role of Women in Stabilization and Reconstruction Operations and the purpose of this report is to present a comprehensive list of recommendations to the U.S. government, as well as highlight several critical action areas with the potential to significantly impact the protection and participation of women in postwar situations. An ongoing, at-the-ready capability must be institutionalized within the U.S. government to enhance and protect the role of women in stabilization and reconstruction operations. The steps taken prior to an intervention will make all the difference in the success of the mission. The U.S. government should undertake the following necessary actions to make this capability an integral part of the policy process.

Sub-Saharan Africa has some huge problems to reslove if it is to achieve gender equality in education, and fulfill the Millennium Development Goals related to education and gender. Conversely, the region has some of the most innovative and enterprising examples of initiative that promote gender equality in education. This paper focuses on sub-Saharan Africa and considers some of the most significant obstacles that African girls face in achieving the education that is their right. The paper then reviews the most significant initiatives–those that are 'gender-neutral' and those that have a specific focus aon gender equality–that have enabled African countries to overcome these obstacles.

Abstract:
Despite sharing many successes at promoting international collaboration, enabling effective responses to politically powerful states, increasing awareness of formerly invisible violations of the human rights of women, and gaining ground in many countries and in international law, women's human rights activists have many differences among them—in resources, location, issue-focus and strategies. It is appropriate to pay attention to these differences, particularly as they create challenges to the movement for women's rights. However, we argue that the women's human rights discourse—as developed and deployed by women's human rights activists—can be a resource for addressing these challenges internal to the movement while facing current challenges from outside the movement. Attentive to the politics of defining a movement and its spokespeople, the article includes an extensive methodological discussion. We arrive at our conclusions after observing a broad range of women's activism and interpreting the reflections of a wide range of activists. Taken together, they offer a view of human rights as indivisible and of the rights of all humans as interrelated. This view is useful for self-reflection within women's movements and for the ability of participants of various women's movements to use the women's human rights framework for meeting contemporary challenges.

She assumed this position after being UN Special Rapporteur on extrajudicial, arbitrary and summary executions. The areas constituting the GPKT micro-region (fYR Macedonia,1 Serbia and Kosovo) belong to some of the least developed countries in Europe. Transition to market economies has been delayed because of armed conflicts, exclusion from the international community during periods of conflict, as well as the slow process of privatization (in the case of fYR Macedonia and Serbia). Despite the fact they once used to be a part of a single country, the current connection between these areas is unfortunately their characterization of political instability and weak institutions, problems compounded by the common struggle to transform their respective economies.

During the last several months, the question of whether women in Saudi Arabia should be allowed to drive has become a lively topic of debate within the kingdom. Support for the issue has come from the newly enthroned King Abdullah; the most prominent opponent is the long-serving interior minister, Prince Nayef. The men are viewed as political rivals frequently at odds over a range of policies. Increasingly, women driving seems a metaphor for the series of security, economic, and educational challenges facing the kingdom—and therefore a tempting policy opportunity for the United States.
