381. Transforming Care After Conflict: How Gendered Care Relations are Being Redefined in Northern Uganda

Abstract:
Northern Uganda has suffered from chronic food shortages and high levels of poverty, political insecurity and adverse environmental conditions. Women can be particularly disadvantaged, constrained by a lack of access to and control over resources, patriarchal exploitation, and harmful social norms. Oxfam implemented a series of interventions in Karamoja to support women’s livelihoods and promote their socio-economic empowerment and rights. One of these was the Piloting Gender Sensitive Livelihoods in Karamoja (PGSLK) project. This report assesses two evaluations of the project: a quantitative impact evaluation, which found that its economic empowerment activities in Kotido had a positive impact for women overall; and a qualitative follow-up study designed to dig deeper into the findings about care work as part of Oxfam’s Women’s Economic Empowerment and Care initiative (WE-Care). This report discusses the implications of its results for addressing care in women’s empowerment (particularly in post-conflict settings in Uganda and beyond), and reflects critically on the process of the evaluation itself and how it might be improved.

Abstract:
It is essential that opportunities for job growth are supported both for refugees in Jordan and the vulnerable communities hosting them. Micro, small and medium-sized enterprises (MSMEs) can be a key driver of job growth. Promoting MSMEs could also help to address gender inequality and protection issues for refugees in Jordan. This joint agency paper was written by the LEADERS Consortium of NGOs, which aims to contribute to the economic self-reliance, resilience and stability of Syrian refugees and vulnerable host communities in Jordan. It presents research conducted among women and men small business owners in central and northern Jordan on the challenges they face. It makes recommendations on how the Government of Jordan, businesses, the financial sector and NGOs can support women, refugees and Jordanian host communities to start and grow small businesses.

Abstract:
Despite impressive economic growth recorded in Ethiopia over the past decade, chronic food insecurity affects many. The country’s subsistence crop and livestock agriculture is vulnerable to climate change and rainfall variability. The Ethiopian Somali region is one of the regions worst affected. A shortage of rainfall in the region over the past three consecutive years has resulted in huge losses of livestock and internal displacement of people. Although the drought affects everyone, men and women experience the impacts of the drought differently. The objective of this gender analysis is to understand the different impacts of the drought on men, women, girls, and boys, and their different coping mechanisms and potentials, in order to design and deliver humanitarian interventions responsive to their different needs. The study was conducted in Somali region, in six kebeles (wards/towns) of six woredas (districts) in the Jarrar, Doolo, and Afder zones.

384. Beneath the Dryland: Kenya Drought Gender Analysis

Abstract:
In the arid and semi-arid land (ASAL) counties of Kenya, people are experiencing a food security and nutrition crisis as a result of the drought that has worsened since August 2016. The drought has undermined coping capacities and exacerbated vulnerabilities, for example by destroying livelihoods and triggering local conflicts over scare resources. This report draws on research conducted in two ASAL counties – Turkana and Wajir – on how people are coping. The main objective of the research was to understand the gendered needs, vulnerabilities and capacities of people in Turkana and Wajir and the specific gendered risks they face, in order to identify opportunities for increasing their agency, voice, participation and economic empowerment. The study also sought to understand the interactions between duty bearers and people affected by the drought, and the capacity of duty bearers to provide humanitarian assistance. The report presents key findings from the research and recommendations on how to strengthen the humanitarian response.

385. Missiles and Food: Yemen’s Man-Made Food Security Crisis

Abstract:
The current high levels of food insecurity in Yemen and the threat of famine are the results of more than two-and-a-half years of war, and have added to the already high levels existing pre-war. The economic crisis and loss of livelihoods has left people without the means to purchase what is available in the market. The situation has been made dramatically worse by the closure of key entry points for commercial imports, which is also affecting the availability of fuel and clean water. This is a deadly combination, especially for the most vulnerable in society, including women and children. This briefing calls for action by all actors in the conflict and by the international community to protect the civilian population from the effects of the war and to alleviate the food crisis. It calls for renewed momentum towards a peace deal which is inclusive of women, civil society, youth and minorities, and which begins with an immediate, nationwide ceasefire.

Abstract:
Women peace practitioners and rights activists have long been concerned by decisions made at global and national levels that at the local level impact dynamics of economic exclusion, threaten social cohesion and exacerbate vulnerabilities to radicalization. Violent extremism and state responses to it place significant economic burden on societies. The members of the Women’s Alliance for Security Leadership (WASL) have consistently draw attention to this gap between policy intentions and realities on the ground. Their lived experiences of the economic dynamics in contexts affected by violent extremism, combined with desk research on the state of current policy and practice, and the multistakeholder Global Solutions Exchange (GSX)2 meeting on these issues held at the UNDP headquarters in New York in March 2017, inform the findings of this report.

Abstract:
In February 2017 the Global Solutions Exchange (GSX) meeting on the nexus of security, gender and extremism was held in London bringing members of the Women’s Alliance for Security Leadership (WASL) and other women and youth-led organizations engaged in the prevention of violent extremism efforts together with military and security personnel, representatives of governments and multilateral organizations to analyze the impact of security interventions in contributing to and mitigating extremist violence. They also highlighted their own practical experiences in engaging the security sector to prevent and counter violent extremism including through trust building with communities, respect of human rights, and gender sensitivity as well as the provision of training to the police and military. Their experiences, combined with desk research on the state of current policy and practice, and consultations with over 70 women peacebuilders from 30 countries at ICAN’s 2015 and 2016 annual Women, Peace and Security forums inform this report.

In November 2016, during ICAN’s fifth annual Women, Peace and Security forum, members of the Women’s Alliance for Security Leadership (WASL) and other women-led organizations in over 30 countries analyzed the role of formal and informal education in contributing to enabling conditions and mitigating extremist violence. They also highlighted their own practical experiences and lessons learnt in providing education to prevent violent extremism by fostering peace, resilience, equal rights and pluralism (PREP) in formal and informal spaces, including through the teachings of alternative religious narratives. Their experiences, combined with desk research on the state of current policy and practice, and the first multi-stakeholder Global Solutions Exchange (GSX) meeting on the nexus of education, gender and extremism held at the UNESCO headquarters in Paris in March 2017, inform the findings of this report.

Abstract:
Ending (extreme) poverty in all of its forms everywhere around the world continues to dominate the International Development Agenda (UN 2015). However, while poverty is declining in much of the developing world, data from the World Development Report (WDR) Conflict, Security, and Development reveal that fragile and conflict-affected states are lagging behind. The report points out that ‘Poverty rates are 20 percentage points higher in countries affected by repeated cycles of violence over the last three decades. Indeed, with the worlds extreme poor over represented in fragile and conflict-affected ,some authors argue that violent conflict is development in reverse

Abstract:
The government has set out a unique and ambitious vision for Canada’s international assistance for the next five years, one that is firmly rooted in its commitment to gender equality and women’s empowerment through the active promotion of the rights of women and girls. Most donors, including Canada, have had long-standing gender policies to guide their assistance priorities. But with this Ministerial directive for an exclusive focus on women’s rights in international assistance, Canada is unique among its donor peers in the OECD’s Development Assistance Committee. It sends a critically important global signal that the achievement of Agenda 2030 will not be possible without meaningful and substantial progress on SDG Goal Five – Achieve gender equality and empower all women and girls. Canada is prepared to step up its leadership for this Goal.
