12. A Stocktaking of the UN-IFI Relationship on Prevention and Peacebuilding, 2018 to 2020

- In 2018, the United Nations (UN) and the World Bank published a groundbreaking report driven by the conviction that the international community’s attention must urgently be rebalanced from crisis response to prevention. Pathways for Peace offered a joint framework for conflict prevention, and as it has gathered momentum, other international financial institutions (IFIs)—such as the International Monetary Fund (IMF)— have re-examined their approach to fragile and conflict-affected countries. Now, with the UN and the IFIs mobilizing in response to the COVID-19, the progress made in recent years will be tested. There is a risk that these opportunities will be overshadowed by the colossal need generated by the pandemic—but the scale and urgency of the crisis is also creating new opportunities for UN-IFI collaboration. This briefing provides an external perspective on the evolution of the UN-IFI relationship over the past three years. The first part of the stocktaking will focus on the UN-World Bank relationship, followed by a brief overview of partnership with the IMF. It is written for a broad audience—across the UN system, the World Bank and other IFIs, UN member states, civil society, and beyond—and aims to build consensus on next steps needed to accelerate implementation of a preventive approach.

13. Citizen Commitment – How Fragile States in Sub-Saharan Africa can Thrive

- Fragile states are nations whose institutions of governance are highly susceptible to corruption, deception, and bias. According to the Fund for Peace, the vast majority of Sub-Saharan Africa countries qualify as moderately to severely fragile states. Why? Because African institutions are weak and dysfunctional, and leaders manipulate their systems with impunity. If the fragility fiasco is to be changed, African people need to realize that neither their leaders nor international observations can fix the issue; only the people hold the power to determine their future. Despite the tumultuous conditions in many nations in the Sub-Saharan continent, there is hope. The recent Malawian election demonstrated that despite weak local institutions and inadequate support from the international community, change can be made if citizens unite and demand accountability for corruption and abuses of power. When Malawians realized the outcome of their late 2019 presidential election was rigged, they took matters into their own hands. Even though six international observers, including the United Nations Development Program, Southern African Development Community, European Union, and African Union, argued that the elections were free and fair, overwhelming evidence of ballot tampering suggested otherwise.

14. Traditional authority and state legitimacy: Evidence from Namibia

- Do African traditional leaders weaken state legitimacy at the local level? Past scholarship raises the possibility that unelected chiefs might undermine trust in national-level institutions. Relying on an original map of areas governed by chiefs and survey data from Namibia, this study examines whether respondents governed by traditional leaders are less likely to trust state institutions. I find that compared to individuals not living under traditional authority, chiefdom residents are more likely to trust government institutions. To partially alleviate the concern that chiefdom residence is endogenous to trust in national-level institutions, I use a genetic matching strategy to compare relatively similar individuals. I further find that the association between chiefdom residence and trust in state institutions is considerably weaker and less statistically significant for individuals who do not share ethnicity with their chief. This evidence suggests that traditional leaders’ ability to complement state institutions at the local level is compromised by ethnic diversity.

15. The View from Aden: A Shadow State between the Coalition and Civil War

- Four years into the war that engulfed Aden since March 2015, the city in the South of Yemen might look tranquil and safe in the eyes of foreign observers as the interim capital of the internationally recognized government of Abd Rabou Mansour Hadi. To its inhabitants, however, it is a satellite out of orbit with no institutions or a state to govern or uphold the rule of law and where civilians face many challenges daily. Civilians were relieved, in July 2015, when Popular Resistance Forces (a mix of different factions from Aden, independent, Salafists, reformers and followers of many factions from the Southern Movement) and forces of the Arab Coalition (led by Saudi Arabia and United Arab Emirate, UAE), defeated the Saleh-Houthi forces, expelling them from the city. They began to dream of a normal life and a fresh start for real institutions that will build a modern civilian state and remedy their decades long suffering, exclusion, marginalization, and inability to run their own city. Simultaneously, fighters raised the flags of Saudi Arabia and UAE along with the flag of the former People’s Democratic Republic of Yemen. Meanwhile, elements loyal to the Southern Movement renewed their demands of secession of Southern Yemen from the North. These hopes died shortly after, however. The mandate of the interim government intertwined with that of the National Council, and so did the interests of the Coalition states that sponsor these two bodies. As a result, Aden slipped into a state of insecurity with a multiplicity of armed militias and widespread corruption. This paper seeks to describe the fragmentation process of the Yemeni State, four years after the Coalition’s offensive to restore legitimate authority. It highlights the practices of Abd Rabou Mansour Hadi and his government in running the country and how rivalry between Saudi Arabia and its ally, the UAE, translated, on the ground, in the form of a contest for authority between the Interim Yemeni Government and the Transition Southern Council. The paper also highlights corruption, insecurity, and the rise of civilian protests against the status quo in Aden.

16. Breaking the Cycle: Iraq following the military defeat of Islamic State

- Despite the Iraqi Security Forces’ success in the military defeat of Islamic State (IS) and reconquering of territory seized by IS in 2014, the Iraqi state faces substantial challenges. These challenges have been exacerbated by IS, but did not emerge with IS and will therefore also not disappear with the defeat of IS. This DIIS Report underlines the fragmentation and policization of the security sector as a concern. Although the continued threat from IS has a destabilizing impact on the Iraqi state, the report especially points to the role of the Popular Mobilization Forces (PMF: an umbrella term for more than 50 armed groups that mobilized against IS in 2014), the sustained focus on identity politics and the pressure on the Iraqi state as key issues for the rebuilding and stabilization of Iraq. The presence of PMFs in Iraq is a challenge to the Iraqi state’s monopoly of violence and the PMFs continue to commit violations with impunity. Moreover, the PMFs (Popular Mobilization Forces) are capitalizing on their role in the defeat of Islamic State to increase their political role. Finally, despite the recent movement towards issue-based politics, identity remains a vital element in Iraqi politics, as seen in the continued practice of power-sharing between Kurds, Shias, and Sunnis. This combined with the Iraqi population’s general lack of trust in the political system challenges reconstruction. Nonetheless, the report asserts that there is a window of opportunity for Iraq, that should be seized by the Iraqi elite and the international community to engage in the difficult process of reconstruction and reconciliation. The report provides a brief overview of some of the main challenges facing Iraq that must be dealt with if Iraq is to break the cycle of violence that has haunted the country for decades.

- In December 2018, Denmark published a new priority paper guiding its future engagement in the Gulf of Guinea to combat piracy and other types of maritime crime. Against such background, this DIIS report presents the main challenges to maritime security in the region and maps the actors and activities addressing it in order to draw out the role that Denmark should play in this context. The report shed light on the regional and international strategies and interventions that are at play at a time when Denmark is a relatively new actor in the process of defining its role in the region’s maritime security infrastructure. As such, the report offers Denmark three sets of pointers for how to prioritise its activities in the Gulf of Guinea: ■ Regionalise engagement by promoting local ownership ■ Focus on the ‘in between’ by enhancing coordination and deconfliction ■ Look landward by strengthening legal structures

- Contributing personnel to UN peacekeepinghas been central to Ghana’s foreign policy andessential in shaping the country’s security sector. However, with the police and militarystill facing considerable challenges at home, and with the prospect of funding for UN peacekeeping missions being cut, Ghana’s domestic stability might be affected. RECOMMENDATIONS ■ Peacekeeping experiences should be used more forcefully to create accountability among Ghana’s security forces. ■ There should be a comprehensive review of Ghana’s approach to international peacekeeping with a view to understanding and articulating more clearly the relationship between strategic foreign-policy objectives and the provision of domestic security. ■ The UN and troop-contributing countries should make an effort to understand the implications for them both of planned cuts in peacekeeping budgets.

- The UN deploys thousands of peacekeepers in support of peace processes and state-building in countries and regions that are emerging from conflict. The example of Ghana shows that the impacts of these missions are not just felt in countries that host UN missions, but also in those that provide them with troops. Recommendations ■ The Ghanaian government should conduct a comprehensive assessment of the impacts of peacekeeping on the country’s security sector in order to inform its contributions to the UN in the future. ■ The Ghanaian army and police should continue to build on the lessons learned from deploying security personnel abroad and maintain their focus on consolidating the democratic and accountable foundations of the security sector. ■ The UN should build a stronger understanding of how countries that contribute to peace- keeping missions are affected politically, financially and in respect of their security by making these contributions.

20. We Need to Distinguish Between Local and Globalist Foreign Fighters

- The broad definition of the term ‘foreign fighter’ causes operational problems for risk assessments. It is therefore important for security officials to identify significant variations by classifying actors into major categories. RECOMMENDATIONS ■When assessing the risk of continued security threats from foreign fighters, it is crucial to distinguish strategically between foreign fighters who join local rebel groups and those who join globalist groups. ■Ways should be provided for foreign fighters who have joined local rebel groups to ‘opt out’ and return home after the end of fighting in order to discourage them from becoming globalist foreign fighters and to stem potential flows of foreign fighters to new theatres of conflict.
