1551. "Power without Influence: The Bush Administration's Foreign Policy Failure in the Middle East"

Abstract:
The administration of President George W. Bush was deeply involved in the Middle East, but its efforts did not advance U.S. national security. In the realms of counterterrorism, democracy promotion, and nonconventional proliferation, the Bush administration failed to achieve its objectives. Although the United States did not suffer a second direct attack after September 11, 2001, the terrorism situation worsened as many other countries came under attack and a new generation of terrorists trained in Iraq. Large regional powers such as Egypt and Saudi Arabia did not become more democratic, with no new leaders subject to popular mandate. The model used in Iraq of democratization by military force is risky, costly, and not replicable. Bush's policy exacerbated the problem of nuclear proliferation, expending tremendous resources on a nonexistent program in Iraq while bolstering Iran's geopolitical position. The administration failed because it relied too heavily on military force and too little on diplomacy, disregarded empiricism, and did not address long-standing policy contradictions. The case of the Bush administration makes clear that material power does not automatically translate into international influence.

Abstract:
Several observers have argued that the radical transformation of American foreign policy wrought by George W. Bush is already over. They argue that the 'Bush Revolution' was merely a result of the short-term conjuncture of neoconservative influence and the impact of September 11, 2001, and that this temporary deviation has been ended by the American failure in Iraq. Yet the causes of the Bush Revolution are more fundamental and long-term than this argument implies. It is in the combination of the shift to a militarily unipolar international system and the dominance of the Republican Party by its conservative wing that the real roots of the Bush foreign policy lie, and neither condition is likely to alter in the foreseeable future. Moreover, although the Iraq War has led to some shifts in policy, the Republicans' selection of John McCain as their presidential candidate confirms the continued vitality of the Bush Revolution.

Abstract:
Several tendencies in US foreign policy politics generated a new foreign policy consensus set to outlast the Bush administration. Three developments are analysed: increasing influence of conservative organizations - such as the Heritage Foundation, and of neoconservatism; and, particularly, democratic peace theory-inspired liberal interventionism. 9-11 fused those three developments, though each tendency retained its 'sphere of action': Right and Left appear to have forged an historically effective ideology of global intervention, an enduring new configuration of power. This paper analyses a key liberal interventionists' initiative - the Princeton Project on National Security - that sits at the heart of thinking among centrists, liberal and conservative alike. This paper also assesses the efficacy of the new consensus by exploring the foreign policy positions and advisers of President-elect Barack Obama and his defeated Republican rival, Senator John McCain, concluding that the new president is unlikely significantly to change US foreign policy.

Abstract:
The contribution focuses on the unfolding and tensions within the transatlantic relationship and it pursues, in particular, the question how the bonds of association between Europe and America are best comprehended and accounted for. In trying to break some new ground for theorization it argues that the Realist, Liberal and Constructivist accounts have so far come up short in terms of providing up-to-date and broadly acceptable answers. With the dominant theories focusing largely on either external enmity or internal homogeneity, difference internal to the relationship has too easily been conceptualized as destabilizing and seen as representing a rupture. In contrast, the paper assert s that while elements of enmity and homogeneity are important, communities such as the Atlantic one are also critically brought together by their internal differences. It then aims, in view of the difference-based dynamics at play and foundational for the Atlantic communality, to complement an d provide a corrective to the more established theorization of that togetherness.

Whither Russia? Russia's economic circumstances as well as its articulated goals hold the answer to this eternal question. Drawing on our analysis in the forthcoming book The Russia Balance Sheet, we outline here a policy approach for the Barack Obama administration. We believe our views reflect to some degree an emerging consensus for the new administration's Russia policy. Russia is important for US foreign policy in many ways. The United States needs a more constructive relationship with Russia to address many core global security issues including nuclear security and nonproliferation, terrorism, energy, and climate change.

1556. The Real Bridge to Nowhere: China's Foiled North Korea Strategy

On January 1, 2009, Chinese President Hu Jintao and North Korean leader Kim Jong Il exchanged greetings and declared 2009 the “year of China-DPRK friendship,” marking 60 years of diplomatic relations between the two countries. Despite pledges to deepen cooperation and promote exchanges, however, the New Year began with the China-North Korean border closed and pervasive uncertainty about Kim's health and the political stability of the DPRK. For Beijing, Pyongyang's behavior and renewed tensions between the two Koreas raise its concerns about the prospects for broader regional conflict. It also sees developments on the peninsula as they may affect its own territory should instability in the DPRK spill into Northeast China. It is Kim Jong Il's failure to reform the North Korean economy and take measures to institute a succession process to enhance political predictability in the country that are a source of anxiety both among senior leaders in Beijing and local leaders in areas along the DPRK border. Nowhere is the uncertainty about North Korea's future more acutely felt than in China's border region with North Korea, and there are few places where these concerns are closer to home than in Jilin Province's Yanbian Korean Autonomous Prefecture. With more than 800,000 Chinese-Koreans and a 522 km long land border with North Korea, Yanbian is likely to bear the brunt of failures in China's policies toward its difficult neighbor.

On February 23, 2009, the Center for Conflict Analysis and Prevention of the United States Institute of Peace (USIP), together with the United Nations Association-USA and the Rockefeller Brothers Fund, held a roundtable discussion among top Middle East experts and former United States Government officials. Held at the Woodrow Wilson Center for International Scholars, the meeting's purpose was to discuss prospects for creating a diplomatic framework through which the United States and the Islamic Republic of Iran can address issues of common concern in the Middle East and South Asia, and in so doing, advance an engagement dynamic that might eventually open the doors for rapprochement between the two countries.

President Barack Obama publicly unveiled his administration's so-called AfPak (Afghanistan-Pakistan) strategy on March 27, 2009. Over the subsequent weeks, the White House has also briefed relevant congressional leaders and committees, the media, NATO allies, and other regional and international partners. The U.S. House of Representatives has moved ahead with its own legislative debate (the PEACE bill), and the administration recently submitted a 2009 supplemental budget request consistent with its new strategy.

For perhaps the first time since Iran and the U.S. broke ties in 1980, there are real prospects for fundamental change. The new U.S. president, Barack Obama, stated willingness to talk unconditionally. Iran's Supreme Leader, Ayatollah Khamenei, implicitly blessed dialogue, and presidential candidates are vying to prove they would be the most effective interlocutor. Yet, while U.S. objectives and tactics are relatively familiar, little is known of Iran's thinking, even as much is assumed. Western interaction with its opaque political system and decision-making has both shrivelled and been narrowly focused on the nuclear file. Under-standing Iran's perspective is critical if engagement is to succeed. This briefing, based on meetings with officials and analysts, seeks to shed light on what Tehran thinks about dialogue, its goals and visions of a future relationship. It concludes that while full normalisation might be out of reach for now, there is a chance to achieve a more realistic objective: the start of a long-term dialogue that minimises risks of confrontation and advances areas of mutual interest.
